Item: Discussion and possible action on a preliminary plat for the Castlegate
Subdivision Section 8 (The Gardens of Castlegate) consisting of 9.226 acres located off
of Castlegate Drive, east of the future intersection with Victoria. (02 -056)
Applicant: Wallace Phillips for Greens Prairie Investors, Ltd.
Staff Recommendations: Staff recommends approval of the preliminary plat.
Item Summary: In accordance with the PDD -H zoning approved in December 2001,
the applicant has submitted a preliminary plat for a section of Castlegate that will allow
for the development of single family patio homes. As part of the PDD -H, meritorious
modifications were allowed for the following subdivision standards:
• street pavement width;
• sidewalks;
• lot dimensions; and
• building setbacks.
The flexibility provided by the modifications have allowed for the following amenities
that are shown on the preliminary plat:
• avoidance of the illusion of a monotonous block through the use of curving streets
and placement of a common area;
• a lake created in a location that is highly visible to the interior of the subdivision and
that has good vehicular, pedestrian, and bicycle access;
• opportunity for streetscape features in cul -de -sac islands;
• traffic calming by limiting speeds to 20 mph;
• open spaces in prominent locations along Castlegate Drive; and
• connectivity to other areas of the development through the continuation of a
concrete pathway for pedestrian and bicycle access.
Comprehensive Plan Considerations: The Land Use Plan designates the area as
Single Family Residential Medium Density (3 -6 DU /acre). The preliminary plat is in
compliance with the land use plan with a density of approximately 3.25 DU /acre.
The proposed plat is in compliance with the modified standards approved with the
rezoning.
Item Background: This area was annexed in 1995. Soon after that, the developer
began discussions with the City for the Master Development Plan. The Plan was
originally approved by Council in 1997 and then modified in 1998. This tract was shown
as a reserve tract in the 2000 Master Preliminary Plat, and was rezoned in 2001.

Related Advisory Board Recommendations: The plan for parkland dedication for
Castlegate was approved by the Parks Board in 2000.
Commission Action Options: The Commission has final authority over the preliminary
plat. The options regarding the preliminary plat are:
• Approval with conditions;
• Approval as submitted;
• Denial;
• Defer action only at applicant's request; or,
• Table only at applicant's request.

INFRASTRUCTURE AND FACILITIES
Water: The Developer is providing the Subdivision with fire hydrants and
domestic water with an 8" extension.
Sewer: This Subdivision is in the 97 -01 Sewer Impact Fee Area. That fee is
currently $349.55 per LUE.
Streets: The proposed streets are private. The street entrance will be gated.
The Developer will have to comply with Chapter 9 Subdivision Regulations,
Section 8 -W.2.
Off -site Easements: None known at this time.
Drainage: The 100 -year FEMA floodplain has been identified on this plat. A
drainage easement has been included on the property impacted by the
floodplain. Detention for this development was provided by the regional
detention facility at SH 6.
Flood Plain: The plat reflects the mapped 100 -year floodplain. Minimum floor
elevations have been established for effected lots. On other lots, the utility
easement will preclude obstruction of the drainage way. The map for this
floodplain did not include a floodway. Filling of floodplain area is not permitted
without impact analysis.
Impact Fees: $349.55 per Living Unit Equivalent (LUE).
