SUBJECT: SHENANDOAH SUBDIVISION, PHASES 8 -15 MDPLAN
Staff reviewed the above - mentioned master development plan as requested. The
following page is a list of staff review comments detailing items that need to be
addressed. If all comments have been addressed and the following information
submitted by Monday, March 24, 10:00 a.m., your project will be placed on the next
available Planning and Zoning Commission meeting scheduled for Thursday, April 3,
2003, 7:00 p.m. in the City Hall Council Chambers, 1101 Texas Avenue.
Ten (10) copies of the revised master development plan;
One (1) Mylar original of the revised master development plan; and,
One (1) copy of the digital file of the master development plan on diskette
or e-mail to nmanhart @ci.college - station.tx.us
Upon receipt of the required documents for the Planning & Zoning meeting, your project
will be considered formally filed with the City of College Station. Please note that if all
comments have not been addressed, your project will be pulled from the scheduled
Planning & Zoning Commission agenda. Your project may be placed on a future agenda
once all the revisions have been made and the appropriate fees paid. If you have any
questions or need additional information, please call Spencer Thompson or myself at
764 -3570.

The followings is a conv of vour final plat with two (2) Public Utility Easements (PUE) that need to
be dedicated with the plat. This first PUE needs to be located between Block 1 Lot 17 and Lot 1R
and needs to be 10' in width. The other PUE needs to be 10' in width and located on Lot 2R on the
west property line. This easement also needs to 'T' out and include the existing utility pole on that
lot. It will need to be 20' in width and extend 5' past the pole. (Please see the diagram). Ronnie
(Electrical Department) is not sure how deep the utility pole goes into the property, so you will
need to survey the distance to make sure the PUE includes the pole. If you are unable to make these
changes prior to Monday's deadline, please let me know and I will extend your deadline until
Tuesday. According to our Legal Department, the following changes must be made prior to

PLANNING

1. Please clarify in the title block that the plan is for Phases 8 -15.
2. Please label the different phases.
3. The 3.273 -acre tract labeled as PUD -2 did not meet the platting and development
deadline requirements of the PUD zoning district, and reverted back to its original
zoning of A -O. Please show the land as A -O and call out the planned zoning district.
4. The green belt area is shown on the Comprehensive Plan as Floodplain /Streams.
Please show this as a land use to remain A -O. Proposed rezoning of areas
conflicting with the LUP is usually not supported by Staff.
5. To mirror the terminology of the Comprehensive Plan, please identify the land uses
in General Note #6 as Single Family Residential Medium Density, Park,
Floodplain /Streams, Office, etc.
6. It appears the creek centerline has been mislabeled in the legend. Please correct.
7. Please show C -1 zoning on KTH toward SH 6 and the R -1 zoning of the property to
the west.

these plans that have not been pointed out to the City, will constitute a completely new review.
STAFF REVIEW COMMENTS NO. 1
Project: REGENCY SQUARE (FP) -FINAL PLAT (02- 00500068)
ENGINEERING
Please note that a survey may be necessary to clear the following concerns.
1. In order to plat this property you must show all easements or other legal instruments
affecting the property. My records show a public water line on this property. I will
venture to say that most of the time public lines are not on private property unless
they are in an easement. It is possible that this one was missed. If that is the case,
please provide one at this time. It appears that at least a portion of the easement
along the property line will have to remain effective. Your Final Plat has erased the
easement all together. This will not be possible.
2. There is FEMA floodplain on this property according to FIRM Panel 48041C0144C.
This is noted as a Shaded Zone X. We do not require the plat to reflect this type of
zone, only 100 -year floodplain. However, we would ask for a drainage easement to
include the drainage way that traverses the property.
3. Please check the survey calls for closure. I could not get it to close.
4. Please label the 168.23' line segment with the appropriate directional.

ELECTRICAL
1. Developer installs conduit as per city specs and design.
2. Developer installs street lighting as per city specs and design.
3. Developer provides temporary blanket easement for construction
purposes (see attached Dedication Sheet).
4. Developer provides digital of plat and /or site plan for AutoCAD 2000i. Email

5. Developer provides easements for electric infrastructure as installed
(including street lighting).
6. Upon completion of project surveyed sealed meets and bounds
descriptive easements are necessary to release temporary blanket
easement.
