(02-00500047) Applicant: EDWARD FROEHLING Staff Recommendations: Staff recommends approval. Item Summary: This item is for the consideration of a Final Plat for Alexandria Subdivision Phase 5. The Subdivision is located at the corner of Barron Road and the proposed Newport Lane. This is the final phase of the Alexandria Preliminary Plat. The property is currently zoned R-1. This subdivision will abut the recently approved Westfield Village Phase I to the west. Infrastructure improvements include an 18" water line extension along Barron Road, construction of a Collector street (Newport), 8" water line along Newport and granting additional ROW for the Barron Road Improvement Project. The construction of Newport includes a culvert to accomodate Lick Creek. According to the construction documents, the culvert will serve as the detention outflow structure for Westfield Village. In order for this outflow structure to be accepted as infrastructure, it must be in an easement or on City property. The Developer has opted to dedicate the Greenway and the future dedication is shown on the plat. The Greenway dedication or an easement must be in place in order to file the plat. Comprehensive Plan Considerations: Land Use Plan: Shown as single-family residential. Thoroughfare Plan: Barron Road is a Minor Arterial and the proposed Newport Lane is a Minor Collector. Parkland Dedication: Parkland dedication is to be accounted for with dedication of the parkland in Shenandoah. Open Space Dedication: The Applicant is dedicating the Greenway/ Detention area to the City's Greenway Program. (1- 500148) Applicant: EDWARD FROEHLING Staff Recommendations: Staff recommends approval with Staff Comments. Item Summary: Shenandoah Subdivision, Phases 7 thru 10 is located off Barron Road and across from Alexandria Subdivision. Phase 6 is complete. A Master Preliminary Plat for Shenandoah Phases 6 - 10 was approved in 1998. That MPP has expired. The Applicant submitted a Final Plat Application for Phase 7A and 7B. However, the application was not accepted due to the fact that a current Preliminary Plat was not on record. Because the Plat had expired, Staff wished to take the opportunity to look at connectivity in the area. This tract abuts the Crowley tract. Alexandria is no longer being extended through and will dead-end in Shenandoah. The City is asking the Developer to extend a residential street to the northeast adjacent tract. It has not been decided which of the streets will be extended. The extended street will transect the park and the Parks Department wants to work closely with the Developer in deciding this aspect of the project. The City asked the Developer to oversize the sewer line from Shenandoah to the Spring Creek Trunk Line. The Developer had obtained a sewer easement and was installing an 8" line for the project. A 12" line was requested to better serve the area. The City also asked the developer to extend sewer to the adjacent tract to the southwest. The extension is shown on the plat on Lexington Lane. Parkland dedication was discussed with the original plat. The Developer has dedicated an 8-acre portion of the area to date. The City will allow the Final Plat of &A and 7B to move forward with the current parkland dedication. Further plats will require the remaining land to be dedicated. This park will connect to the Greenspace in the Crowley addition. It should be understood with this Master Preliminary Plat that Phases 8 - 10 may slightly change. The Developer is assessing the idea of acquiring other property in the area and, if this occurs, the street layout may change. Also, as mentioned above, the through-street location has not been established. Comprehensive Plan Considerations: Land Use Plan: The LUP depicts this area as single-family, residential. Thoroughfare Plan: The T-Plan shows Southern Plantation Drive continuing to the southwest as a minor collector. Parkland Dedication: As discussed above, the Developer can final plat Phase 7A and 713. Phases 8 thru 10 will require the dedication of the remaining parkland. Open Space Dedication: The parkland is being dedicated to the City. The park is part detention pond, part open space and part greenway. This park will join with the Greenspace in the Crowley Development. Special Area Plans: N/A Budgetary & Financial Summary: The City has requested the Developer to increase the downstream size of the sewer line from 8" line to 12". The report titled Drainage Report for Alexandria Subdivision dated November, 1999 developed the preliminary storm sewer design parameters for this phase of construction. Box 9960 College Station, Texas 77842 - - - Re: Alexandria Subdivision, Phase 5 - Oversize Participation Request Dear Spencer: In the construction plans for Alexandria Subdivision, Phase 5 we have included plans to extend an 18" water line along Barron Road from its existing terminus near Shenandoah Subdivision to a point near the western property line of Alexandria Subdivision. In the original water report for Alexandria Subdivision dated November, 1999, we demonstrated that an 8" line was adequate to provide water service for Phases 1 through 5 of the subdivision. I estimate the additional cost for installing an 18" line instead of an 8" line to be $28,321.50. On behalf of the developer, Mr. Ed Froehling, I request that the City of College Station approve reimbursement of this cost to him upon completion of the project. Thank you. There are numerous concerns with the storm sewer HGL plots. Where I calculate a pipe flowing full on the 10-year storm you plot the HGL at less than flowing full. For example: the line from inlet #89 shows the 10-year storm to exceed pipe capacity. The line from inlet #76 shows to exceed pipe capacity. Please provide sample calculations to verify the storm sewer design is in compliance with the drainage ordinance and design manual criteria. 2. Your drawing set is missing the hand rail detail for the culvert crossing on Newport Lane. Please include in this set. 3. Please provide an amended construction estimate and OP request. 4. You are eligible for a Clearing and Grading Permit. Please submit all necessary items for your Full Development Permit. The adjacent Subdivision is discharging storm water on to private property associated with Alexandria Subdivision. A PDE is required to the extents of the outlet structure. Can you provide this on this plat? 2. According to the Preliminary Plat the Greenway is to be owned and maintained by the city of College Station. Is the owner ready to dedicate the Greenway at this time, seeing that this is the final phase of the Pre-plat? 3. Sheet 2: Please plot HGL for the 10 and 100 year storm events. 4. Sheet 14: The details for this structure are not the same as for Westfield Village. Please explain. Also, see comments concerning this structure on Westfield Final Plat Engineering Comments. 14.
