Enclosed is the revised layout of the 6" waterline, fire hydrant and meter locations for
each tenant. I think this design is as you suggested Monday. Also enclosed is a

return.
It is also noted, reference enclosures, that the drainage report for the site was
submitted on or about 4 -14 -02 and the approval received in our office 4- 17 -02. If

Review Comments dated 4 -15 -02
Dear Ms. George:
Planning General Comment: "Please be aware that the site is being reviewed as one
building plot for signage and buffer ".
It is noted that the original tracts G -1 and G -2, Ponderosa Place, Section 2 as recorded in
Volume 1130, page 283 of the official records of Brazos County, Texas have been
replatted, approved and recorded into three tracts G -1 A, G -2A and G -213. Therefore, the
Walgreens tract (G -213) and the Whataburger tract (G -2A) are separate premises and as
such each qualifies for freestanding signs according to "Zoning Ordinance Paragraph
12.3.K ".
The site improvements for these tracts have been submitted by Maddox Properties in one
package to attain continuity of design, economy of scale and to satisfy buy and sell
conditions between the present owner and the sale to the users of each tract.
Prior to initiating design on this project, we made a visit to our site and the properties in
the general vicinity. The purpose was to determine the design characteristics and quality
of landscaping, parking and driveway design. Based on the information obtained, I'm
confused by several statements in the referenced comments:
Planning Comment #4: The proposed parking spaces at the rear of the property will not
be allowed, because of backing maneuvers into the access easement.
It is noted that the common access between the Blockbuster and the adjacent strip center
(reference A) permits parking. Also the access between the existing bank building site
and the Eckerd's site under construction (reference B) permits parking. Photograph G is
another example of backing into an access easement.
It is noted that both tenants (Walgreen's & Whataburger) want "isolated" employee
parking. This is the primary reason for the location of these spaces. Since it is in effect
"long term" parking, it is our judgment that it offers minimal problems.
Planning Comment #7.• Being that Rock Prairie Rd is considered a major arterial on the
thoroughfare plan, the access off of Rock Prairie Rd must have a throat depth of 55 ft.
The throat depths of several driveways from Rock Prairie Road (reference C, D, E) are 38
ft, 42 ft and 48ft respectively. The throat depth on our proposed driveway is 40.5'.
Additionally, after the first parking aisle we added 28' and 40' to facilitate vehicle
stacking.
Landscaping Comment 912: Section 8.10 requires a 5-ft planted buffer between
commercial and commercial. This will require the subject property to have two of these
planted buffers, one being along the rear property line and one along the western
property line. The required plantings will be I canopy tree every 25 linear ft of the
property line and 1 -5 gallon shrub every 3 linear ft. of property line.
While I don't have a problem per se' with this requirement, I did notice that the
commercial boundary between two sites across the street (reference F), did not comply.
Summary:
Although I understand the rational of comments 4 and 7, I'm requesting a variance of
these requirements based on the subsequent owners (Walgreen's and Whataburger)
requirements. Each wants separate employee parking. Revision of the site to comply
with comments 4 and 7 will eliminate this feature. It's difficult to explain to them why
they can't do what their neighbors have done.

1. According to the Fire Marshall, the Walgreen location you are proposing will
require a fire hydrant to be located on site in accordance with local fire code.

2. Concerning the fire line to Whataburger, you will not be allowed to bore under the
roadway when there is a water line you can access on the same side of the
street. You have several options:
Continue the line from Walgreens.
• Come off the line along Longmire close to RPR.
• Come off the line to the west along RPR.
This line is an extension of public infrastructure up to the building or RPZ, which ever
comes first. You may choose to place the RPZ outside the building. Please include a
plan and profile drawing of any public infrastructure. It must be designed in
accordance with TNRCC regs, City specs and sealed by a PE.
Response. Whataburger does not use sprinkler system; "fire line" is not
required.
3. Concerning Detail 13/C4: It appears some of it is missing regarding steel. Also,
numerous designs have been proposed for these. Please show how the steel
plate will be recessed to the same grade as the sidewalk. Some designs have
added angle iron to support the plate at the proper height.

1. Please remember that on -site signs will be permitted separately.

2. The buffer areas require 23 more shrubs. (Divide the linear feet of the property
line by 3 to determine the number of shrubs required along each property line).

3. Although ground cover is required on all unpaved areas, ground covers do not

referenced site. It is noted that the streetscape points were provided by the City in
"Comments #1" Item 13 dated 4- 15 -02.
It is also noted that the requirements for the buffer area are slightly different that as
shown in Item 13 of "Comments #2" dated 6- 17 -02.
Also enclosed for your consideration is a dimensioned detail of the Walgreens two
compactors. These details were taken from Walgreens standard building plans. Are
they acceptable? While they are not 12'x12', the opening is 12' -9" and the minimum
depth is 12' -10 ".

subtract the buffer areas if you wish, but all other area on the site must be included.

PLANNING
THIS IS A STOP REVIEW: Items that need to be addressed may affect the layout
of the site. The following comments do not constitute a full site plan review.
Please be aware that this site is being reviewed as one building plot for signage
and buffer. Only one free - standing sign is allowed for this site.
1. Please show adjacent tract to the north, ownership and current zoning.
2. Please note on the site plan whether the subject property is within the 100 -year
flood plain or not, referencing the FEMA map.
3. Please show the side setback on the west property line.
4. The proposed parking spaces at the rear of the property will not be allowed,
because of backing maneuvers into the access easement. This will make
Whataburger short one parking space.
5. You are proposing 10x12dumpster pads. They must be 12x12 with an 8ft.solid
screening fence around them. The gates must have an opening of at least 12 -ft. for
the sanitation trucks to access them.
6. The proposed access off of Longmire Drive must have a throat depth of 25 -ft. You
are showing one side at 25 -ft. and the other at 23 -ft.
7. Being that Rock Prairie Rd. is considered a major arterial on the thoroughfare plan
the access off of Rock Prairie Rd. must have a throat depth of 55 -ft.
8. The maximum width of a driveway is 36 -ft. You are proposing a 40 -ft. width on the
Rock Prairie access.
9. Walgreens will be required to have a sprinkler system in the building. Please show
the FDC location.
10. Whataburger enclosure is 10 feet deep by 12 feet wide instead of 12 by 12.
Walgreens is 10 feet or less wide, but depth is good. Approach angles and spacing
on both sites look good, they just need minor dimension changes.
LANDSCAPING
11. Please change the scale on your landscaping plan to read 1" = 30'. It is showing 1"
= 20'.
12. Section 8.10 requires a 5 -ft. planted buffer between commercial and commercial.
This will require the subject property to have two of these planted buffers, one being
along the rear property line and one along the western property line. The required
plantings will be 1 canopy tree every 25 linear ft. of the property line and 1 -5 gallon
shrub every 3 linear ft. of property line. These plantings in the buffer cannot count
toward your landscaping point calculation, but the buffer area may be removed from
the site area when calculating landscaping points.

13.The streetscape point requirement is 2760 points in addition to 17 canopy trees.
14. Live Oaks must be planted a minimum of 30 -ft. from the street curb.
15.You are showing a 34" caliper Hackberry tree for 300 points. Hackberry is not an
acceptable canopy tree. You will not be able to count any points for this.
16. Please provide caliper for in your landscape legend for your proposed Crepe Myrtles
and Bradford Pears. We do not recognize gallons for point calculations, our
ordinance goes by caliper.

ENGINEERING
1. According to the Fire Marshall, the Walgreen location you are proposing will require
a fire hydrant to be located on site in accordance with local fire code.
2. Concerning the fire line to Whataburger, you will not be allowed to bore under the
roadway when there is a water line you can access on the same side of the street.
You have several options:
• Continue the line from Walgreens
• Come off the line along Longmire close to RPR.
• Come off the line to the west along RPR.
This line is an extension of public infrastructure up to the building or RPZ, which ever
comes first. You may choose to place the RPZ outside the building. Please include a
plan and profile drawing of any public infrastructure. It must be designed in accordance
with TNRCC regs, City specs and sealed by a PE.
3. Concerning Detail 13/C4: It appears some of it is missing regarding steel. Also,
numerous designs have been proposed for these. Please show how the steel plate
will be recessed to the same grade as the sidewalk. Some designs have added
angle iron to support the plate at the proper height.
4. Please provide estimated utility demands for domestic water, sewer and irrigation.
Your meter will be sized accordingly.

Please provide 2 4" conduits from the existing pole location to the new
transformer location. In addition, 2 -4" conduits will need to be located from the
new transformer pad to the northwest corner of Whataburger.
11. Service will consist of 3 — 4" PVC pipes for service connection.
