NOTICE OF PUBLIC HEARING
This is to notify you that the City of College Station is considering a REZONING request
for the following property:
Applicant: MUNICIPAL DEVELOPMENT GROUP
Subject Property: 308 GREENS PRAIRIE
(See attached location map.)
Proposed Zoning: FROM A -O, AGRICULTURAL OPEN TO R -1
SINGLE FAMILY RESIDENTIAL
The Planning and Zoning Commission will hold a public hearing on Thursday, APRIL
18, 2002 at 7:00 p.m. to consider the request. The City Council will also hold a public
hearing to consider the request and the Commission's recommendation on Thursday,
MAY 9, 2002 at 7:00 p.m. The public hearings will be held in the City Hall Council
Room located at 1101 Texas Avenue South, College Station, Texas.
All owners of the subject property and property owners within 200 feet of the subject
property have received notification of this request.
Any request for sign interpretive services for the hearing impaired must be made 48 hours
before the meeting. To make arrangements call (979) 764 -3547 or (TDD) 1- 800 -735-
2989.

Greens Prairie is now essentially a rural collector. It will be upgraded to a 4 lane divided section starting at
the beginning of next summer. We do not know yet if it will be a full urban section, or if it will have
shoulders on the outside like a highway.
Median cuts are already a hot topic, with only two currently planned at Pebble Creek Blvd. and Lakeway
Drive. I understand that the fire department is close to fixing a new fire station location on the north side of
GPR somewhere between Woodland Hills and Pebble Creek, but I do not have an exact site. When the
Fire Station goes in, it will have a median opening as well.
At this time, we are NOT planning to have cross median access at Woodland Hills, Stone Forest or the
new development I think you are talking about due to design speed concerns and the conflicts with the
three openings mentioned above.
Let me know if I missed anything or you need more info.

1. What standard Greens Prairie is currently built to;
2. When the city plans to upgrade the road; and

SPRING HILLS REZONING
Slide 2 (SAM)
SUMMARY
I am recommending approval of this request.
The property is part of the Highway 6 /RockPrairie Road /Greens Prairie Road
small area plan and south of the future business park and east of Woodland Hills. This
area is shown in the Comprehensive Plan and the draft small area plan as single
family.
Slide 3 (graphic)
The infrastructure of the area is sufficient to handle residential use. The sewer is
an impact fee line that is already is place and water is available. Access to the area
would be from Greens Prairie Road, which is a major arterial built to rural collector
standards.
Slide 5 (options)
You have several options when considering this request. You may recommend
to Council to:
1. Approve the rezoning
2. To authorize a less intense rezoning or
3. Deny it.
You may also
4. Table or
5. Defer action on it.
One letter has been written asking that the subdivision be required two access
points, but legal staff has informed us that such conditions shouldn't be placed on a
rezoning.

• Pebble Creek has 3 ways to exit
• Driveway spacing opposite right = 300 - 400 ft.
• Adjacent drives = 275 - 350
Existing A -O Agricultural -Open:
PURPOSE: This district includes lands within
the corporate limits of the City, which are not
subdivided and are relatively undeveloped. This
district is designed to promote order, timely,
economical growth and to recognize current
conditions. It is a reserved area in which the
future growth of the City can occur.
PERMITTED USES:
■ Single family dwellings
■ Mobile Homes, located pursuant to an
approved location permit as provided in
Section 7.9H. (As amended by Ordinance
No. 2257 dated August 12, 1997.)
■ HUD -code manufactured homes, located
pursuant to an approved location permit as
provided in Section 7.9H. (As amended by
Ordinance No. 2257 dated August 12, 1997.)
■ Barn, stable for keeping private animal stock.
■ Country club (publicly or privately owned).
■ Crop production.
■ Farm.
■ Truck garden (including greenhouse for
commercial purposes).
■ Golf Course.
■ Home Occupations.
■ Pasturage.
■ Poultry production (non - commercial).
■ Riding academy (private). (As amended by
Ordinance No. 2211 dated September 26,
1996).
Proposed R -1 Single Family Residential:
PURPOSE This district includes lands
subdivided for single family residential purposes
and associated uses. This district is designed to
provide sufficient, suitable residential
neighborhoods, protected from incompatible
uses, provided with necessary facilities and
services.
PERMITTED USES
• Single family dwellings.
• Home occupations.

SUMMARY

The applicant is requesting a rezoning of 32.12 acres from A - Agricultural
Open to R -1 single family residential.
Unless the public hearing brings to light any new information, I am
recommending approval of the rezoning.
Slide 3 (Location photo)
The subject property is located on Greens Prairie Road south of the future
Business Park and east of Woodland Hills subdivision. It is currently zoned
A -O Agricultural Open and is currently undeveloped. The Land Use Plan
designates this area as single family residential. small area plan was
recently drafted�which includes this area was presented to the
commission at the last meeting. The draft of the small area plan also shows
this area as single family residential.

It Staff has met with the developer over the past couple of months and it is our
opinion that there does not need to be a second access point onto Greens
Prairie Road. The developer has proposed that pedestrian, bicycle and
Emergency Vehicle access be taken through Woodland Hills which will be
