Item: Public hearing, discussion, and possible action on a rezoning of Spring Branch,
approximatly 32.12 acres located at 308 Greens Prairie Road from A -O, Agricultural
open, to R -1, Single Family Residential. (02- 00500055)
Applicant: Greg Taggart for Municipal Development Group.
Staff Recommendations: Staff recommends approval of the rezoning.
Item Summary:
The applicant is requesting this rezoning for the development of a single - family
residential subdivision. The property to the west is zoned R -1 and is developed as
Woodland Hills, a single - family residential subdivision. Adjacent to the northern border
of the property is a portion of floodplain shown as Priority 2 Greenway in the City's
Greenway Master and is owned by the City of College Station. Property to the north
and east of the Greenway is also owned by the City of College Station and is planned
for the Business Park.
Comprehensive Plan Considerations: The Land Use Plan shows Single Family
Medium Density for the subject property. Access to the site would be taken from
Greens Prairie Road, which is shown on the thoroughfare plan as a major arterial.
There are no proposed thoroughfares through the subject property shown on the
Thoroughfare Plan. Since the time of the Comprehensive Plan, the city has acquired a
large portion of property in the Highway 6 /Rock Prairie Road /Greens Prairie Road area
for a second business park. A small area plan is currently being developed to update
the Comprehensive plan for the region. The small area plan draft recommends Medium
Density Single Family Residential development for this property. This meets the study's
objective of providing adequate space for housing in this area.
The small area plan draft was presented to the Planning and Zoning Commission on
April 4, 2002, but was tabled for further discussion. The plan is tentatively scheduled
to go to the City Council for consideration on April 25, 2002.
The subject property abuts Woodland Hills subdivision, a Medium Density residential
development, to the west.

Commission Action Options: The Commission acts as a recommending body on the
question of rezoning, which will be ultimately decided by City Council. The
Commission options are:
1. Recommend approval of rezoning as submitted,
2. Recommend a less intense zoning classification;
3. Recommend denial;
4. Table indefinitely; or,
5. Defer action to a specified date.

INFRASTRUCTURE AND FACILITIES
Water: There is an 18" water line along the south side of Greens Prairie Road.
This line can be accessed for this subdivision.
Sewer: A 27" sewer line runs behind and through the subject property.
Streets: Greens Prairie Road is classified as a major arterial on the
Thoroughfare Plan. Greens Prairie is planned to be upgraded in the near
future. Plans include a possible median and limited cross access.
Off -site Easements: It does not appear that any are required at this time.
Drainage: Development on this property will be required to comply with the
City's drainage ordinance.
Flood Plain: The 100 -year FEMA flood plain extends to and through a portion
of the subject property along Spring Creek. Filling of this floodplain is not
allowed except by impact analysis.
Oversize request: None requested at this time.
Impact Fees: The subject property is located within the 97 -01 Sewer Impact
Fee Area. This fee is currently $349.55 per living until equivalent.
