The following page is a preliminary list of staff review comments detailing items that need to be addressed. As soon as the zoning is in place, staff will continue review of this item. At that time you will be required to revised the plans and resubmit for the Planning & Zoning Commission meeting scheduled for May 2, 2002. This property is not properly zoned for the plat that has been submitted. If the appropriate zoning is approved by the City Council, then a plat corresponding to the requirements of the approved zoning may be submitted. All Preliminary Plats must have the Parks Board approval concerning parkland dedication prior to review by Development Services. In addition, a substantial amount of required information has not been supplied with this Preliminary Plat submittal. Please ensure the submission is complete before resubmitting. A few comments have been provided for your convenience. This does not constitute a full review. PLANNING Spring Branch East and Spring Branch West both need to be renamed, without the use of directionals in the new street names. (Spring Branch should not be used since it has been used for the entrance.) ENGINEERING 1. Please show the appropriate floodplain per Map # 48041 CO201 D dated 2/9/00. Please realize that there is not mapped floodway for this stream reach. Therefore, fill is not permitted in the floodplain until an engineering analysis has been performed to demonstrate the cumulative effect of the proposed fill. 2. It appears you are planning on filling in a large drainage channel from the Green's Prairie Road ROW to the Spring Creek floodplain. This is not permitted if it impedes drainage from upstream properties. Please ensure USCoE compliance. 3. Please provide utility information as required. Any additional changes on these plans that have not been pointed out to the City, will constitute a completely new review. 2of2 STAFF REVIEW COMMENTS NO. 2 Project: SPRING HILLS (FORMERLY SP BRANCH) (PP)-PRELIMINARY PLAT (02-054) PLANNING 1. Spring Branch will need to have Court suffix for lots 13-24, Block 1. 2. Spring Hills (Drive) will need to be renamed-the name is too similar to the one used at the entrance. Possible suggestion is Spring Meadows Drive or Spring Mountain Drive. Renamed street will need to change suffix to Court for lots 31-38, Block 1. 3. Please show zoning district boundaries. 4. Please show the City of College Station as the owner of the unsubdivided land to the north. 5. Please note on the plat that this is a single-family residential subdivision. 6. Please show the size and design pressure of the Seminole and Ferguson-Burleson gas pipelines, as required. 7. By placing Reserve Tract on the 4.10 acres you are, in effect, removing it from the Preliminary Plat. It will not be considered to be pre-platted if and when this plat is approved. If you give it a Lot and Block, them it will be considered to be pre-platted. In its current configuration it will meet R-1 zoning requirements. 8. Please add as a note that all Common Areas will be owned and maintained by the HOA established by this subdivision. 9. Please show all sidewalks as required one side of residential streets (50' ROW) and both sides of collectors (60' ROW). Reviewed by: Molly Hitchcock Date: May 20, 2002 ENGINEERING 1. You must establish minimum floor elevations for all lots in and abutting the 100-yr floodplain. According to the Ordinance, this creek requires +3-ft (BFE plus 3') minimum floor elevation. These elevations must be determined by the current FIS. 2. As you know, no filling of the 100-yr floodplain is permitted on this site without an engineering study to determine the effects of the placed fill. You are showing lots that are required to be filled in order to build simply to meet the minimum floor NOTE: Any changes made to the plans, that have not been requested by the City of College Station, must be explained in your next transmittal letter and "bubbled" on your plans. Any additional changes on these plans that have not been pointed out to the City, will constitute a completely new review. 2 of 3 elevation. If a study is not conducted, the affected lots will be labeled "non- buildable". 3. Please show how this development will meet detention requirements. 4. You are not permitted to dump concentrated flows onto adjacent property owners without their consent unless you discharge directly into a defined channel without raising the base flood elevation. 5. You are showing public sewer lines that are not in easements and not on-site. Off- site easements will be required as a condition of accepting the Final Plat application. Please minimize the number of off-site sewer main connections to one (1). 6. It appears you need a fire hydrant near the end of Spring Hills Court. 7. The City does not allow 4" water mains; 6" minimum. 8. According to the recently adopted code TNRCC §290.44(d)(6) dead-ends on public water systems are to be kept to a minimum and allowed as extensions for future growth. Please connect the water mains from Springbranch Court to Spring Hills Court as well as Spring Grove and Rock Spring Courts. 9. Please design all utilities out-from-under pavements except at crossings. 10. Please be advised this is a sewer impact fee area 97-01.
