Re: Living Hope Baptist Church - Conditional Use Permit Application for Temporary and
Permanent Parking
Dear Ms. Reeves:
In accordance with our discussions with Natalie Ruiz and you on March 5, 2002, we are
pleased to submit two sets (Sheet 3 of 4) of the temporary parking and permanent parking
plan. Living Hope has considered your suggestion of providing a permanent parking plan
with the temporary application, and we have modified the attached drawings to reflect the
permanent parking layout. The permanent parking will replace the temporary parking
within 12 months. The permanent parking will include curb and gutters, a minimum of one
a half inches of asphalt paving over 6 inches of lime rock sub-grade, or five inches of
reinforced concrete paving.
The curb line is proposed to be located ten feet from the existing 20' Alley, and 6 feet
from the property line, as shown on the drawing. This location is proposed in order to:
1. Minimize the length of parking that abuts Lot 13 of Shenandoah Phase II;
2. Minimize encroachment of the access road on the retention pond near the
southeast corner of the Living Hope tract.
Furthermore, a three-foot berm was constructed by Living Hope along the 20' Alley
during the building of its facilities this past year. This berm has provided a landscaped
contour along the alley and it is proposed to remain after the parking has been completed.
Living Hope proposes to poll the occupants of Lots 10-14 of Shenandoah Phase I that are
located across the alley from the Living Hope tract. During this survey the occupants will
be offered the option of:
1. Constructing a six foot privacy along the alley, or
2. Landscaping the berm with 10 Live Oaks and 78 shrubs.
If the majority of the occupants desire a fence, the 10 Live Oaks and 78 shrubs will be
planted on the Living Hope side of the fence after it is constructed. If the majority of the
occupants do not desire a fence, the shrubs will be planted on the berm along the alley and
will be maintained as a part of the church landscaping and maintenance. We will provide
you with the results of the poll before the planning meeting.
We have reviewed the hydraulics and hydrology for increase runoff from the proposed
new paved parking area and compared those results with the existing conditions. The
existing conditions are shown on Table 1 - LHBC HYDRAULICS, and the proposed new
paved parking case is reflected on Table 1 - LHBC HYDRAULICS 3-5-02. Those results
show that the storm retention basin will handle the increased flow from the planned paved
parking. In addition, the existing 10" PVC will be used to handle the flow and this will
result in no net increase of discharge to the Highway 6 access ditch. If you have any
questions about this matter, please let me know.

Dear Ms. Ruiz:
In response to your fax of April 22 and our April 26 meeting between Spencer Thompson,
Bridgette George, and you representing the City, and Butch Smith, Jesse Watson, and
myself representing Living Hope Baptist Church we have enclosed the following:
1. A $200 check for the Development Fee; and,- Oo9- / 3
2. Three (3) revised parking and landscaping plans (one to be returned to LHBC).
The plans have been revised in accordance with our understanding of the meeting and the
comments provided in Bridgette George's fax of April 22, 2002. Specifically, our
understanding and the proposed changes are as follows:
Planning
1. The proposed crepe myrtles will be replaced with canopy trees (other than live
oaks; water oaks if available) as indicated on the plans.
2. The attached drawing and the proposed layout of the parking and landscaping
behind the 3993 Tiffany Trail residence of Carl Idlebird was reviewed with Mr.
Idlebird on April 28. Mr. Idlebird had no objection to the proposal, but expressed
a desire to not have lighting in the proposed parking. I told Mr. Idlebird that this
parking area would not have additional lighting.
3. Plantings in the buffer area along the rear of the parking lot will have one 5 gallon
shrub of 3' height every 3' and one 2" caliper canopy tree every 25', and according
to the enclosed plan.
4. The existing row of yaupon shrubs will be extended along the State Highway 6
Frontage Road to screen the parking area.
Engineering
1. The site drainage pattern is shown on the attached plan with arrows and spot
elevations. All of the drainage from the proposed parking will drain to the
detention pond and then be discharged from the existing 10" PVC pipe at an
elevation of 270.0'.
2. The storage areas are labeled on the drawing (Areas Al-E) and match the storage
calculations on the attached Tablel-LHBC HYDRAULICS 4-27-02. The
calculations for this area of the 4.09 acre site are provided at the bottom of Table 1
in the "Developed South - Parking/Retention Basin" section. The results on this
table indicate that the proposed retention basin and the 10" PVC discharge
structure will prevent any increase in discharge from the site, and the water in
lowest parking area will not exceed 4" in depth.
3. Table 1, South Area: Use Pipe Discharge Through Berm, provides calculations
and assumptions for 3 cases. Two of the three cases uses the Manning's Formula
(case 1 uses Manning's formula with a calculation using n=.008; case 2 uses a
Manning's Nomograph), and the third case uses the conventional Q=AV formula
with a V=6 fps (flow over seeded grass). Since the Nomograph case provided the
highest flow, Q=4.12 cfs was used in the calculations.
Miscellaneous
1. There is an existing irrigation system that includes a Pressure Vacuum Breaker that
was installed and inspected as a part of the construction approved by the City in
December of last year.
2. Irrigation will be extended to include the proposed landscaping and will be
incorporated into the existing system, by adding the new area to an existing zone.

Spencer Thompson is requesting that you show detailed storage calculations, locate the
storage area and depths and show how the parking can go on top of the out flow pipe.
Also, as an FYI, I will mention that I followed up on Chairman Floyd's question about
handicap parking requirements. The planning department does not enforce ADA. But,
when I checked into it I discovered that the additional parking will increase the number of
handicap spaces that are required near the building.

Re: Living Hope Baptist Church - Conditional Use Permit Application for Temporary and
Permanent Parking
Dear Ms. Reeves:
In accordance with our discussions with Natalie Ruiz and you on March 5, 2002, we are
pleased to submit two sets (Sheet 3 of 4) of the temporary parking and permanent parking
plan. Living Hope has considered your suggestion of providing a permanent parking plan
with the temporary application, and we have modified the attached drawings to reflect the
permanent parking layout. The permanent parking will replace the temporary parking
within 12 months. The permanent parking will include curb and gutters, a minimum of one
a half inches of asphalt paving over 6 inches of lime rock sub-grade, or five inches of
reinforced concrete paving.
The curb line is proposed to be located ten feet from the existing 20' Alley, and 6 feet
from the property line, as shown on the drawing. This location is proposed in order to:
1. Minimize the length of parking that abuts Lot 13 of Shenandoah Phase II;
2. Minimize encroachment of the access road on the retention pond near the
southeast corner of the Living Hope tract.
Furthermore, a three-foot berm was constructed by Living Hope along the 20' Alley
during the building of its facilities this past year. This berm has provided a landscaped
contour along the alley and it is proposed to remain after the parking has been completed.
Living Hope proposes to poll the occupants of Lots 10-14 of Shenandoah Phase I that are
located across the alley from the Living Hope tract. During this survey the occupants will
be offered the option of
1. Constructing a six foot privacy along the alley, or
2. Landscaping the berm with 10 Live Oaks and 78 shrubs.
If the majority of the occupants desire a fence, the 10 Live Oaks and 78 shrubs will be
planted on the Living Hope side of the fence after it is constructed. If the majority of the
occupants do not desire a fence, the shrubs will be planted on the berm along the alley and
will be maintained as a part of the church landscaping and maintenance. We will provide
you with the results of the poll before the planning meeting.
We have reviewed the hydraulics and hydrology for increase runoff from the proposed
new paved parking area and compared those results with the existing conditions. The
existing conditions are shown on Table 1 - LHBC HYDRAULICS, and the proposed new
paved parking case is reflected on Table 1- LHBC HYDRAULICS 3-5-02. Those results
show that the storm retention basin will handle the increased flow from the planned paved
parking. In addition, the existing 10" PVC will be used to handle the flow and this will
result in no net increase of discharge to the Highway 6 access ditch. If you have any
questions about this matter, please let me know.

temporary parking plan. This sheet includes the plans for landscaping around the
