SUBJECT: LIVING HOPE BAPTIST TEMP PARKING (CUP) - Site Plan
Staff reviewed the above-mentioned site plan as requested. The following page is a list
of staff review comments detailing items that need to be addressed. Please address
the comments and submit the following information for further staff review:
Two (2) revised site and landscaping plans.
$ Parkland Dedication fees prior to issuance of a building permit.
If there are comments that you are not addressing with the revised site plan, please
attach a letter explaining the details. If you have any questions or need additional
information, please call me at 764-3570.

STAFF REVIEW COMMENTS NO. 1
Project: LIVING HOPE BAPTIST CHURCH-DEVELOPMENT PERMIT (02-00100013)
PLANNING
1. The minor changes to the proposed parking lot do not require additional review by
the Planning and Zoning Commission with the following modifications:
• Replace the proposed crepe myrtles with canopy trees (other than a live oak) in
the buffer area between the church and the alley. (The minimum separation
distance between live oaks is 50'.)
• Extend the 15' buffer along the rear of the parking lot to include the new 7
parking spaces. This buffer should be extended to adequately screen the parking
area from the adjacent home at 3993 Tiffany Trail.
• Plantings in the buffer area along the rear of the parking lot must meet the
requirements in the Zoning Ordinance. (Similar to the buffer between the church
and the alley, a minimum of one 5 gallon shrub of 3' in height every 3' and one 2"
caliper canopy tree every 25' is required within the buffer.)
• Screen the new parking area from the State Highway 6 Frontage Road. (This
can be accomplished by a row of shrubs, 3' in height and 3' on center. Or, you
can propose an alternative that adequately screens the parking area.)

ENGINEERING
1. Please denote proposed site drainage pattern with arrows and/or completed grading
plan. (This can be accomplished by providing additional spot elevations as was
done in Phase 1. Staff needs to determine what areas of the parking lot will be
draining into the existing detention pond.)
2. Please label drainage areas and areas you are counting as storage from
calculations table.
3. Please note that Manning's N for PVC is 0.008 in the Design Manual. It appears the
outlet pipe is being lowered?

MISCELLANEOUS
1. Irrigation system must be protected by either a Pressure Vacuum Breaker or
Reduced Pressure Principle Back Flow Device and installed as per City Ordinance
2394.
2. All BackFlow devices must be installed and tested upon installation as per City
Ordinance 2394.

PLANNING
1. A site plan showing a temporary parking lot needs to show how the lot will meet all
the standard parking requirements within one year. The only difference from a
standard site plan would be the surface that may be built. Please resubmit showing
all requirements, i.e. - end islands, interior islands, striping plan, etc.
2. The buffer area shown should reflect the standard buffer required between
developing commercial and existing residential, with the exception that a wooden
privacy fence would be adequate instead of the required masonry fence.

ENGINEERING
1. Please provide a drainage letter to ensure detention is not compromised by the
addition of impervious cover to this site. Please analyze on the basis of the ultimate
paving surface.
