Mr. Cryan stated that the city has made the petition requesting ATM machines in the Northgate area. The First American Bank ATM will be the only one that will be an exterior machine. Mr. Cryan also stated that they requested putting in a coin changer machine as well. Commissioner Kaiser asked about the trees in the proposed island. Mr. Cryan stated that the trees may have to come out but they will be replaced. Mr. Cumpton stated that their first attempt is to save the trees and if they die in the process, they will replace them. Commissioner Floyd asked if the ATM machine is a pre-pad drop-in unit. Mr. Cumpton mentioned the handicapped issues they have to include in the installation. They will have to drop the curb face down flush with the pavement. The ATM unit will sit on a 2- inch curb to keep it out of the water. The canopy R:\HTLTR\PZLTR\PROD\PZ2002\P0006005. DOC and brown bollards will go back in a similar location. Commissioner Floyd asked if the applicants were comfortable with the lighting and security of this unit. Mr. Cumpton stated there was an issue with lighting. With the government regulations, they have to have a lot of lighting. Mr. Cumpton also mentioned that the City proposed less lighting. Mr. Cryan stated there was an issue regarding backlighting verses front lighting, but the bank will be the expert what has to be there under federal law. Commissioner Floyd clarified that they will have to meet federal law requirements. Commissioner Kaiser questioned the internally lit signs, when in the past the Board had tried to move away from internally lit signs. Commissioner Kaiser also mentioned he was not comfortable making an exception. Mr. Cearley stated that the city had asked the financial institutions in town to respond to a proposal of an ATM machine, which is what they did. ATM machines are backlit. Mr. Cumpton clarified that the canopy above the ATM machine is where the lights are and the lights that shine down on the canopy are part of the federal requirements. The back lighting will be behind the First American Bank sign and the coin changer sign. Mr. Cumpton stated that the lighting for the signage on the canopy cannot be done any other way but from the behind the sign itself. Mr. Cumpton stated the bollards would match the color of the ATM machine, which is brown. Commissioner Kaiser asked about the light pole behind the machine and if they could shine a light from it. Commissioner Floyd requested the Commissioners' response to what is proposed. Commissioner Williams stated if a light was placed on the light pole it would not shine from all sides. Commissioner Williams supported the proposal but suggested a different color. Commissioner Kaiser stated he couldn't support internally lit signs. The city had required it of everyone else and now the city was asking to be exempt. Commissioner Floyd stated that the applicant stated they were still exploring the lighting issue. Mr. Cumpton stated that they would like four sides of internally lit signage, but they understood that did not meet what the city had approved in other places. Mr. Cumpton stated he was willing to compromise to two sides of internally lit signage (front and back). Mr. Cryan stated that this is the only place to put the machine. Commissioner Floyd clarified the ATM will be a walk-up machine. Commissioner Floyd asked if the lighting inside the canopy would be directed down. The applicant stated yes. Commissioner Williams made a motion to approve as submitted, including the coin changer and pending color of what is mutually acceptable between staff and the applicant. Commissioner Kaiser seconded and the motion passed 3-0, but Commissioner Kaiser did not approve the internally lit sign. R:\HTLTR\PZLTR\P ROD\PZ2002\P0006005. Zoning District: NG-1 Historic Northgate Location: Block 9 of the Boyette Subdivision Applicant: Charles Cryan, Director of Fiscal Services for the City of College Station Item Summary: The applicant is proposing to locate an ATM machine in an end island of the City's Patricia Street Parking Lot., which is at the corner of Church Street and Boyette. The machine itself will be approximately 6.3 ft. tall and 4.8 ft. wide. The roof structure placed over the ATM will be 12 ft. tall, 10 ft. wide, and have floodlights. The project is primarily blue and at least three sides of the project will have internally lit signage. The island where the ATM is proposed is not landscaped, but it does have parking lot lights located over it. Issues/Items for Review: 1. Architectural character • Building elements - • Color 2.
