HomeMy WebLinkAbout00072341 STAFF REPORT Prepared by: Spencer Thompson Date: March 13, 2002 Email: sthompson@ci.college-station.tx.us Item: Discussion and possible action on a PRELIMINARY PLAT for the WESTFIELD ADDITION PH 2 (PP) located on Graham Road between the current Westfileld Addition Phases 1 and 3. (02-00500037) Applicant: MAIN STREET HOMES Staff Recommendations: Staff recommends approval of the item as submitted. Item Summary: Westfield Addition Phase 2 has had several Preliminary Plats in the past. Now the builder is taking Phase 2 through in order to expand their number of buildable lots. Staff requested the property go through the Preliminary Plat stage once again due to expiration of the previous preliminary plat and to ensure that the existing conditions had not changed in the interim. This phase of Westfield will be constructed in-between Phase 1 and Phase 3. Phase 1 has been completed for some time while Phase 3 is currently finalizing construction of all infrastructure. Phase 2, Lots 44-34, will take sewer from a line that was constructed in Phase 3 and provide waterline taps to Lots 2-5 of Phase 3 across Meadow View Drive. Detention for this development has been provided along the creek by way of an in-line outflow structure. Type of Use Proposed: Single Family Residential, Minimum lot size is 5,000 sqft. Comprehensive Plan Considerations: Land Use Plan:The LUP depicts this area as single-family residential Thoroughfare Plan: Graham Road, currently being upgraded in this area, is a major collector. The Developer is constructing Harvest drive as a Collector. Parkland Dedication: Parkland was dedicated in Phase 1. Parkland development fee is still outstanding. Open Space Dedication: Greenway along Lick Creek was dedicated in Phase 3. Special Area Plans: None Sidewalks: Side walks are required along City streets; both sides of a collector, one side of residential and not required on a cul-de-sac. Greenways: Greenway provided by Phase 3. Bikeways: None Compliance w/Subdivision Regulations: Complies with the current Subdivision Regulations. Zoned. R-1 Development activity in vicinity: Westfield Phase 1, Westfield Phase 3, Edelweiss Phase 1, Graham Road Office Park, Graham Road Upgrade, Sun Meadows. Budgetary & Financial Summary: N/A Commission Action Options: The Commission has final authority over the final plat. The options regarding the final plat are: ■ Approval with conditions; ■ Approval as submitted; ■ Denial; ■ Defer action only at applicant's request; or, ■ Table only at applicant's request. Supporting Materials: 1. Location Map 2. Application 3. Infrastructure and Facilities (below) 4. Copy of Preliminary Plat INFRASTRUCTURE AND FACILITIES Water: Water is being provided to all lots. Water will be tied into Phases 1 and 3 and the Graham Road main line. Sewer: This property will sewer to the current main line in Phase 1. Streets: Harvest is a collector. All other streets are residential. Off-site Easements: None Drainage: Drainage is to Lick Creek to the detention structure. Flood Plain: There is floodplain associated with Lick Creek as shown on the plat. This floodplain is not mapped with FEMA. Oversize request: None Impact Fees: None SECTION 18: PLATTING AND REPLATTING WITHIN OLDER RESIDENTIAL SUBDIVISIONS 18-A. This section applies to all property in which any portion of that property meets the following criteria: 18-A.1 Any portion of the property is currently zoned or developed for single family residential uses as of January 1, 2002 with the exception of NG-1, NG-2 and NG-3 zoning districts; and, 18-A.2 The subject property is part of a lot or building plot that was created prior to July 15, 1970. This also includes lots that may have been vacated or replatted after July 15, 1970 but where the original plat predates July 15, 1970. 18-13. In addition to the other provisions of this ordinance, no plat, replat, vacating and resubdividing plat or other plat intended to provide for the resubdivision of an existing lot or lots in a residential subdivision may be approved unless: 18-A.1 The plat does not create an additional lot or building plot. 18-A.2 A plat which does create an additional lot or building plot must meet or exceed the average width of the lots along the street frontage, for all lots in the block and contain at least 8,500 square feet of space for each dwelling unit. For the purpose of this section, a lot shall be defined to include the lot, lots and/or portions of lots that have been combined and used as a residential plot, as of the effective date of this ordinance. ~C Z 9-3 Rev. 8/01
