The following page is a list of staff review comments detailing items that need to be addressed. Please address the comments and submit the following information by Monday, March 11, 10:00 a.m. to be placed on the next available Planning and Zoning Commission meeting scheduled for March 21, 2002, 7:00 p.m. in the City Hall Council Chambers, 1101 Texas Avenue. Ten (10) copies of the revised preliminary plat; and, One (1) Mylar original of the revised preliminary plat. Once the original staff review comments have been addressed and revised preliminary plat submitted, staff will proceed with scheduling this for an upcoming Planning and Zoning Commission meeting. Attachments: Staff review comments cc: Craig Browne, Lick Creek Ltd., 420 Tarrow, College Station, TX, 77840 Case file #02-00500036 Home of Texas A&M University MEMORANDUM March 27, 2002 TO: Planning and Zoning Commission FROM: Spencer Thompson Email: sthompson@ci.college-station.tx.us SUBJECT: PRELIMINARY PLAT for LICK CREEK SUBDIVISION (PP) Item: Discussion and possible action on a Preliminary Plat PP consisting of Lick Creek Subdivision Phase 1 and 1 reserve tract on 14.75 acres. (02-00500036) Applicant: KERR SURVEYING Staff Recommendations: Staff recommends approval. Item Summary: This item is for the consideration of a Preliminary Plat for Lick Creek Subdivision. This plat includes the entire "parent" tract of 14.75 acres. However, the Applicant is only looking to submit a Final Plat on the 4-acre tract called Phase 1. Access issues to this site from State HWY 6 will be worked out when a Site Plan is submitted in accordance with the Driveway Ordinance. The Commission may remember the presentation by Staff Transportation Planner Ken Fogle. His presentation included the change in TXDOT highway ramp access in this area. The Applicant has visited with TXDOT on this issue. Lick Creek Subdivision is currently zoned C-1. It is bounded on the highway side by a 24" water main and a 10" sewer main. This plat includes a 30' landscape buffer between the subject tract and the residential area to the west. This is in accordance with the rezoning ordinance. The Applicant looking at dedicating the Greenway. This Greenway is a Priority 3. Comprehensive Plan Considerations: Land Use Plan: Shown as Regional Retail. Thoroughfare Plan: State Hwy 6 is a Freeway/Expressway and Bridal Gate Drive is a Minor Collector. Parkland Dedication: N/A for commercial. Open Space Dedication: Greenway dedication. Special Area Plans: N/A STAFF REVIEW COMMENTS NO. 1 Project: Lick Creek Subdivision (PP) - Pre-Plat (02-500036) ENGINEERING 1. According to our records, the current zoning for Phase One is C-1. Please notify me if this conflicts with your records. 2. In conversations with Mr. Craig Brown there was interest in dedicating the 100-year floodplain to the City as Greenways. Can this area be called out at this time and dedicated with the Final Plat? If so, please show on Preliminary. 3. Please calculate the floodplain acreage (estimate) for the application. 4. Please provide minimum 10' PUE along rear of Phase One. Any additional changes on these plans that have not been pointed out to the City, will constitute a completely new review. 2 of 2 r STAFF REVIEW COMMENTS NO. 2 Project: LICK CREEK SUBDIVISION (PP)-PRELIMINARY PLAT (02-00500036) ENGINEERING 1. This is a STOP REVIEW. Staff Review Comments #1 were returned to you. No response was made. In order for plats to go to a scheduled P&Z meeting, comments must be addressed in a timely manner. This Stop Review means that the plat does not currently meet minimum requirements and the review process is stopped until all comments have been addressed. When the comments have been properly addressed, the plat can go forward to the next P&Z meeting after that.
