Box 1000 College Station, Texas 77805 Re: Collocation on Sprint PCS Wireless Transmission Facilities To Whom It May Concern: This letter confirms that all Wireless Transmission Facilities (WTF) built by SprintCom, Inc. ("Sprint PCS") on sites leased by Sprint PCS in the City of College Station, Texas, will be designed to allow collocation on the tower. Specifically, Sprint PCS will assure that, in addition to the space needed for Sprint PCS's antenna installation, each tower it builds in College Station will include space for at least two additional sets of antennas at another elevation on the tower (the "Alternate Location"). Subject to any approvals required by its landlords, Sprint PCS will make Alternate Locations on its towers available to be subleased by other licensed carriers provided that (1) installation of any future equipment does not result in technical interference with Sprint PCS's equipment and (2) the lease site will physically accommodate the other carrier's equipment. Additionally, the Personal Communications License granted to Sprint PCS by the FCC requires Sprint PCS to provide reliable service in its licensed area. Although Sprint PCS does not currently anticipate such a need, Sprint PCS may be able to use any Alternate Space not subleased to another carrier to avoid building future towers if it determines additional capacity is required to meet its customers' needs. ("Sprint PCS") by the FCC requires Sprint PCS to provide reliable service in its licensed area. To satisfy the needs of our customers we have found it necessary to construct a new tower at the above referenced location. Please be advised that Sprint PCS had no opportunity to utilize any existing Wireless Transmission Facilities (WTF) in the needed area. It is standard operating procedure within Sprint PCS to first pursue any collocate on an existing structure then as a last resort construct a new facility. We understand and recognize that collocating has the least impact on the community. As evidence of this, in Brazos County alone Sprint PCS is currently collocated on ten existing structures with an additional site currently proposed. Thank you for your consideration. Airspace Safety Analysis Corporation (ASAC) conducted an aeronautical study October 30, 2001 for Sprintcom, Inc. The study was to determine a proposed structure's effect, if any, on, navigable airspace. ASAC's study was conducted in accordance with Part 77 of the Federal Aviation Regulations, FAR (14 C.F.R. Subchapter E, Part 77) and Part 17 of the Federal Communications Commission, FCC Rules and Regulations (47 CER. Part 17). The proposed construction site is located within a 0.76 NM radius search area in the Houston, 7X BTA. The NAD 83 search area center coordinates are Latitude 300 37' 17.22 North, Longitude 096° 19' 38.04 West. The surface elevation within the search area varies approximately 270 feet to 360 feet above mean sea level (AMSL). The structure has a. proposed height of 100 feet above ground level (AGL), which includes the additional height of any antennas, etc. This gives an overall structure height above mean sea level, of 370 feet to 460 feet AMSL. The search area center is located 14,374 feet or 2.37 nautical miles on a True Bearing of 046.49 degrees from Runway 22 at Easterwood. Field, the nearest landing surface for regulatory compliance purposes. The runway elevation at this point is 317 feet AMSL. The search area center is located 16,658 feet or 2.74 nautical miles on a True Bearing of. 043,78 degrees from the airport reference point (ARP) of this public use, instrumented airport. FAR Part 77 prescribes various airspace surfaces and slopes established at and around airports. Part 77.13 prescribes slopes and surfaces, which if exceeded, require the sponsor of the structure to provide the Federal Aviation Administration with Notice of Proposed Construction. FCC Rules Part 17 also specifies this requirement. Additionally, Part 77 Subpart C prescribes various airspace surfaces and slopes which, if exceeded, require the FAA to provide public notice inviting comments prior to issuing a determination. Subpart C also prescribes surfaces and slopes, which if exceeded, would identify the structure as a Hazard to navigable airspace. Exceeding either surface requires that a Notice of Proposed Construction. or Alteration form be filed with the FAA and that FAA approval of the proposed construction be obtained prior to beginning construction. Should Notice of Proposed Construction or. Alteration be filed with the FAA, ASAC is confident the proposed 100 feet AGL structure will be approved at a site in this search area upon completion of the FAA's aeronautical study. The FAA should not require obstruction marking and/or l.igbting on this proposed structure. The maximum structure height in. this search area that would not require Notice to the FAA could be as low as 46 feet AGL, depending on exact site location. Exceeding this height requires that a Notice of Proposed Construction or Alteration form be filed and that approval. be obtained prior to beginning construction.. TC1711018.2p Page 11 of 23 „VIIETLANQS CLASSIFICATION SY EM: National Wetland Inventory Maps are produced by the U.S. Fish and Wildlife Service, a sub-department of the U.S. Department of the Interior. In 1974, the U.S. Fish and Wildlife Service developed a criteria for wetland classification with four long range objectives: to describe ecological units that have certain homogeneous natural attributes, to arrange these units in a system that will aid decisions about resource management, to furnish units for inventory and mapping, and to provide uniformity in concepts and terminology throughout the U.S. High altitude infrared photographs, soil maps, topographic maps and site visits are the methods used to gather data for the productions of these maps. In the infrared photos, wetlands appear as different colors and these wetlands are then classified by type. Using a hierarchical classification, the maps identify wetland and deepwater habitats according to: system subsystem class subclass modifiers (as defined by Cowardin, et al. U.S. Fish and Wildlife Service FWS/OBS 79/31. 1979.) The classification system consists of five systems: 1. marine 2. estuarine 3. riverine 4. lacustrine 5. palustrine The marine system consists of deep water tidal habitats and adjacent tidal wetlands. The riverine system consists of all wetlands contained within a channel. Thelacustrine systems includes all nontidal wetlands related to swamps, bogs & marshes. The estuarine system consists of deepwater tidal habitats and where ocean water is diluted by fresh water. The palustrine system includes nontidal wetlands dominated by trees and shrubs and where salinity is below .5% in tidal areas. All of these systems are divided in subsystems and then further divided into class. National Wetland Inventory Maps are produced by transferring gathered data on a standard 7.5 minute U.S.G.S. topographic map. Approximately 52 square miles are covered on a National Wetland Inventory map at a scale of 1:24,000. Electronic data is compiled by digitizing these National Wetland Inventory Maps. (02-34) Applicant: Sprint Com,lnc. Staff Recommendation: Staff recommends approval contingent upon the Commission approving the stealth design. Item Summary: The applicant is requesting a conditional use permit for a new 84-ft. stealth tower located between Blue Baker and College Hills Veterinarian Clinic. Access to the site will be taken off of Dominik Drive. The property is currently zoned C-1 General Commercial. Because the tower will be stealth, it will not have to meet the separation requirement between towers nor the setback requirement from a major thoroughfare. It is at the Commission's discretion to approve the tower's stealth technology design. The tower does meet the separation requirement from an R-1 zoning boundary. The proposed 84-ft. stealth tower will be constructed of galvanized steel that is a dark green color. There will be two 6-ft. arms extended out from the tower twenty feet above the ground. Each arm will have a 70-watt lithonia light shinning down on the ground equipment. Comprehensive Plan Considerations: The Land Use Plan shows this area to be Redevelopment. Dominik is classified as a major collector on the Thoroughfare Plan. Item Background: The proposed tower's lease space is located in the 1200 square feet of Lot 1-F, Resubdivision of Lot 1, Block A, Culpepper Plaza Addition. The subject property was annexed in 1956, and platted in 1981. The commission has previously approved a 78-ft. stealth tower at Grace Bible Church located at 703 Anderson with the same design. Staff Recommendations: In addition to the standard CUP guidelines (described below), the Commission shall consider the following additional factors when determining whether to grant a CUP for a telecommunication facility: 1. Definition of Stealth technology or Facility: Design technology that blends the wireless telecommunications facility into surrounding environment; examples of stealth facilities include but are not limited to architecturally screened roof-mounted antennas, building-mounted antennas painted and/or textured to match the existing structure, antennas integrated into architectural elements such as church spires or window wall, and antenna structures designed to resemble light poles or flag poles. 3. Proximity of the tower to residential structures and residential district boundaries. 4. Economic impact on adjacent and nearby properties. 5. Proposed ingress and egress. 6. Availability of suitable alternatives and/or existing support structures. Staff Analysis: Section 14 of the Zoning Ordinance authorizes the existence of conditional uses. The Commission may permit a conditional use subject to appropriate conditions and safeguards, when after public notice and hearing the Commission finds that: (Staff comments are in italics) 1.
