The study was to determine a proposed structure's effect, if any, on navigable airspace. ASAC's study was conducted in accordance with Part 77 of the Federal Aviation Regulations, FAR (14 C.F.R. Subchapter E, Part 77) and Part 17 of the Federal Communications Commission., FCC Rules and Regulations (47 C.F.R. Part 17). The proposed construction site is located within a 0.76 NM radius search. area in the Houston, TX BTA. The NAD 83 search area center coordinates are Latitude 30° 36' 03.36 North, Longitude 096° 18' 26.34 West. The surface elevation within the search area varies approximately 240 feet to 310 feet above mean sea level (AMSL). The structure has a proposed height of 120 feet above ground level (AGL), which, includes the additional height of any antennas, etc. This gives an. overall structure height above mean sea level of 360 feet to 430 feet AMSL. The search area center is located 16,478 feet or 2.71 nautical miles on a True Bearing of 071.7 degrees from Runway 28 at Easterwood Field, the nearest landing surface for regulatory compliance purposes. The runway elevation at this point is 311 feet AMSL. The search area center is located 18,371. feet or 3.02 nautical miles on a True Bearing of 075.6 degrees from the airport reference point (ARP) of this public use, instrumented airport. FAR Part 77 prescribes various airspace surfaces and slopes established at and around airports. Part 77.13 prescribes slopes and surfaces, which if exceeded, require the sponsor of the structure to provide the Federal Aviation. Administration with Notice of Proposed Construction. FCC Rules Part 17 also specifies this requirement. Additionally, Part 77 Subpart C prescribes various airspace surfaces and slopes which, if exceeded, require the FAA to provide public notice inviting comments prior, to issuing a determination. Subpart C also prescribes surfaces and slopes, which if exceeded, would identify the structure as a Hazard to navigable airspace. Therefore, FAA Notice of Proposed Construction or Alteration is not required for this structure. Should Notice of Proposed Construction or Alteration be filed with the FAA, ASAC is confident the proposed 120 feet AG.L structure will be approved. at a site in this search area upon completion of the FAA's aeronautical study. Pursuant to Federal. Aviation Regulations and FAA Policy, proposed Construction or Alteration that does not require notice to the FAA, normally does not require obstruction marking and/or lighting- The maximum structure height in this search area that would not .requirc Notice to the FAA is 120 feet AGL. Exceeding this height requires that a Notice of Proposed Construction or Alteration form be filed and that approval be obtained prior to beginning construction. National Wetland Inventory Maps are produced by the U.S. Fish and Wildlife Service, a sub-department of the U.S. Department of the Interior. In 1974, the U.S. Fish and Wildlife Service developed a criteria for wetland classification with four long range objectives: to describe ecological units that have certain homogeneous natural attributes, to arrange these units in a system that will aid decisions about resource management, to furnish units for inventory and mapping, and to provide uniformity in concepts and terminology throughout the U.S. High altitude infrared photographs, soil maps, topographic maps and site visits are the methods used to gather data for the productions of these maps. In the infrared photos, wetlands appear as different colors and these wetlands are then classified by type. Using a hierarchical classification, the maps identify wetland and deepwater habitats according to: system subsystem class subclass modifiers (as defined by Cowardin, et al. U.S. Fish and Wildlife Service FWS/OBS 79/31. 1979.) The classification system consists of five systems: 1. marine 2. estuarine 3. riverine 4. lacustrine 5. palustrine The marine system consists of deep water tidal habitats and adjacent tidal wetlands. The riverine system consists of all wetlands contained within a channel. Thelacustrine systems includes all nontidal wetlands related to swamps, bogs & marshes. The estuarine system consists of deepwater tidal habitats and where ocean water is diluted by fresh water. The palustrine system includes nontidal wetlands dominated by trees and shrubs and where salinity is below .5% in tidal areas. All of these systems are divided in subsystems and then further divided into class. National Wetland Inventory Maps are produced by transferring gathered data on a standard 7.5 minute U.S.G.S. topographic map. Approximately 52 square miles are covered on a National Wetland Inventory map at a scale of 1:24,000. Electronic data is compiled by digitizing these National Wetland Inventory Maps. The study was to determine a proposed structure's effect, if any, on navigable airspace. ASAC's study was conducted in accordance with Part 77 of the Federal Aviation Regulations, FAR (14 C.F.R_ Subchapter E, Part 77) and Part 17 of the Federal Communications Commission., FCC Rules and Regulations (47 C_F.R. Part 17). The proposed construction site is located within a 0.76 NM radius search. area in the Houston, TX BTA. The NAD 83 search area center coordinates are Latitude 30° 36' 03.36 North, Longitude 096° 18' 26.34 West. The surface elevation within the search area varies approximately 240 feet to 310 feet above mean sea level (AMSL). The structure has a proposed height of 120 feet ;above ground level (ACL), which. includes the additional height of any antennas, etc. This gives an, overall structure height above mean sea level of 360 feet to 430 feet AMSL. The search area center is located 16,478 feet or 2.71 nautical miles on a True Bearing of 071.7 degrees from Runway 28 at Easterwood Field, the nearest landing surface for regulatory compliance purposes. The runway elevation at this point is 311 feet AMSL. The search area center is located 18,371 feet or 3.02 nautical miles on a True Bearing of 075.6 degrees from the airport reference point (ARP) of this public use, instrumented aijport. FAR Part 77 prescribes various airspace surfaces and slopes established at and around airports. Part 77.13 prescribes slopes and surfaces, which if exceeded, require the sponsor of the structure to provide the Federal Aviation. Administration with Notice of Proposed Construction. FCC Rules Part 17 also specifies this requirement. Additionally, Part 77 Subpart C prescribes various airspace surfaces and slopes which, if exceeded, require the FAA to provide public notice inviting comments prior to issuing a determination. Subpart C also prescribes surfaces and slopes, which if exceeded, would identify the structure as a Hazard to navigable airspace. Should Notice of Proposed Construction or Alteration be filed with the FAA, ASAC is confident the proposed 120 feet AGL structure will be approved at a site in this search area upon completion of the FAA's aeronautical study.
