The Personal Communications License granted to SprintCom, Inc. ("Sprint PCS") by the
FCC requires Sprint PCS to provide reliable service in its licensed area. To satisfy the
needs of our customers we have found it necessary to construct a new tower at the above
referenced location. Please be advised that Sprint PCS had no opportunity to utilize any
existing Wireless Transmission Facilities (WTF) in the needed area.
It is standard operating procedure within Sprint PCS to first pursue any collocate on an
existing structure then as a last resort construct a new facility. We understand and
recognize that collocating has the least impact on the community. As evidence of this, in
Brazos County alone Sprint PCS is currently collocated on ten existing structures with an
additional site currently proposed.

Re: Collocation on Sprint PCS Wireless Transmission Facilities
To Whom It May Concern:
This letter confirms that all Wireless Transmission Facilities (WTF) built by SprintCom,
Inc. ("Sprint PCS") on sites leased by Sprint PCS in the City of College Station, Texas,
will be designed to allow collocation on the tower. Specifically, Sprint PCS will assure
that, in addition to the space needed for Sprint PCS's antenna installation, each tower it
builds in College Station will include space for at least two additional sets of antennas at
another elevation on the tower (the "Alternate Location").
Subject to any approvals required by its landlords, Sprint PCS will make Alternate
Locations on its towers available to be subleased by other licensed carriers provided that
(1) installation of any future equipment does not result in technical interference with
Sprint PCS's equipment and (2) the lease site will physically accommodate the other
carrier's equipment.
Additionally, the Personal Communications License granted to Sprint PCS by the FCC
requires Sprint PCS to provide reliable service in its licensed area. Although Sprint PCS
does not currently anticipate such a need, Sprint PCS may be able to use any Alternate
Space not subleased to another carrier to avoid building future towers if it determines
additional capacity is required to meet its customers' needs.

National Wetland Inventory Maps are produced by the U.S. Fish and Wildlife Service, a sub-department
of the U.S. Department of the Interior. In 1974, the U.S. Fish and Wildlife Service developed a criteria for
wetland classification with four long range objectives:
to describe ecological units that have certain homogeneous natural attributes,
to arrange these units in a system that will aid decisions about resource management,
to furnish units for inventory and mapping, and
to provide uniformity in concepts and terminology throughout the U.S.
High altitude infrared photographs, soil maps, topographic maps and site visits are the methods
used to gather data for the productions of these maps. In the infrared photos, wetlands appear as
different colors and these wetlands are then classified by type. Using a hierarchical classification,
the maps identify wetland and deepwater habitats according to:

The classification system consists of five systems:
1. marine
2. estuarine
3. riverine
4. lcustrne
5. palustrine
The marine system consists of deep water tidal habitats and adjacent tidal wetlands. The riverine
system consists of all wetlands contained within a channel. Thelacustrine systems includes all
nontidal wetlands related to swamps, bogs & marshes. The estuarine system consists of
deepwater tidal habitats and where ocean water is diluted by fresh water. The palustrine system
includes nontidal wetlands dominated by trees and shrubs and where salinity is below .5% in tidal
