Item: Consideration of a Final Plat for the CASTLEGATE SUBDIVISION
SECTION 9 consisting of 19.36 acres(55 lots) located north of Greens Prairie
Road and West of proposed SH 40. (02 -27)
Applicant: WALLACE PHILLIPS FOR GREENS PRAIRIE INVESTORS, LTD.
Staff Recommendation: Staff recommends approval of the Final Plat as
submitted.
Item Summary: The proposed Castlegate Subdivision Section 9 Final Plat
includes 54 single family residential (0.17 ac., avg.) lots and one 2.37 acre
reserve lot and is in accordance with the PD -H criteria approved with rezoning
from A -O to PD -H by the City Council December 06,2001. The majority of the
surrounding property is zoned A -O, Agricultural Open, and vacant, with the
remaining property part of the existing Castlegate Subdivision and already zoned
PDD -H.
The final plat complies with the City's Subdivision Regulations, the Land Use
Plan, the Thoroughfare Plan, the Castlegate Master Development Plan and the
Castlegate Subdivision Section 9 Preliminary Plat approved by the Planning and
Zoning Commission January 17, 2002. Parkland dedication has been addressed
in previous submittals.
Commission Action Options: The Commission has final authority over the final
plat. The options regarding the final plat are:
1. Approval as submitted;
2. Approval with conditions;
3. Denial;
4. Table; or,
5. Defer action only at applicant's request.

INFRASTRUCTURE AND FACILITIES
Water: Will be extended from the adjacent development in accordance
with the master plan approved in 2000.
Sewer: Will be extended from the City's existing 15" impact fee sewer
main at Castlegate Drive.
Streets: Castlegate Drive will be extended 2700' to Victoria Avenue and
900' Of Victoria Avenue will be constructed. Local streets will consist of
two Cul -De -Sacs and one 325' local street section.
Drainage: The development will be required to comply with the Drainage
Ordinance.
Flood Plain: The 100 year floodplain runs parallel to and along the
south side of Victoria Avenue. Lots adjacent to Victoria Avenue will have
minimum finished floor elevations of 3' above the 100 year base flood
elevation.
Impact Fees: $349.55 per dwelling unit
