Item Summary: Sign additions and face change out on existing sign.
Item Background: The applicant is proposing two new wall signs and one face change
out of an existing sign. The proposed signage will be attached signs on the KYOTO
Restaurant located at 113 College main and Patricia Street. They are proposing a 4ft. by
1 2f box sign on the west (rear) side, a 4ft. by 10ft. box sign on the north side (facing
Patricia St.) of the building, and they are proposing to replace the face of the existing sign
on the north side.

Subject: Kyoto Sushi CO
The exhaust hood, the windows that they filled in with brick on the back of the building, and the side wall
facing Patricia Street were all supposed to be painted a color that was to match the "average brick color"
on the back and be approved by staff. They painted the brick filled windows with a color that they did not
have approved by staff and that staff does not feel matches the average color of the brick. The exhaust
was left unpainted and the side wall was also not painted.
The next point ... the sign on the front was approved at the proposed size (4X10) which is what I am sure
that they have up there, but part of the motion included the fact that the sign should not cover any part of
the windows or transom windows on the facade. The sign is covering a portion of the transom windows
(which are also covered with plywood and have been for some time in the past). Apparently, the proposed
and approved sign size did not fit in this area between the windows, so do they need a smaller sign on the
front? Or are they ok covering the window?

SUBJECT: Kyoto Sushi Restaurant — Discussion and consideration for the
replacement of one attached sign face and two new proposed
attached signs on the building located at the corner of 113 College
Main and Patricia Street in Northgate (02 -20)
The PRC held a meeting on Wednesday, February 27, 2002 to review the
above - mentioned project. Staff Planner Hitchcock stated that the applicant is
proposing internally lit signs. Ms. Hitchcock brought it to the commissioners'
attention that PRC has discouraged internally lit signs in the past. The existing
sign is already internally lit. Commissioner Happ clarified that the applicant is
replacing the facing of the current sign that is lit, and questioned if the other two
signs would be lit. Commissioner Happ asked if there was a limit to the number
of signs on buildings. Ms. Hitchcock stated the number, color, and placement of
signs were at the Board's discretion. Commissioner Happ questioned Mr. Miller
if the whole building would be the proposed restaurant. Mr. Miller stated that the
second floor would be an apartment. Commissioner Hawthorne asked if all the
signs would be lit. Mr. Miller stated he needed to confirm with the sign contractor
if the two signs will be plywood and the other one a lit sign. Commissioner Happ
pointed out that from what he saw they would not be changing the size of the
signs. Ms. Hitchcock stated the applicant did say he would be changing out the
face of one of the signs, but would the north or west signs would be new. Mr.
Miller stated that the owner would like a back lit sign. Commissioner Trapani

stated that they are trying to get away from the back lit signs. Mr. Miller said that
the only option then is to have a floodlit plywood sign. Ms. Hitchcock stated that
the Northgate guidelines discourage plastic illuminated signs. The guideline
states that floodlit plywood or something that can be maintained well are
acceptable along the historical aspect. Commissioner Hawthorne stated that we
are trying to maintain the aesthetics of the antiquated look. Commissioner
Hawthorne made the motion to allow the change on the existing back lit sign as
is and the sign as proposed on Patricia Street. The back will not have a back lit
sign but an illuminated sign according to the Northgate Guidelines. Ms.
Hitchcock clarified that the sign on Patricia was to be as is - -not lit and in the
same location. Mr. Miller asked about the sign on back of the building.
Commissioner Hawthorne asked Ms. Hitchcock about the sign in back. Ms.
Hitchcock stated that they could have lamps that come up or down.
Commissioner Hawthorne stated that the back sign could be lit as long as it is in
compliance with the guidelines for Northgate. Commissioner Trapani seconded.
Commissioner Happ suggested gooseneck type lighting. Mr. Miller asked if the
lights could be florescent and if the bulb should be shaded. Commissioner
Trapani stated that the bulbs should be shaded from visibility. Ms. Hitchcock
asked if the sign could be anywhere on the back wall. Commissioners' Trapani
and Hawthorne stated yes since they are limited on the back wall to place it. Mr.
Miller stated that he is having a brick mason to fill in the windows on the back
wall. Commissioner Happ question putting it anywhere and suggested that
putting it up high to have lighting in back where people will be parking. Mr. Miller
stated he would like to have the box lit sign. Commissioner Hawthorne stated
that the guidelines are trying to stay away from the conventional look and stick to
more of antiquated look. Staff Planner Hitchcock interrupted by stating the
windows being bricked had to come before the board, as well. She mentioned
that any changes to the fagade are required to come to the PRC Board for
approval. Commissioner Happ recommended tabling the motion to talk about the
fagade at a later date. Commissioner Hawthorne withdrew his motion and
Commissioner withdrew his second. Commissioner Trapani moved to table the
signage motion so that they could include the fagade at a later date.
Commissioner Hawthorne seconded and it passed 3 -0.

SUBJECT: Kyoto Sushi - Discussion and consideration of the sign and facade
changes to the building located at 113 College Main. This item was tabled
at the last meeting and is being reconsidered (02 -20)
The PRC held a meeting on Wednesday, June 12, 2002 to review the above - mentioned
project. Ms. Flanery stated that Kyoto Sushi was back at PRC because at the previous
meeting the proposed sign changes revealed some facade changes as well. This
meeting was the opportunity for the Committee to look at the sign and facade changes
as a whole. This structure is ranked as a 'high priority' in the Northgate Historic
Resources Guide and does have its original elements. The city doesn't want to affect
the integrity of the building or permanently alter the structure. Commissioner Williams
had questions about bricking in the windows. Mr. Miller stated that originally, the
windows had plywood in it. They chose to brick in the windows. Commissioner
Williams wanted clarification that there are 3 windows that are to be bricked in. Mr.
Miller stated that he could not find the original brick so they will have to paint the brick to
match the original brick. Commissioner Williams asked if windows could be put in. Mr.
Miller stated no, since the internal structure was changed in the 1950s. Ms. Flanery
stated that staff does not support bricking in the windows, since it would be a permanent
facade change. Plywood painted to match the color of the building's brick would be less

permanent so the building could be renovated with windows. Mr. Miller stated that brick
could be moved, since it is only going to be brick on the outside of building.
Commissioner Williams asked staff about painting. Ms. Flanery stated the back facade
has not been painted in the past, which makes it a permanent alteration and
maintenance is usually an issue with painting. Commissioner Williams clarified that the
applicant is proposing to paint the side and the back. Ms. Flanery stated that the side
has already been painted, but the rear of the building is original brick. Commissioner
McMath asked staff if they would rather see the brick not painted. Ms. Flanery
answered yes. Commissioner Williams asked the applicant if they are proposing to
paint the entire backside of the building. Mr. Miller stated yes. Ms. Flanery
recommended Ms.Hitchock's suggestion of painting just the new brick to match the rest
of the building. Mr. Miller had a question about the color on the side of the building
facing Patricia Street. Ms. Flanery stated that staff recommends painting a color to
match the building like beige or a tan color opposed the current white color.
Commissioner Williams asked about the hood in the rear. Ms. Flanery stated is that the
hood is visible from the promenade area. Commissioner McMath asked for more detail
on the gussets. Mr. Miller stated that rear awning will be raised to the same height as
the adjacent building. The awning will be the color of ash gray. Commissioner Williams
asked about the applicant if they plan to paint the exhaust vent to match the brick

Commissioner McMath asked staff if they had any comments about the signs. Ms.
Flanery stated that staff had concerns with placement of the plywood sign on front of the
building. Traditionally, the sign would be over the awning and the transom windows, but
below the large windows. Since this is a pedestrian oriented area and on a narrow
street, there is not a need for a sign at the proposed height. Commissioner Williams
asked for the applicant's comments. Mr. Miller stated that from street level the existing
awning blocks a large portion of the view of the building. Commissioner Williams stated
that most of the signs on the same street are at the height above the awning that staff
suggests. Commissioner McMath made motion to approve the sign with the stipulation
the sign be placed below the three windows. Commissioner Floyd seconded and the
motion passes 3 -0. Ms. Flanery stated that there are 3 more signs to be considered.
There is the face change out on the south side and internally lit sign on the rear of
building. Commissioner McMath made an amendment to the motion to include the other
two signs. Mr. Miller asked for clarification on the front sign. As proposed, the sign is in
the center of the building. In order for it fit in between cable supports for the awning, the
sign will have to be off set. Commissioner Williams and Commissioner McMath both
agree that the placement of the sign is at the applicants' specification. Ms. Flanery
added for clarification of the motion that the sign may not cover the transom windows.

Commissioner McMath asked about the backlit sign on the rear of the building.
Commissioner Floyd asked if the rear sign is internally lit. Mr. Miller stated yes.
Commissioner Williams stated that internally lit signs are not accepted in the Northgate
District. Mr. Miller brought up that Quizno's and Texadelphia have internally lit signs,
which are across the street. Ms. Hitchcock stated that Quizno's is not supposed to have
an internally lit sign, and if they do, staff will go into code enforcement. Ms. Hitchcock
stated that Texadelphia was approved at a previous time but not this year. Mr. Miller
asked the Board if they are rejecting the internally lit signage. Commissioner Williams
said yes. Commissioner McMath asked if the applicant could come back to PRC once
they have modified the proposal to include an externally lit sign. Mr. Miller asked if they
remove the internal lighting and replace it with external lighting would that be
acceptable. Commissioner Williams said yes. Commissioner Floyd recommended
using period lighting. Commissioner McMath clarified the motion to be for the other
three signs as previously discussed. Commissioner Floyd seconded and the motion
passes 3 -0.
Commissioner McMath asked the applicants to come back with the new proposed sign
at a later date. Mr. Miller stated that the owner would like to put up a plywood sign in
the rear instead of the internally lit sign. Commissioner Williams asked about lighting.
The applicant wants flood lighting. Commissioner Williams asked that the details be
worked out with staff. Ms. Flanery stated that the Board could specify the location and
size. Ms. Flanery stated that staff recommends 4x10 plywood sign with external lighting
and location being similar to where it was proposed. Commissioner McMath amended
the motion to include the plywood sign subject to staff approval. Commissioner Floyd
second and the motion passed 3 -0.

SUBJECT: KYOTO SUSHI RESTAURANT (SNFC) (02 -20)
The attached signage for the Kyoto Sushi Restaurant came before the
Committee on February 27th, 2002 and was tabled in order to evaluate both the
proposed facade changes and the proposed signage together.
The applicant is proposing three new attached signs and one face change out of
an existing sign. The proposed signage will be attached signs on the KYOTO
SUSHI Restaurant located at 113 College Main and Patricia Street. They are
proposing a 2ft. by 13ft. illuminated channel letter sign on the west (rear) side of
the building and two 4ft. by 1 Oft. plywood signs, one on the north side (facing
Patricia St.) and the other on the east side of the building. The applicant is also
proposing to replace the face of the existing sign on the east side of the building
facing College Main.
The applicant is also proposing several facade changes. First the applicant
would like to fill several existing windows in with brick and to paint the side and
rear of the building. They are also proposing to install a new hood and to raise
