PROJECT REVIEW COMMITTEE STAFF REPORT Prepared by: Molly Hitchcock Date: February 4, 2002 QUIZNO'S CLASSIC SUBS (02 -017) All proposals involving site development or redevelopment in the Northgate District shall require approval from the Project Review Committee. Zoning District: NG -1 Historic Northgate Location: 110 College Main Applicant: Duane and Susie Sterbing Item Summary: Quizno's Classic Subs is planning to open a new restaurant at the southeast corner of College Main and Patricia Street in Northgate. The applicants would like to make exterior improvements to the front and Patricia Street facades. Currently, the building has bars over it windows on Patricia. The bars are proposed to be removed and the windows bricked over. The wall and front facade will be painted in the color scheme shown in the attached picture of an existing Quizno's (off- white, green and red). The attached sign would also be as in the picture and would be approximately 43 sq.ft. Because of the width of the sidewalk, no streetscaping has been proposed. Issues /Items for Review: 1. Staff Planner Hitchcock stated the items to be considered were bricking over the windows (which had security bars on them prior to today), painting the front, side, and rear fagades, and signage. Mr. Sterbing stated they had to take down the bars before bricking due water damage on bottom of wood. The signage will be the same as the Quizno's in Bryan. The facade will be painted the same color as Bryan's store as well. The sign is neon lit from the back. The awning will be painted white with a maroon facia board on it. Commissioner Williams asked if it is a new awning or existing awning. Mr. Sterbing stated it is an existing awning. They plan to pressure clean it and if it needed to be painted, they would. Commissioner Kaiser questioned the choice of white since these buildings all seem to be painted the same cream color. Commissioner Williams asked if they are planning on painting over the brick on all three sides. Mr. Sterbing stated yes. Commissioner McMath asked if they could match the color of the current brick. Mr. Sterbing stated that he spoke with masonry and he said with the age of the brick, it would be almost impossible to match it. Mr. Sterbing stated it was really more of a cream color. Commissioner Kaiser recommended getting a color to match the brick as much as possible. Ms. Hitchcock brought to the applicant's attention that he will have to maintain the brick after he paints it. Commissioner Kaiser questioned about the internally lit sign and if staff had talked to him about it. Mr. Sterbing stated no. Commissioner Kaiser stated that internally lit signs are generally avoided in the Northgate area. Mr. Sterbing stated that he would put signs with floodlights illuminating the sign instead of the internally lit sign. Commissioner McMath made the motion to paint the brick to match the existing brick and to have a flood lit sign instead of an internally lit sign. Commissioner Kaiser seconded and it passed 3 -0. Mr. Sterbing asked about the ruling on bike rack. He would like to put a bike rack on Patricia Street, which would be on the side if the building. Commissioner Kaiser made a motion if a bike rack was needed, it will be placed on the side of the building contingent upon ultimate decision by Public Works. On February 21, 2002 the Project Review Committee met to discuss and consider the facade improvements and attached signage for a new Quizno's located at 110 College Main in the NG -1 Historic Northgate zoning district. At this meeting, the Committee passed the motion that the paint for the fagade was to match the existing brick color. The color that has been used on the building does not meet this requirement; thus the site is in violation of Section 7 of the College Station Zoning Ordinance. Section 7.24.C.3 states: "...Minutes shall be kept for all PRC meetings ... All site development and redevelopment must be conducted subsequent to and in compliance with the approved site plan and/or landscape plan. " This correspondence is to serve you notice of the potential penalties. Failure to completely bring the fagade improvement into compliance with Project Review Committee requirements within forty-five (45) business days of receipt of this notification shall constitute a violation of this section of the Zoning Ordinance. A citation may be issued and can result in fines of up to $2,000 dollars per day per violation. Each day can be a separate violation. Thank you for your cooperation in this matter.
