Staff reviewed the above - mentioned site plan as requested. The following page is a list of
staff review comments detailing items that need to be addressed. Please address the
comments and submit the following information for further staff review:

STAFF REVIEW COMMENTS NO. 1
Project: RUSS WELCH HARLEY DAVIDSON (SP) -SITE PLAN (2- 500008)
PLANNING
J1. Please show a scale on your site plan (1 " =20').
-/2. Please show the proper zoning for the subject property, as well as the abutting
properties.
3. Please identify the HWY. 6 ROW width.
-,/4. Please delineate the service area and retail area of your building layout on the site plan
w /square footage, this will determine your parking requirement.
)(5. The parking requirements are 1:100 S.F. for your service area, and 1:250 S.F. for your
sales area. If you need a variance on this, please contact me as soon as possible.
X6. The dumpster pad needs to be 12x12 and screened with a minimum of an 8 -ft. wooden
screening fence from the ROW.
,/7. The concrete paved backup area does meet the fire code standards for the fire truck
turn around. However, you will need to mark the fire lanes on both sides of the drive
aisle up to the turn around and 60 ft. up the back drive aisle, as well.
✓8. All paved areas must be curbed (the dumpster and concrete drive area in the rear, the
parking spaces facing the building, as well as the paved backup area).
LANDSCAPING
�,9. The existing 40" Oak cannot be counted as protected points because the protected area
goes into the proposed parking lot.
y -X9. For 1.5" caliper canopy trees you should receive 75 points, you are showing 150 points
for each 1.5" canopy tree. Please make appropriate changes to your landscape legend.
X10. The subject property has 260 ft. of frontage "minus the driveway "; this would require you
to provide a minimum of 10 canopy trees for your streetscape.
1. All parking will need to be screened from the ROW; this will include the two end parking
spaces on the front north side, as well as the parking spaces along the front, and the
one end parking space on the south side of the property.
12. There is a 5ft. buffer requirement between the subject property and the Lt.2 BIk.1
abutting parcel. This will require you to plant (1) 5 gallon shrub at a minimum of 3 ft. in
height and shall be provided per 3 linear ft. of landscape buffer. You will also be
required to plant (1) 2 -inch caliper canopy tree for every 25ft. of landscape buffer.
Please be aware that any plantings in the required landscape buffer cannot count
toward your landscape point requirement.

Concerning the fire hydrant, the space in this easement is prime. I would like to see a
tee in the 18" line followed by a spool piece and 90 ell to parallel the line. This will give
you room for the tee for domestic service, a valve and the hydrant. The City does not
tap large transmission lines for domestic service. If it suits your purposes, you may
wish to locate the hydrant to the north side of the drive. The fire line will be public
infrastructure. A plan and profile drawing of all public lines is required along with an
"estimate of probable cost ".
Your sewer service does not need to be into a manhole. You should tap the line
anywhere you need, such as the north side of the driveway for a straight pipe run.
Please provide estimated sewer, domestic water and irrigation water demands for this
project on your site plan. The meters will be sized based on your estimated demands.
It is unclear as to the nature of the outfall structure. Note says "see detail sheet ". No
detail sheet provided. Most ponds require some trickle channel out to TXDOT ROW,
unless you can prove low velocity sheet flow. Also, the required Drainage Report was
not included with your Development Permit application. TXDOT may also wish to review
your report to ensure compliance.

MISCELLANEOUS
1. Irrigation system must be protected by either a Pressure Vacuum Breaker or Reduced
Pressure Principle Back Flow Device and installed as per City Ordinance 2394.
2. All BackFlow devises must be installed and tested upon installation as per City
Ordinance 2394.

PLANNING
,/1. Per your phone conversation with Bridgette George on January 31, 2001,
you were informed that you would have to either apply for a variance for
your parking requirement to the Zoning Board of Adjustments (ZBA) or go
before the Planning and Zoning Commission to see if you could get a
parking ratio set for motor cycle sales and service. At this time you do not
meet the required parking for motor vehicle sales and service. For your
sales area, you are required 36 parking spaces @ 1 -250, and for your
service area, you are required 58 parking spaces @ 1 -100; which requires
you to provide a minimum of 94 spaces.
,/2. The 12x12 dumpster area must be screened with an 8' solid fence, 6' is
not acceptable.
LANDSCAPING
✓3. The 38" Oak cannot be counted for barricaded points because the
barricade area includes a portion of the proposed sidewalk. Any disturbed
earth within the barricaded area prevents you from receiving barricaded
points.
14. Area "C" your are showing on your landscape legend that you are
proposing 48 Indian Hawthorne, but you are only showing 44. Please
make appropriate change to the legend or the planting area of "C ".
X5. There is a 35' separation requirement for Live Oaks. Please locate your
Live Oaks where they have proper separation to receive your points.
J6. You are not meeting your streetscape requirement because of separation
requirements. Once the separation is met, you should be ok.
J7. Please delineate caliper of your Crepe Myrtle's in your landscape legend
to accrue points for them. They must be 1.25 caliper inch to acquire 40
points each.
J 8. You are not meeting the required landscape points due to separation
requirements, not being able to count barricaded points for the 38" Oak
and not showing caliper of Crepe Myrtle's.
f9. In the 5' required buffer area all plantings must be within the 5' buffer. All
canopy trees must have a minimum of a 20' separation.
