The following page is a list of staff review comments detailing items that need to be addressed. If all comments have been addressed and the following information submitted by Monday, March 10th, 10:00 a.m., your project will be placed on the next available Planning and Zoning Commission meeting scheduled for April 3rd, 7:00 p.m. in the City Hall Council Chambers, 1101 Texas Avenue. One (1) 24" x 36" copy of the revised Preliminary Plat; and Nineteen (19) 11" x 17" copies of the revised Preliminary Plat. Upon receipt of the required documents for the Planning & Zoning meeting, your project will be considered formally filed with the City of College Station. Please note that if all comments have not been addressed, your project will be pulled from the scheduled Planning & Zoning Commission agenda. Your project may be placed on a future agenda once all the revisions have been made and the appropriate fees paid. Once your item has been scheduled for the P&Z meeting, the agenda and staff report can be accessed at the following web site on Monday the week of the P&Z meeting. http://www.cstx.gov/home/index.asp?page=2481. Please note that a Mylar original of the revised preliminary plat will be required after P&Z approval and prior to processing subsequent final plats. Davis, owner via email Case file #08-00500031 STAFF REVIEW COMMENTS NO. 1 Project: UNIVERSITY SUMMIT (PP) - 08-00500031 PLANNING 1. Please correct the scale. As shown it appears to be 1" = 100' 2. Please revise the lot numbers to indicate separate lots. 3. Please update the zoning, if the proposed rezoning is approved by City Council on March 13, 2008. 4. Please add a zoning line to distinguish the areas that will be zoned C-1 and A-O, if the proposed zoning is approved 5. Per Section 842 Blocks of the Subdivision Regulations, block length shall not exceed 800' in length. The block length along University Drive East is shown at 918.50'. Please revise or provide a variance request to be considered by the Commission. 6. Per Section 842 Blocks of the Subdivision Regulations, The interior block length exceeds maximum block length. A street may be projected to break the block or a variance may be requested. Please project a street to the unplatted property to the east or provide a variance request to be considered by the Commission. 7. Per Section 8-M.1 Sidewalks of the Subdivision Regulations, sidewalks shall be required on both sides of all streets having a right-of-way width equal to or greater than sixty feet (60'). Sidewalks shall A) be placed against the back of curb and have a minimum paved width of six feet (6'); or B) sidewalks shall be placed such that a minimum six foot (6) buffer/green space is maintained between the back of curb and the inside edge of the sidewalk. 8. Please advise Staff when a final plat is sought as their are issues that will need to be resolved. Reviewed by: Matt Robinson Date: March 3, 2008 ENGINEERING COMMENTS NO. 1 1. As discussed, please realign Summit Pass so that there is less of a direct route for commercial traffic to take through the residential neighborhood. Summit Pass is only a residential street through Summit Crossing. 2. The 18-inch water line needs to be extended to the end of the property along University Drive. The alignment needs to consider the widening of University Drive by TxDOT. 3. Is the proposed 8-inch water line sufficient to serve the entire commercial development, especially with the topography of the site? 4. Is there capacity in the downstream sanitary sewer lines to serve this property? I don't see in the report that was submitted where you accounted for existing flows already in the system. 5. The sanitary sewer main needs to be extended to and through to serve the northeast property. 6. It appears that offsite drainage easements may be required to convey stormwater flows to primary channel. 7. Indicate the maintenance responsibility of the private detention ponds. 8. The public/private designation of the drainage easements will be determined at the final plat upon review of the construction plans and reports. Developer provides easements for electric infrastructure as installed for electric lines (including street lights). GENERAL ELECTRICAL COMMENTS 1. Developer installs conduit per City specs and design. 2. City will provide drawings for conduit installation. 3. Developer provides 30' of rigid or IMC conduit for riser poles. City installs riser. 4. Developer to intercept existing conduit at designated transformers and extend as required. 5. If conduit does not exist at designated transformer, developer to furnish and install conduit as shown on electrical layout. 6. Developer pours transformer pad(s) per City specs and design. 7. Developer installs pull boxes and secondary pedestals as per City specs and design (pull boxes and secondary pedestals provided by the City). 8. Developer provides digital AutoCAD 2000 or later version of plat and/or site plan. Email to: sweido ,cstx.gov. 9. Developer provides load data for project. Transformer lead time is approximately 40 weeks. This information needs to be provided as soon as possible to avoid delays in construction. 10. It appears to be extending to Summit Crossing Ph.1 like 'S~ .,the waterline. ;!2' Although not required, we recommend adding a 4-ft sidewalk along both sides of Buena ,,Vista as it cuts through proposed commercial development. Please revise the transition from a 60' ROW to a 50' ROW. This should more appropriately occur on High Summit St. between the intersection and the beginning of the curve. A temporary culdesac or ROW cannot be dissolved by plat as indicated in Note 12. An D Easement Dedication Application should be submitted in order to dedicate the temporary culdesac by separate instrument. It will be the responsibility of the developer/owner to seek a release of the easement after :he street has been extended and accepted. ! Where is the collector from SH 30 going through to FM 60? If I were putting in a hotel and other businesses in this I'd want a bigger street through here. Do they have to do a TIA to determine traffic generation? I think it would show the same. They really think an 8-in line will supply all they'll need along Summit Pass?
