CITY OF COLLEGE STATION VETERANS PARK AND ATHLETIC COMPLEX MINUTES OF DEVELOPMENT MEETING On November 15, 2000 OE JOB NO. 675.01-RB A predevelopment meeting to discuss development of the property for the new Veterans Park and Athletic Facility was held at City Hall on November 15, 2000 with the following persons in attendance: Bridgette George - Development Services Ted Mayo, P.E. - Assistant City Engineer, Development Services Spencer G. Thompson, Jr. - Development Services Eric (Ric) Ploeger, - Assistant Director, Parks & Recreation Department Karl Goldapp - Utilities Molly Hitchcock - Planning Robert (Bob) Schmidt, P.E. - O'Malley Engineers(OE) Paul Swoboda, P.E. - Electrical Subconsultant for O'Malley Engineers, (OE) Alan Parham - O'Malley Engineers (OE) Dana Muery - O'Malley Engineers (OE) Trenton D. Schwartz - O'Malley Engineers (OE) The following items were topics of discussion or question: 1. Drainage a. Detention is not required on the part of the property that now sheet flows toward Carter Creek since it is adjacent to the primary drainage system. Detention in the tributary at the southeast corner of the property may not be required in the first phase of park development if OE can show that very little if any development will occur in the area that drains to that tributary. b. O'Malley Engineers will show the location of the 100 yr. floodplain elevation at the tributary at the southeast corner of the property based on the 100 year floodplain elevation where this tributary enters Carter Creek (it is believed that the 100 yr. floodplain shown on the floodplain map where this tributary enters the park property is backwater from Carters Creek). c. 22" X 34" plan sheets which can be reduced to half Scale 11" X 17" sheets may be used for the drainage report and final plans if all information can be shown on the sheets. Plat - Bridgette George will find out if a plat is required to be filed for the park development. (Subsequent to the meeting, on 11 /17/00, Ric said that it was determined that a plat filing would be required.) 3. Utilities a. Electricity -Paul Swoboda will contact the Electrical Department to determine what will be required for the primary electrical. A determination will also have to be made as to what part of the primary electrical will be paid from the park development budget. b. Potable Water - Karl is to determine if the potable water line is to be oversized through the park. If so, it is anticipated that the Utilities Department will pay the additional costs for oversizing the line. Initially, the line through the Park will start at Hwy 30 and be extended in phases toward Hwy. 60. c. Sanitary Sewer - There is no need to oversize the sanitary sewer line in the park for extension into new areas. The consensus was that an 8" line will be adequate. If an 8" line on minimum grade cannot be extended through the park to service the small out-tract at the northwest corner of the park property, that tract will have to be served in another manner. d. Natural Gas - Not required. e. Irrigation Water - Initially potable water supply will be used for irrigation. In the future, the city may build a reclaimed wastewater system for irrigation. f. Reclaimed Wastewater Irrigation System - If and when a reclaimed wastewater irrigation system is built, it will originate from the south and service to the park will likely be from the Hwy 30 side of the park property when initially available. 4. Fire Protection - Fire protection will be required for the buildings. In the first phase, fire protection will be from a dead-end line originating from the existing 12" line along Hwy. 30 unless the Utility Department decides that it wants to extend the line through the property and install a line along Hwy. 60. It is understood that there currently is not a line along Hwy. 60. 5. Screening/Landscaping - Required in certain areas per City's development standards according to Alma Hitchcock. The Parks Department will design the required landscaping. The design will be included in the Final Plans for the project. If there are any additions or corrections that need to be made to these minutes, please contact me as soon as possible. Also, it is requested that the Utilities Department inform me by December 1, 2000 what they will want in terms of size of the potable water line and whether they will require the KA675-01 RB\letter\Predvlpmt mtg.doc water line to be extended beyond the proposed first phase of park development, which will be approximately half the distance between Highway 30 and Highway 60, beginning at Hwy. 30. Chairman Mooney called the meeting to order at 7:02 p.m. AGENDA ITEM NO. 1: Hear visitors Chairman Mooney encouraged those attending the meeting that would like to comment on the Protocol Issues on last month's agenda to do so at this time.
