Box 9960 College Station, Texas 77842 Re: City of College Station Veterans Park and Athletic Facilities OE Job No. 675.01-RB Dear Mr. Thompson: You requested that we investigate whether gravity sanitary sewer service can be provided to the small out-tract adjacent to Highway 60 at the northwest corner of the referenced park property. Preliminary investigation indicates that the available grade to extend a gravity sanitary sewer line from an existing gravity sanitary sewer line on the southern side of Highway 30 across the park property northwestward to provide service to this small out-tract would require at least a twelve-inch (12") line based on TNRCC minimum grade requirements. Even with a line installed on the minimum grade of a 12" line, a substantial amount of fill would still be required on this tract to raise it to a sufficient elevation to be serviceable since most or all of this tract lies at a low elevation within the 100-year flood plain. Box 9960 7`T~76`,~ - 3 y~ College Station, Texas 77842 Re: City of College Station Veterans Park and Athletic Facilities OE Job No. 675.01-RB Dear Mr. Thompson: At the preliminary design meeting for this project held at the office of Development Services on November 15, 2000, there was discussion about the designated Zone A 100-year floodplain shown on the floodplain map near the most eastern corner of this tract at Highway 30. It is believed the Zone A 100-year floodplain shown on the map at this location is representing backwater from Carters Creek resulting from the 100-year flood. The floodplain map shows the 100-year floodwater elevation of Carters Creek at the point where this tributary enters to be slightly higher than 254 feet elevation, say 255 feet elevation. As seen on the two attached contour maps developed independently of each other, the 255-foot contour barely enters the subject park property, perhaps about a distance of 100 feet, and is at the very bottom of the gully in that area. We developed one of the contour maps from actual ground elevated shots based on one of the City's GPS stations. The other drawing was prepared by Kerr Surveying, and the contours on that map reportedly are from the City's contour map. We will need to know how we are to show the phase 1 area. Do we draw a line or just show what we intend to build in the first phase? This is one of the things we will need to know. We will try to get this done by Friday but I have little confidence that it can be determined what is needed. I had asked for a list of items needed to correct the plat well over a month ago. On December 7th both myself & O'Malley engineers were told that the preliminary plat that Brad Kerr prepared was to go to P&Z on January 4 and no indication that additional information was needed. Following this we decided that everything must be ok. Today I received this notice and was told by phone that it needed to be completed by Friday. From what I can tell only items 1 and 5 need to be added to the preliminary plat . Is # 5 for the preliminary plat or final.. It will be impossible to determine future phases that will be approved by the city council and the voters. We can make a guess. Also, you want a Master plan. Is this the master plan we developed or an approved Master Development plan? If it is the latter than we will have to fake a ig s ab ..fur master plan does not include all the information required for Master Development plans. Bridgette George 12/18/00 05:02PM Ric, the following are steps you need to take to complete the preliminary plat process for Veteran's Park. X1. Show the phase lines on the preliminary plat the same way you are planning to develop the park. / A You will need to final plat each phase when you are ready to develop that phase. Utilities will need to be extended with each phse (include whether the 1.3 acre tract can be gravity sewered). 2. The 1.3 acre tract must be shown on the preliminary plat since it was part of the original tract. 3. The utilities can be extended when each phase is developed. 4. Please include a copy of the master plan for the park when the revised preliminary plat is resubmitted. 5. Make sure to show all drainage and/or floodplain issues/impacts on developed property areas. 'L6. TxDOT permits will be required for driveway construction in the State ROW. If you have any questions, please don't hesitate to call Spencer Thompson, Molly Hitchcock or myself.
