Duncan, P.E., Jones & Carter, via sduncan(c),lonescarter.com FROM: Jason Schubert, Staff Planner SUBJECT: EAST GATE BUSINESS PARK (PP) - Preliminary Plat Staff reviewed the above-mentioned Preliminary Plat as requested. The following page is a list of staff review comments detailing items that need to be addressed. If all comments have been addressed and the following information submitted by Wednesday, February 6, 2008, 10:00am, your project will be placed on the next available Planning & Zoning Commission meeting scheduled for Thursday, February 21, 2008, 7:00pm, in the City Hall Council Chambers, 1101 Texas Avenue: One (1) 24" x 36" copy of the revised Preliminary Plat; and Nineteen (19) 11" x 17" copies of the revised Preliminary Plat. Upon receipt of the required documents for the Planning & Zoning meeting, your project will be considered formally filed with the City of College Station. Please note that if all comments have not been addressed, your project will be pulled from the scheduled Planning & Zoning Commission -agenda. Your project may be placed on a future agenda once all the revisions have been made and the appropriate fees paid. Once your item has been scheduled for the P&Z meeting, the agenda and staff report can be accessed at the following web site on Monday the week of the P&Z meeting. http://www.cstx.gov/home/index.asp?page=2481 Please note that a Mylar original of the revised preliminary plat will be required after P&Z approval and prior to processing subsequent final plats. It appears that the property to the south and west has been platted as Deerfield Estates. Please revise the plat. 2. Reformat title block to include number of lots, acreage of plat and acreage of ROW. 3. The Parkland Dedication ordinance was revised to include developments in the ETJ though the process and application to your property is still being determined. The dedication is based on one unit per lot since land use is not regulated in the ETJ, no distinction is made between residential or non-residential projects, or how many dwelling units could potentially be placed on a lot. Need to show a note granting a 20' electric easement centered on all interior lot lines. 2. Need to show a note granting a 20' easement along outer perimeter of development. A 16' easement along all public ROW is sufficient. 3. Need to show a note using the following language granting a "5' wide easement for anchors and guy wires necessary to help support overhead utility lines. Easement will extend 20' beyond any utility easement." 4. All existing electrical lines need to be shown. Also show the volume and page number of any electric line easements. 5. Please call BTU Line Design at 821-5770 at least 90 days before power is needed to begin the process for providing power to the area. Call with questions. Reviewed by: Randy Trimble Date: January 15, 2008 ENGINEERING COMMENTS NO. 1 1. Show all proposed PUEs as required by Subdivision Regulations. 2. Provide volume and page numbers of all existing easements. 3. A 50' front set back is required for all Lots Fronting on a State or Federal Highway. 4. Show width of existing ROW for Nunn-Jones Road, and dedicate '/2 of any additional ROW required to meet 70 feet minimum width. 5. Horizontal curvature of Nunn Jones Road does not meet minimum design standards. 6. We are working with the County and TxDOT on a mechanism to limit traffic on the existing section of Nunn Jones Road with this realignment. A portion of a cul-des-sac may be required for dedication. 7. Add note that Lot 1, Block 2 and Lot 6, Block 1 will take access from Nunn-Jones Road. 8. Note 6 - Change Creed to Creek. 9. Note 5 - Change District to Department. 10. How are Lots 2, 3, and 4 of Block 1 getting public water? A public main shall be extended to all proposed lots. 11. Water system is required to be design to City of College Station standards. 12. Show location of proposed fire hydrants. 13. Proposed water lines shall not be located in County ROW, but in a PUE required for platting. 14. Proof of fire flow is required at time of Final Plat. 15. There are specific notes that are required to be noted on the plat for septic system design. This plat is in the College Station ETJ, but is out of the College Station Utility electric service area. Customer will have to get with their electric supplier for this area to determine electric service specifications and requirements. Plat reviewed by Timothy Crabb, CSU Electric, (979) 764-3439. Unfortunately the County and TxDOT did not receive copies of the revised plat. I have emailed them copies for their review and will forward their comments once received. 3. We are still working with the County and TxDOT on a mechanism to limit traffic on the existing section of Nunn Jones Road with this realignment. 4. Lot 8, Block 1 will need to have cross access with Lots 6 and 7. There is not enough frontage on SH30 to allow 2 driveways. 5. How are you proposing the intersection/transition of Nunn Jones Road? Please show on the Preliminary Plat the proposed pavement and width. This would aid in our review to determine whether the intersection has enough ROW for proper intersection design at the realignment of Nunn Jones. 6.
