The comments and associated revisions are listed below. Engineering Comments See attached copy of Staff Review Comments No. 1, Sun Meadows Ph. 3. ACTIONS There were no changes to lot 20 in Phase 2a on the corner of Wild Plum St. and Orchid Street (West). 2. See attached copy of Staff Review Comments No. 1, Sun Meadows Ph. 3. ACTIONS The small strip of land at the north end of Marigold Street has been re-distributed to Lot 13 of Block 5 and Wild Plum St. Right-of-Way in Phase 2. (01-276) Applicant: Ash and Browne for Graham Road, Ltd. Staff Recommendations: Staff recommends approval of the plat and the variance. Item Summary: This item is the remaining portion of the Sun Meadows Subdivision. It consists of 10, single-family lots, currently zoned R-1. The Applicant is requesting a variance to the subdivision regulations. Chapter 9 of the Code of Ordinances, Subdivision Regulations, Section 8-G.5 states: "Dead-end streets shall be prohibited except short stubs to permit extension." The Applicant wishes to end Wild Plum Street as shown on the Plat. The Approved Preliminary Plat shows Wild Plum to be extended to Arnold Road and then turn west as an alley. Rather than construct an alley, the Developer is constructing a 10-ft wide bike path. Staff views this as a more amenable solution for several reasons: • The lots in Phase 3 have driveway access off Bougainvillea. The proposed alley will not serve any real function. • The turn at Wild Plum and Arnold will present a temptation for vehicles to access Edelweiss through the unoccupied space. • The intersection at Bougainvillea and Wild Plum is, in reality, a 4-way intersection, because of the emergency entrance. Jon Mies, City Fire Marshall, is agreeable to this situation. • The subdivision will be providing bike and pedestrian access along 1/2 of its total perimeter. This will allow students as well as other citizens to travel from Victoria or Graham to Southwood Athletic Park without riding or walking on a street. The bike path from Edelweiss will merge with the sidewalk being constructed on Arnold. As both Schaffer and Arnold Road are Minor Collectors, the new configuration will produce a traffic calming effect as Arnold turns into Schaffer. As the regulations allow "short stubs to permit extension", in all likelihood Wild Plum will never be extended. The variance is not simply to allow the Developer to abandon the construction of a street, but rather to allow for a better design of the area. The bike path will limit traffic near Edelweiss, something that the local citizens asked for during the Zoning phase of this property. If you, the Commission, choose to approve the Plat and not the variance, the Developer will have to construct the alley as shown on the approved Preliminary Plat. Comprehensive Plan Considerations: Land Use Plan: The LUP shows this area as single-family residential.
