The following page is a list of staff review comments detailing items that need to be addressed. Please address the comments and submit the following information by Wednesday, January 9, 10:00 a.m. to be placed on the next available Planning and Zoning Commission meeting scheduled for January 17, 7:00 p.m. in the City Hall Council Chambers, 1101 Texas Avenue. Ten (10) copies of the revised final plat; and, One (1) Mylar original of the revised final plat with the appropriate signatures. Please show all easements on property. Reviewed by: Spencer Thompson Date: December 28, 2001 ELECTRICAL 1. Please provide a 15' Easement along Church Street; a 10' Easement along Nagle; and a 10' Easement along the back of the property that is connected to the Culpepper property. 2. Developer installs conduit as per city specs and design. 3. Developer installs street lighting as per city specs and design. 4. Developer provides temporary blanket easement for construction purposes. 5. Developer provides digital of plat and/or site plan for AutoCAD 14. Email to rbolin(d-)ci.college-station.tx.us. 6. Developer provides easements for electric infrastructure as installed (including street lighting). 7. Upon completion of project surveyed sealed meets and bounds descriptive easements are necessary to release temporary blanket easement. Since they are requiring easements, this will need to go to the P&Z. I've scheduled it for the meeting next week. If you are unable to make the changes by Wednesday morning, please submit 10 copies of the existing plat and we will make the easements a condition of approval. Please submit the Mylar with the corrections before the P&Z meeting so that we can get signatures at the meeting and proceed with filing the plat the following day. Box 9960 College Station, Texas 77842 RE: THE RAMPARTS REPLAT LOTS 1-R & 2-R Dear Natalie: With this letter I am requesting that the above referenced replat be removed from the agenda ofthe Thursday, January 17, 2002, Planning and Zoning Commission agenda. I have met with College Station Public Works officials and they have agreed that the necessary easements can be acquired at the Site Plan stage of the project. Therefore, this project can be approved at staff level. I have added the word "Private" to the 50' Wide Reciprocal right-of-way easement. I will deliver the mylar original as soon as these referenced easements have been filed for record and the Volume/Page have been added to the plat. I have forwarded a digital copy of the replat to Nanette for the City's use. If you have any questions concerning this request, please do not hesitate to call. President MEMORANDUM January 11, 2002 TO: Planning and Zoning Commission FROM: Spencer Thompson Email: sthompson@ci.college-station.tx.us SUBJECT: FINAL PLAT for THE RAMPARTS, (REPLAT) FP Item: Discussion and possible action on a FINAL PLAT for THE RAMPARTS, (REPLAT) FP, consisting of 2 lots on 6 + acres. This lot has been known as "The Mud Lot" for many years. (1-500269) Applicant: MCCLURE ENGINEERING Staff Recommendations: Staff recommends approval with the following conditions: • Include Certificate for Planning and Zoning Commissioner's signature • Include a 10' PUE along north property boundary • Include a 10' PUE along east property boundary (Church Street) • Include a 10' PUE along south property boundary (Nagle Street) Item Summary: This item is a Replat for lots C, D-2 and E of the Ramparts Subdivision into two lots, Lot 1-R (3 + acres) and Lot 2-R (3 + acres). A 50-ft Right-of-way easement along the common property line is being dedicated with this plat to allow access from Church Street to and through Lot 2-R to Nagle. The preliminary plan for Lot 2-R is to provide paved parking for St. Mary's Catholic Church, located across Nagle Street. I have not seen or heard of any plans for Lot 1-R Comprehensive Plan Considerations: Land Use Plan: This area is depicted on the LUP as "Redevelopment". The property is Zoned NG-1. Parking lots are permitted in his zoning classification. However, since this lot is associated with a church, a CUP will come before the Commission at a later date. The church has also stated it may operate the lot as public parking, as well as church parking. Thoroughfare Plan: Nagle is a minor Collector. Parkland Dedication: N/A Open Space Dedication: N/A Special Area Plans: Northgate is a Special Area. The site plan for this project will need to meet Northgate standards. Copy of Plat T Page 1 Bridgette George - The Ramparts Final Plat From: Natalie Ruiz To: Bridgette George Date: 12/21/01 10:05AM Subject: The Ramparts Final Plat Mike McClure's really pushing to get this plat approved. Both the seller & buyer are pushing to close on the property as soon as possible. If at all possible, they would like to keep the final plat a minor plat to be approved at staff level. I spoke with him today and told him the following: --The plat as submitted qualifies as a minor plat. However, we're still waiting to hear from Electrical & Water/Waste Water on necessary easements. If a PUE is added, the plat will have to go to P&Z. (I think Mike's going to call Tony & Dale to see if he can hurry up their review.) --The 50' "reciprocal right-of-way easement" needs to be reflected as private. He said that this language was given to him by the attorneys involved in the development. Anyway, I told him that our concern was that "right-of-way" implied some sort of public interest or maintenance responsibility. Mike said that the intent is a cross-access and/or parking easement. They will file this agreement at the Clerk's office and reflect the volume & page on the plat. (I told him that he could put the word "private" in the ROW designation itself or place a general note on the plat that clairfies it's a private ROW.) --Modify the City Engineer's block to include the City Planner if it remains a minor plat. Mike wanted me to make you aware of all of this since I'm out next week. Please call him as soon as the review is complete. (He'll probably be calling you anyway to see where we are in the review.)
