Item Summary: This item is for the consideration of a Preliminary Plat for the
4.5 acre tract at the southwest corner of Holleman and Jones-Butler. The ruct

Jones-Butler is not constructed along the east side of this tract. The proposed
Jones-Butler extension is depicted in the Comprehensive plan as a Minor
Arterial, which has a 70-ft pavement section. According to City Ordinance, it is
the responsibility of the Developer to construct thoroughfares on their property as
depicted in the Comprehensive Plan. Since the majority of ROW for the Jones-
Butler extension was dedicated years ago and the fact that this project takes
access to Jones-Butler, the City feels it can only require that one-half of the
necessary ROW be dedicated and the payment of one-half of a Residential
Street. These requirements can be accomplished by a Development Agreement

this time. In order for a Final Plat to be accepted by the City, the Developer must
do one of the following:
a.) Construct a residential street, or
b.) Enter into a Development agreement with the City to dedicate the
necessary 5-ft of ROW and pay for the construction of one-half of a
28-ft pavement section.
It is the intent of the Public Works Department to construct the Jones-Butler
extension in the future as an arterial. If the City constructs this street prior to the
development of the property, the property will be assessed accordingly for the
one-half of the 70-ft roadway.
Comprehensive Plan Considerations:
Land Use Plan: This tract is depicted as Residential Attached. Duplexes are
allowed in R-5 zones.
Thoroughfare Plan: Holleman is a Major Collector and Jones-Butler is a Minor
Arterial.
Parkland Dedication: Dedication will be by fee in lieu of land.
Open Space Dedication: N/A
Special Area Plans: N/A
