SUBJECT: Skppala Fourplexes• Discussion, consideration andpossible action of 6proposed
fourplex buildings to be located at 900 Wellborn Road in Northgate. (01--240)
The NRB held a meeting on Wednesday, November 21, 2001 to review the above-
mentioned project. Staff Planner Hitchcock began the discussion by stating that the fourplexes
are similar to an apartment complex but one difference is that they will be built on separate
lots to be sold separately. The dumpster and the parking will be shared by each lot. One item
that Ms. Hitchcock pointed out was the screening of the parking and the proposal being a 3-
foot cedar fence along the frontage of Maple Street. Sidewalks in this area are not in the City
of College Station Master Plan but with the new Northgate Ordinance passage, they will be
required. Ms. Hitchcock stated the two main items that need to be discussed is the mailbox
placement and the discussion of sidewalks. Commissioner Kaiser asked the applicant about the
mailbox placement. Mr. Galindo stated the idea is to get the cluster type box the post office
provides and then they will determine the location. Staff Planner Hitchcock stated that the
mailboxes, according the Northgate Guidelines, The Master Plan, and the Zoning Ordinance,
should be attached to the building when possible and enclosed in a structure similar to the
building. NRB Member Abbott stated that the placement will be at the edge of NG-1. Ms.
Hitchcock told the board that they can make recommendations on the design of the mailboxes.
Commissioner Kaiser suggested checking the aesthetics to make sure the theme is consistent
with the brick.
Ms. Hitchcock stated that a 3--foot cedar fence is being proposed. Ms. Hitchcock added
that the ordinance allows the screening to be of greenery or structural elements. Mr. Galindo
stated that their idea is to minimize the maintenance. The fence would require less
maintenance than greenery. Commissioner Kaiser asked historically what has been done with
this type of screening. Ms. Hitchcock stated most of the time you are seeing shrubs or an iron

fence with shrubs but it is at the Board's discretion. NRB Member Abbott stated that the Board
has approved a fence with brick columns with cedar pickets between the brick columns. Mr.
Joe Courtney stated that the Skypalas' want to use what has already been used on the Tradition
Dorm project. Ms. Ruiz asked the Board if there is a specific feet of spacing they would like.
NRB Member Abbott recommended the intervals of 8 to 20 feet with 4-feet columns with stone
caps.
NRB Member Abbott made the motion to approve as submitted with the consideration
of the fence being brick pillars with cedar fencing in between the pillars and the location of the
mailbox to be worked out with the post office (with aesthetics matching the existing
architectural character), which will be reviewed and approved by staff. Commissioner
Williams seconded and it passed 3-0. The consideration of the sidewalk is being postponed at
this time due to the unknown time when the city will make street improvements.

Please be aware that the following is due prior to the issuance of a building permit.

The NRB held a meeting on Wednesday, November 21, 2001 to review the above-mentioned
project. Staff Planner Hitchcock began the discussion by stating the fourplexes are like an
apartment complex but everything will be built to each lot so the lots can be sold off separately.
They will be sharing of the dumpster and the parking. One item that Ms. Hitchcock pointed out
was the screening of the parking. It is being propose to put a 3-foot cedar fence along the
frontage of Maple Street. They are not proposing any sidewalks on the public streets. They are
not in the City of College Station Master Plan but with the new Northgate Ordinance passage, it
will be require. Mr. Galindo asked about two different signs but since staff has not review the
signs, Commissioner Kaiser recommend we come back to it later. Commissioner Kaiser asked
Ms. Hitchcock if the items in the staff report were the items to be discussed. Ms. Hitchcock
stated the two main items that needs to be discussed is the mailbox placement and the discussion
of sidewalks. Commissioner Kaiser asked the applicant about the mailbox placement. Mr.
Galindo stated the idea is to keep the cluster type box the post office provides and the location
will be determine by the post office near the entrance he presume. Staff Planner Hitchcock stated
that the mailboxes, according the Northgate Guidelines, The Master Plan, and the Ordinance, it

thematically consistent with the brick.

a cedar 3-foot fence is being proposed . Ms Hitchcock state the ordinance allows the fence to be
planting spot ms or structural elements. Mr. Galindo stated that the idea is to minimize the
maintenance to an easement. Mr. Galindo stated they are limited to amount of trees that can put
in. The wall would require less maintenance than the brushes. Mr. Galindo stated they will
begin the wall at the tangent points where it curves on the property line as close to the driveway
as possible. Commissioner Kaiser asked historically what has been done with this type of

but it is at the Board's discretion. NRB Member Abbott stated that the board has approved a
fence with brick columns with cedar infield between the brick columns. Mr. Joe Courtney stated
that the Skypalas is wanting use what is already been used on the Tradition Dorm. Ms.
Hitchcock asked if the brick columns will be at each end or at different intervals? Ms. Ruiz
asked the Board if there is a specific feet of spacing you would like to see? NRB Member Abbott
recommended the intervals of 8 to 20 feet with 4-feet columns, which would be taller than the
fence. Commissioner Kaiser if there was anything else to dicuss. Ms. Hitchcock stated that
sidewalks needed to be considered. Ms. Ruiz stated that with streets without curbs and gutters
the Maple Street the four-plex will be built on, you will not see sidewalks.
NRB Member Abbott made the motion to approve as submitted with the consideration of the
fence being brick pillars with cedar fencing in between the pillars; location of the mailbox to be
worked out the post office with estatics consideration matching the existing architectural
character and review by staff. Commissioner Williams seconded and passed 3-0. The
consideration is sidewalk is being forego at this time due the under time when the city will put in
the sidewalks.
