HomeMy WebLinkAbout00071678STAFF REPORT Prepared by: Ted Mayo, Engineering Date: January 08, 2002 Email: tmayo@ci.college-station.tx.us Item: Discussion, and possible action on a PRELIMINARY PLAT for the CASTLEGATE SUBDIVISION SECTION 9; CASTLEGATE DRIVE AND VICTORIA AVENUE consisting of 19.36 acres located north of Greens Prairie Road and west of proposed SH 40. (1-500242) Applicant: WALLACE PHILLIPS FOR GREENS PRAIRIE INVESTORS, LTD. Staff Recommendations: Staff recommends approval of the preliminary plat as submitted with the condition that acceptable (all weather) additional temporary vehicular accessways be provided as shown on the Temporary Emergency Accessway Plan submitted December 19, 2001 until permanent public access is provided by way of Victoria Avenue either to the east or the west. Item Summary: The applicant is proposing to develop Section 9 as single family residential (54- 0.17 ac. avg. lots) in accordance with the PD-H criteria approved with rezoning from A-O to PD-H by the CITY COUNCIL December 06, 2001. The majority of the surrounding property is zoned A-O, Agricultural Open, and vacant, with the remaining property part of the existing Castlegate Subdivision and already zoned PDD-H. Section 9 includes several changes from the City's normal criteria for R-1 zoning. Castlegate Drive will be extended as a minor collector with 36' pavement and a 4" mountable curb versus the normal 38' pavement with a 6" vertical curb. An 8' concrete trail will be constructed along the east side of Castlegate Drive in a 36' open space reserve in lieu of the normal 4' sidewalks on each side of the roadway in the 60' right of way. Victoria Avenue will be constructed as a minor collector street with 38' pavement, 6" vertical curbs, 4' sidewalks on each side and 70' right of way versus 60' normally required. Building setbacks will be reduced from 25' to 20' in front; 25' to 20' in rear and 7.5' to 5' on the sides. Minimum lot sizes will be 50'x 110'(5,500 S.F.) versus 50'x 100' (5000 S.F.) The PD-H criteria for Sections 7 thru 13 (111.46 acres) proposes to dedicate 5.3 acres of greenway east of Castlegate Drive and a 5.6 acre park with pond just west of Castlegate Drive. Comprehensive Plan Considerations: The proposed density of 3 dwelling units per acre is in compliance with the Land Use Plan which shows a density of 3-6 dwelling units per acre and the Master Development Plan with a density of 3- 4 dwelling units per acre. The proposed development complies with the current Thoroughfare Plan which shows Victoria Avenue and Castlegate Drive as minor collectors. Parkland dedication has been addressed in previous submittals. The details of the proposed 5.6 acre park with pond will be finalized with Section 7 development. Open space dedication will be addressed with the development of the areas east of Castlegate Drive and South of Victoria Avenue. This submittal complies with the City's Subdivision regulations. Item Background: The area was annexed in 1995. An initial Master Development Plan for the 735 acre Crowley Tract was approved in 1997 then modified in 1998. In 2000 development of the west 350 acres of the Crowley property was begun with approval of rezoning of 162 acres to PDD-H followed by approval of a Master Preliminary Plat for the 350 acre Castlegate Subdivision. To date eight subdivision final plats have been approved covering the initial 162 acres. Commission Action Options: The Commission has final authority over the preliminary plat. The options regarding the preliminary plat are: ■ Approval with conditions; ■ Approval as submitted; ■ Denial; ■ Defer action only at applicant's request; or, ■ Table only at applicant's request. Copy of Preliminary Plat INFRASTRUCTURE AND FACILITIES Water: The existing water system will be extended in accordance with the master plan approved in 2000. Sewer: Service will be extended from the City's 15" impact fee sewer main at Castlegate Drive. Streets: Castlegate Drive will be extended to Victoria Avenue and approximately 900' of Victoria Avenue will be constructed with this development. Local streets will consist of two Cul-De-Sacs and one 325' local street section. Drainage: Compliance with the Drainage Ordinance will be verified. A regional detention pond was built previously just west of SH 6 and provides detention for this development. Flood Plain: There is no 100 year floodplain in Section 9. Impact Fees: Impact fees for sanitary sewer in the amount of $349.55 per dwelling unit will be due at the time of filing of the final plat. NOTIFICATION: None required.
