■ Animal care facilities.

October 22, 1998.)
■ Boarding kennels (public).
■ Carting, crating, express storage.
■ Farm implement sales (new or used), storage,
repair.
■ Garden (including greenhouse), for commercial
purposes.
■ General merchandise warehouse.
■ Hardware (industrial sales).
■ Lumber and building material sales and storage.
■ Monument sales.
■ Machine shop.
■ Sheet metal fabrication shop.
■ Sign shop (painting, manufacturing).

I hope this is helpful. Please call me if you have further questions (764.3570).
1. C-2 is less restrictive than C-3. The property would be open to a wider array of commercial uses in C-2
than in C-3. If you need lists of the uses, please call 764.3570 and ask one of the women that answer the
phone to fax them to you, or you may come by City Hall and request them.
2. As part of the new buffer ordinance passed by Council earlier this year, any commercial development
on the subject property will be required to erect a masonry, concrete, or EFIS wall on the property line that
is shared with residential. They will also have a distance and planting requirement.
3. I'm not sure if you mean the wall or the rezoning. If you would like to oppose the rezoning, you may let
me know, write the P&Z Commissioners and Council members (in care of me at Development Services),
and/or come to the public hearings and speak up against it. As for the wall, I would have to research that
further. Please be aware that even if the property is not rezoned, the city will require any business that
moves onto the property to conform to the buffer ordinance.
4. 1 have not seen the construction plans, but as mentioned before, the buffer ordinance will require any
commercial development to place a wall on the common boundary line.
5. If the rezoning goes through, the property would be able to develop as any use permitted in C-2.

Hope Tuesday is treating you well. I talked to some people on the
Edelweiss Homeowners Ass Board and it looks like Monday afternoon would be
the only time for a majority of members to be there. In leu of that, I was
hoping that I could ask you some questions with a few emails and then
disperse the information that way.
These are the first few questions that come to mind concerning the
rezoning issue and the specific building that might go into that location.
1 - What effects would having C2 rather than a C3 zoning have on this area?
2 - Is it true that the fence of the plumbing supply company will butt up
right against the current property line?
3 - How can we oppose this?
4 - A homeowner went to city hall and was given a copy of the construction
plans. From what we can tell, it looks like the fence of the building will
butt right up to the current property line, is that true?
5 - If re-zoning does go through, can the plans can be changed anyway?
As you can see, some of the questions deal with the re-zoning issues, some
deal with the actual building going in. Thanks for your help with this and

It has come to the attention of the Covenant Presbyterian Church that the Planning and
Zoning commission has approved a request for a zoning change for the Edelweiss
Business Center on Wellborn Rd. to permit the construction of a plumbing supply
business. It is our understanding that this matter will come before the City Council at its
meeting on January 10, 2002. The Session (the governing body) of the Covenant
Presbyterian Church opposes the zoning change for an industrial business at this
location. It does so for several reasons.
Covenant moved from its previous location on Church St. because it had been engulfed
by incompatible businesses which had a detrimental effect on its growth and
development. Several million dollars were invested in new facilities at 220 Rock Prairie
Rd. because it provided a desirable neighborhood setting for our mission,and we would
no longer need to be concerned about incompatible business neighbors. The Edelweiss
community is a wonderful part of the city, and we have found the people to be extremely
receptive to the activities of our church. There are several acceptable commercial
enterprises around us, i.e., convenience store, floral shop, real estate developer, new
dance studio, etc. which are all compatible uses in this area.
The start of an industrial business in the area would begin a pattern of further industrial
development along Wellborn Rd. and adjacent to Edelweiss property owners as well as
the property of the church. Hopefuily, further development of properties will be
consistent with the original planning for this area. It is not as if there are not suitable
sites for industrial locations in close proximity to the location in question. The west end
of Graham Rd. already has several industrial businesses and would be a logical place
for a plumbing supply firm to locate.
The Session of the Covenant Presbyterian Church requests that the integrity of this
neighborhood be protected through the disapproval of this re-zoning recommendation.

I am the Association secretary and speak the following on behalf of the
elected board of directors.
We currently represent more than 600 homeowners and we are still growing.
We have been elected to act in the best interest of these homeowners. In
regard to the re-zoning of the Wellborn Property, we would like to express
our deep concern and opposition.

Dear Mayor,
Tomorrow night we will be meeting requesting you not allow the proposed re-zoning of Wellborn Rd to
occur. As a homeowner, I feel, this would adversely affect my neighborhood, if passed.
I am a homeowner in Bernburg Court. My wife and I moved here just this past April. I was elected to
the Edelweiss Estates Homeowners Assoc. in August. I take pride in my community. In past communities
we have lived I was a Reserve Police Officer. I held an Advanced Texas Commission until disabilities
forced me to surrender my license. I was a Captain on our local volunteer fire department, until; again due
to disabilities, we sold our home and moved from the area. I support my community.
Before we attend this meeting, I would ask you to vote against this proposal when presented to you.
Since this is a plumbing supply business, I request you poll members of the council to avoid any conflict of
interest that may occur to any member of the council who may use such a place in their business.
When we went to the P & Z meeting, I thought that the final (of the 3 votes) necessary to pass this
was 4-3. 1 believe the paper stated it was 5-2. But the fact remains the same. It took three votes to get it to
your agenda tomorrow night.
We as a whole (Edelweiss HOA) ask you to vote against this issue with prejudice, or with exception
to avoid having this issue before you again next month. We have previously submitted signatures of 100%
of the property owner/residents who's property border the proposed site.

Dear College Station Mayor and Council.,
My name is Phil Wade and I am the President of the Edelweiss Homeowners
Association. I write to you today to express my feelings on the vote to
rezone the 2.5 acres along Wellborn Road next to Shadow Rock Pet Resort.
My concerns are as a homeowner and as the President of the Association.
work for Universal Computer Systems and moved here with their expansion
into College Station in February of 1997. 1 want my neighborhood to
maintain a reasonable value in the upcoming years and not turn into a
second-rate neighborhood. My commitment to the Association is to provide
insight and guidance to keep that from happening.
I believe that it is in the best interest of Edelweiss Estates that the
zoning for this area remains classified as C3. I do not think the
developer originally intended for this area to be zoned any
differently. The businesses currently in the area are neighborhood service
type businesses. The proposed business for this lot would not be focused
toward the established community, but toward future housing developments.
If the proposed zoning change passes, I fear that more zoning issues will
arise for the same area. More businesses will try to get in on the
action. I cannot condemn the developer for trying to make a sale, but I am
concerned about the type of business that may move in.
The state highway 40 expansion will make Wellborn Road a major artery for
College Station. People are saying that Rock Prairie Road will be the
center of town by the end of this decade. Placement of a plumbing supply
in this location just does not fit.
I spent most of my life growing up in one of the fastest growing counties
in the country Fort Bend County, Sugarland and Stafford to be exact. I
saw barren farmland molded into thriving communities. Subdivisions of
homes bordered by shops and stores centered on the homeowner, not the
builder. To this day I am still impressed how well those subdivisions look
today.
I spent the holidays in North Dallas - Lewisville, Carrollton and Plano. I
found myself trying to find a situation such as the one Edelweiss is
currently facing - an established neighborhood within 25 feet of a

distributor type business. I saw commercial parks that housed
distributors, warehouses and suppliers but not a situation such as the one
facing the Edelweiss neighborhood. There is a commercial park on Graham
Road from Wellborn Road to College Station Middle School. Why not build
there?
Please consider my concerns when addressing the rezoning issue. The
families and the homeowners are working hard to make, and keep, our
neighborhood a nice part of town. We just do not believe the rezoning fits
with our goals.

Dear Mayor,
Tomorrow night we will be meeting requesting you not allow the proposed re-zoning of Wellborn Rd to
occur. As a homeowner, I feel, this would adversely affect my neighborhood, if passed.
I am a homeowner in Bernburg Court. My wife and I moved here just this past April. I was elected to
the Edelweiss Estates Homeowners Assoc. in August. I take pride in my community. In past communities
we have lived I was a Reserve Police Officer. I held an Advanced Texas Commission until disabilities
forced me to surrender my license. I was a Captain on our local volunteer fire department, until; again
due to disabilities, we sold our home and moved from the area. I support my community.
Before we attend this meeting, I would ask you to vote against this proposal when presented to you.
Since this is a plumbing supply business, I request you poll members of the council to avoid any conflict
of interest that may occur to any member of the council who may use such a place in their business.
When we went to the P & Z meeting, I thought that the final (of the 3 votes) necessary to pass this
was 4-3. 1 believe the paper stated it was 5-2. But the fact remains the same. It took three votes to get it
to your agenda tomorrow night.
We as a whole (Edelweiss HOA) ask you to vote against this issue with prejudice, or with exception
to avoid having this issue before you again next month. We have previously submitted signatures of
100% of the property owner/residents who's property border the proposed site.

Yes, it was master planned before the first lots were constructed. (I think in '94 or so.) Anyway, as part
of that master plan, they zoned the property C-3 and proposed a landscape buffer between the
commercial & residential development.
FYI -this rezoning has been rescheduled for the 1/10 Council Meeting. We found out just yesterday that
the Eagle published the ad for the 12/20 meeting incorrectly. (They ran the P&Z ad twice instead of the
Council ad.) We have notified the applicant as well as several homeowners that have e-mailed us about
this case. We're in the process of sending out letters to surrounding property owners, publishing the
correct ad in the Eagle and calling some of the neighbors that spoke at P&Z.
