This particular project is located in one of the City of College Station's Special Districts, specifically -
Northgate. All projects in the area proposing any changes to a building exterior are required to go before
what is referred to as the NRB. This Board is actually a Design Review Board, which is a subcommittee
of the larger Northgate Revitalization Board. This Board does have quite a bit of discretion especially
over aesthetic issues such as colors, materials and screening.
In September of this year the NRB first heake applicant's request for approval of exterior changes.
Approval was granted with some conditions. Please see attached meeting minutes for more specifics.
After the meeting, the developer proceeded with project development. As site inspections occurred staff
became aware that the signage on the front of the building had blue cans (the sides or edges of the letters)
with the letters being red. Staff understood from the NRB meeting that the intent of the motion was that
all surfaces of the lettering Dominoes should be either red or maroon. Staff then advised the developer
of the options available, either to comply with the intent of the motion, as staff understood it, or to return
to the Board for them to clarify the intent.
Please be aware that there is one other outstanding issue. As discussed at the previous meeting, since the
mechanical equipment extends more than a foot above the existing parapet wall, additional screening is
required. The applicant's proposal for screening does not appear to be opaque enough to satisfy the intent
of a screening requirement. This issue will need to be addressed by the Board.
Staff has issued a temporary certificate of occupancy, which expires on 12-29-01, conditional upon the
developer either complying or returning to the Board. If they choose to return to the Board, they will be
given a reasonable amount of time to comply after the meeting.

SUBJECT: Domino's Pizza: Discussion and consideration of proposed signs for Domino's
Pizza Restaurant to be located inside of the existing University Bookstore at 409
University Drive in Northgate (01-202)
The NRB held a meeting on Wednesday, September 19, 2001 to review the above-
mentioned project. Ms. Jimmerson began the discussion by stating the items that need to be
considered. The items are as follows:
1)Doors
a) the addition of a door to the front of building and whether it is in harmony
with the remainder of the store front
b) a new door at the back of the building - staff recommends if an awning or
cover is placed over the door it should match the one on the existing rear door
2) Signs
a) pedestrian oriented sign underneath the awning
b) sign over the top of the awning
c) sign at the edge of building
NRB Member Abbott stated that he agree with staff that if the applicant installs an
awning it should match the existing awning. Mr. Cranshaw, the applicant, added that they would
be putting in a concrete pad at the back door as well.
Commissioner Floyd began the discussion about the front of the building. Commissioner
Kaiser asked about the consistency of the neighboring signage. Mr. Cunningham stated there is
not consistency with their neighbors. NRB Member Abbott's main concern with signage is if it
is eternally illuminated or illuminated by floodlights. Commissioner Floyd reminded the

committee as far as signs that they have the authority to decide what colors to use and not to use.
Commissioner Floyd stated he would not support backlit signs or the arch in the sign Domino's
is proposing. NRB Member Abbott referred to the Northgate Design Guidelines that state that
individual shop signs in a single storefront should relate to each other in design, size, color, and
placement on the building lettering style. NRB Member Abbott also mentioned from the
guidelines that plastic illuminated and greater thanl4-inch lettering is discouraged.
Commissioner Trapani moves approval of signage with individual letters with non-
internal lighting along with the acceptance with the logo with no arch. Commissioner Kaiser
seconded. Commissioner Floyd clarifies Commissioner Trapani's motion of having individual
letters with no red line or blue background. Ms. Jimmerson asked what colors the letters may be.
Commissioner Trapani suggested the letters be white to stand out. Mr. Cunningham stated they
usually use red letters. Mr. Cunningham made it known that the motion will affect his business
negatively but they will comply with what the Board recommends. Commissioner Floyd restated
the motion. The sign may include the pizza box and the word Domino's may be
either red or maroon. The materials for the sign will be of the same material as the
lettering as University Bookstore sign. The motioned passed 5-0
Commissioner Floyd went on the next item of the front door. NRB Member Benning
motioned to accept the front door as planned. Commissioner Kaiser seconded and it passed 5-0.
Commissioner Kaiser moves for the approval of the sign on the east side of the building
to be consistent with the sign on the front of building. NRB Member Benning seconded and the
motion passed 5-0.
Ms. Jimmerson brought up two more items to be reviewed on which are the pedestrian
sign and the screening of any mechanical equipment on the roof. Mr. Cranshaw stated that there
will be one air conditioner unit and it will be visible. Commissioner Floyd along with the other
Board members asked if the applicant could move the air conditioner further back on the building
rooftop. NRB Member Benning made the motion for screening to be required if the unit is seen
across the street sticking out more than a foot in height. If it is seen a foot or less from across the
street, no screening is required. Commissioner Kaiser seconded and it passed 5-0.
The last item to be discussed is the pedestrian sign. Commissioner Trapani made the
motion to accept the pedestrian sign. NRB Member Benning seconded. Commissioner Kaiser
stated that there was an inconsistency with the sign being eternally illuminated. NRB Member
Benning withdrew his second. NRB Member Benning made the motion to accept the eternally
illuminated pedestrian sign and for it to have the same dimensions and style as the existing Wells
Fargo sign and for it not to extend the length of the roofline. Commissioner Trapani seconded
and it passed 4-1 with Commissioner Kaiser voting against.

Subject: I'm not sure who keeps tract of this, but....
for the temporary C/O for Domino's on University, they have complied with the requirement for screening
the roof equipment. It's not beautiful, but it does function as intended.
