The subject property is located at the corner of Longmire and Ponderosa Drive. It's a 2.70-acre tract on which the applicant hopes to develop a sign company. Slide 3 (C-1 & C-2 uses) C-2 Commercial, Industrial zoning would allow the applicant to open a sign business on this property. Slide 4 (Graphic) The applicant is requesting this rezoning at this location because he feels there is unique access to the by-pass. The access is attained indirectly from the north at Deacon Dr. and the south at Rock Prairie Rd. C-2 zoning would also allow uses ranging from offices and hotels to retail stores and filling stations. Comprehensive Plan Considerations: The subject property is shown on the Land Use Plan as Industrial R & D. This area has been developed as Light Industrial and Retail Regional, which complies with the Land Use Plan. The subject property would have access to Longmire Drive, which is a major collector. Major collectors are designed to carry 5,000 to 10,000 vehicles a day, which is sufficient to handle this C-2 zone. Staff believes the impact of the C-2 zoning, will have a minimal effect on traffic in the area. (Briefly Point Out Surrounding Uses) Utility demands will not be unreasonably increased as a result of the C-2 zoning in the proposed location. Utilities for the commercial development were planned for the appropriate intensity of the use. Slide 5 (options) The Commission has several options when considering this request. You may recommend to Council to: 1. Approve the rezoning 2. Approve it with conditions 3. To authorize a less intense rezoning or 4. Deny it You may also 5. Table or 6. Defer action on it. There has been one letter sent in on this item. They were for the rezoning, they were concerned about screening of outside storage for a sign company & Building materials I would like to go ahead and address this screening issue now by saying ...That this would be handled at the site plan stage, and our ordinance would not allow just a chain link fence for screening of storage. At the very minimum, an outside storage facility would have to put up a solid wood fence at a minimum height of 6 ft, and we also have the new buffer ordinance that would require a minimum of a 5 ft. landscape buffer with required plantings. As for as the building materials..... Request for standard zoning districts like C-2, we would not advise attaching conditions regarding building materials. The ordinance does notes vide for placing those types of restrictions. If the Commission VW interested in something like this, then you would probably need to table this item for staff and council to do further research. May I answer any questions? ~WA . They would need to rezone under the current ordinance as well as under the new UDO. The current staff isn't quite sure how or when these uses were put into place.
