(1-500235) Item Summary: The subject property is currently zoned C-1, General Commercial. At this time the applicant is requesting C-2 Commercial - Industrial. The subject property is bound on the North, West and East by C-1 Commercial Development, and C-2 Commercial-Industrial to the South. The existing commercial businesses on the adjacent C-1 properties consist of a lumberyard, large electric company, mini storage facilities and home building office. The existing commercial businesses on the C-2 properties consist of a retail business and gymnastics center. The rezoning of this property to C-2 is appropriate and in line with the Comprehensive Plan and with the existing development in the area. The applicant is requesting this rezoning at this location because he feels there is unique access to the by-pass. The access is attained indirectly from the north at Deacon Dr. and the south at Rock Prairie Rd. The landowner hopes to use the property for a sign company. C-2 zoning would also allow uses ranging from offices and hotels to lumber and building material sales and storage, animal care facilities and filling stations. Comprehensive Plan Considerations: The subject property is shown on the Land Use Plan as Industrial R & D. This area has been developed as Light Industrial and Retail Ripgional, which complies with the Land Use Plan. Sign Source would have access to and from Longmire Drive, which is a major collector. Major collectors are designed to carry 5,000 to 10,000 vehicles a day, which is sufficient to handle this C-2 zone. Utility demands will not be unreasonably increased as a result of the Sign Source moving into the proposed location. Utilities were planned for the intensity of this zone. Item Background: The subject property was annexed at two different times. The western portion of the tract (Block 18, Lots 18,19, & 20) was annexed in 1974. The eastern portion was annexed in 1971. The property was platted in January of 1977 and filed February 4, 1977. Budgetary and Financial Summary: N/A Related Board Actions: The Planning and Zoning Commission reviewed this request on October 18, 2001 and recommend approval. Meeting minutes are attached. Staff Recommendation: Staff recommends approval of the rezoning. Council Action Options: 1. Approval of rezoning as submitted. 2.
