(1-500235) Applicant: Grant Barnby Staff Recommendations: Staff recommends approval of the rezoning to C-2. Item Summary: The subject property is currently zoned C-1, General Commercial. At this time the applicant is requesting C-2 Commercial - Industrial. Given that this property is bound on the North by C-1 commercial development, such as mini storage facilities, and R-5 developed as town homes/duplexes, and Sarah Drive, with undeveloped C-1 property to the east and the Highway 6 Frontage Road, on the west is Longmire Drive, across Longmire is existing Commercial, such as a lumber yard and electric company and to the south is Ponderosa Drive fronting C-2 exiting commercial development, being retail. The rezoning of this property to C-2 is appropriate and in line with the Comprehensive Plan and with the existing development in the area. The applicant is requesting this rezoning at this location because he feels there is unique access to the by-pass. The access is attained indirectly from the north at Deacon Dr. and the south at Rock Prairie Rd. The landowner hopes to use the property for a sign company. C-2 zoning would also allow uses ranging from offices and hotels to retail stores and filling stations. Comprehensive Plan Considerations: The subject property is shown on the Land Use Plan as Industrial R & D. This area has been developed as Light Industrial and Retail Regional, which complies with the Land Use Plan. Sign Source would have access to and from Longmire Drive, which is a major collector. Major collectors are designed to carry 5,000 to 10,000 vehicles a day, which is sufficient to handle this C-2 zone. Staff believes the impact of the Sign Company on traffic in the area will be minimal. Utility demands will not be unreasonably increased as a result of the Sign Source moving into the proposed location. Utilities for the commercial development were planned for the appropriate intensity of the use. A Sign Company use in this area will not exceed the development's utility capacity. The western portion of the tract (Block 18, Lots 18,19, & 20) were annexed in 1974. The eastern portion was annexed in 1971. The property was platted in January of 1977 and filed February 4, 1977. Commission Action Options: The Commission acts as a recommending body on the question of rezoning, which will be ultimately decided by City Council. The Commission options are: 1. Recommend approval of rezoning as submitted; 2. Recommend approval with physical conditions that will mitigate negative impacts; 3. Recommend a less intense zoning classification; 4. This line comes off of the 12" line along Longmire. This should be sufficient for proposed uses. However, the subdivision of the property will cut-off direct access to the water line, except by way of the rear easement. This poses no real problem. Sewer: There is a 6" sewer in the rear easement along the property boundary. This should be sufficient for proposed uses. Streets: This property has approximately 350 feet of frontage on Ponderosa Drive, and 298 feet of frontage on Longmire Drive. Longmire is classified as a major collector on the Thoroughfare Plan. Sidewalks: There are existing sidewalks along Longmire and Ponderosa. Drainage: This project will need to comply with the City Drainage Ordinance at the time of the Site Plan review.
