Mr. Vogel:
As we have discussed recently, our client would like to have his curb cut locations for this site
COrnfirmed, so site plasining/site design can get underway.
On SOULhwe;st Parkway, we propose to construct driveways centered on the Allen Ronda
driveways across the street, approximately 225 feet and 5 10 fe et from the intersection with the
Earl Rudder freeway frontage road, as indicated on the accompanying sketch.
On the frontage road, we propose to place it driveway 230 feet from the intersection, and another
spaced an additional 230 Beet from the first. 13ascd on air photos, this last driveway will be
approximately 250 feet from the painted gore on the Earl Rudder Freeway entrance ramp. For
comparison, a similar situation is seen on the Highway 6 frontage road between Rock Prairie and
Birmingham in front of the Kroger Sapercenter.

Thank you for contacting me regarding the driveway locations for the above referenced property. For
the purpose of review, you have proposed four driveways. Two of the driveway locations are on
Southwest Parkway and the remaining two driveway locations are on the SH 6 West Frontage Road.
The two driveways on Southwest Parkway are spaced approximately 225 feet and 510 feet from the
intersection with the SH 6 West Frontage Road and are aligned with the Allen Honda driveways on
the north side of Southwest Parkway. The two driveways on the SH 6 West Frontage Road are
spaced approximately 230 feet and 475 feet from the intersection with Southwest Parkway.
I will support the two driveway openings on Southwest Parkway. Although they do not meet the
desirable spacing set forth by the "Driveway Access Location and Design Policy", you have planned
for them to align with driveways across the street and maximize safety.
I will not support the two driveways as planned on the SH 6 West Frontage Road. Based on the
"Driveway Access Location and Design Policy", the freeway frontage road is considered a major
arterial for the purposes of driveway spacing and design. Therefore, the minimum spacing between
these driveways and Southwest Parkway should be 275 feet, while the desirable spacing is 350 feet.
You referenced the driveway locations along the SH 6 West Frontage Road between Rock Prairie
Road and Birmingham Road as a similar situation. I disagree for several reasons. First of all, the
Rock Prairie Crossing development has approximately 1000 feet of frontage along the frontage road
as compared to about 650 feet for this development. Second, although the spacing of the driveway
closest to Rock Prairie Road does not meet the driveway ordinance requirement, the spacing between
this driveway and the second driveway is about 470 feet, exceeding the desirable spacing.

I called David McSpadden about his concerns with the buffer requirement that was placed on the property
as part of the approval of the C-1 zoning back in 2001. The ordinance does not reference any buffer
requirement, however the Council minutes show that the City Council added a condition to the rezoning
ordinance that states " add a buffer adjacent to the existing residential area as part of the beginning
process." The Council was not specific on the type of buffer (fence, landscape, etc.) and was not specific
on when in the beginning of the process the buffer should be installed. I don't believe that it is practical to
have the plantings installed in the beginning of the construction process because of potential damage to
the landscaping. I believe that our compromise with Mr. McSpadden meets the intent of the Council's
condition on the rezoning.

this area prior to pouring the parking pad. The actual landscape will be installed as soon after

Thank you for your assistance and understanding in clearing the way for us
to proceed in an orderly and logical manner with the Holiday Inn project in
College Station..
I do have one clarification that I would like to make. First, this is
approximately an 11 month project that will be in process from approximately
August 1 to July of 2005. There will be irrigation sleeves installed prior
to the installation of the paving and curbs. We will begin irrigation and
permanent landscaping of the project and the subject buffer area next spring
when the heavy construction has subsided and we can maintain the landscaping
in the manner we would all like to see. The orange "snow" fencing you have
suggested will be in place up until that time.

RE: Driveway Locations, 5.12-acre tract on Southwest Pkwy. for Texas Hotel Management
You have proposed two driveways on the SH 6 West Frontage Road. The proposed spacing for the
first driveway is 275 feet from Southwest Parkway, while the second driveway is 275 feet beyond the
first. I have reviewed this request in reference to the Driveway Access Location and Design Policy
and the Texas Department of Transportation's (TxDOT) Operations and Procedures Manual. The
proposed spacing meets the minimum requirements of the City's policy and also meets TxDOT's
requirement.
I will agree to the driveway locations with one condition. The condition is that the developer grants
an access easement to the adjacent property to the south. This will minimize the number of driveways
along the frontage road between Southwest Parkway and Krenek Tap Road.
