The City Planning Engineer has calculated the proposed traffic loads for both Drake Drive and Waterdog Trail. Whereas, neither of these streets needs to entirely be a Collector, in and of itself, the first portion of Drake does. Please expand the ROW width to the intersection of Drake and Waterdog. 2. In addition, the lots which front the first portion of Drake should share access (Lots 1, 2, 3, and 4; Block 1). Please advise with any questions, cc> MEMORANDUM November 19, 2001 TO: Planning and Zoning Commission FROM: Spencer Thompson, Dev Serv, Eng Email: sthompson@ci.college-station.tx.us SUBJECT: MASTER PRELIMINARY PLAT for DUCK HAVEN SUBDIVISION (MPP) Item: Discussion and possible action on a MASTER PRELIMINARY PLAT for DUCK HAVEN SUBDIVISION (MPP), consisting of 122 single-family lots and a modular home park located along FM 2154 (Wellborn Road), south of Wellborn in the City's ETJ. (1- 500205) Applicant: KLING ENGINEERING & SURVEYING Staff Recommendations: Staff recommends approval with Staff comment as follows: • Lots 1, 2 and 3 of Block 1 share a single access point by way of an access easement. Item Summary: The Master Development Plan (MDP) for Duckhaven was approved by the P&Z 12/7/00. This Master Preliminary Plat is in accordance with the MDP. Upon review of the preplat, Staff requested that the street section from the entrance to the split of Drake and Waterdog streets be widened to a Collector section. In addition to this, Staff also requested that the lots fronting this area obtain access by way of a single access easement. Rather than 3 separate drives out into this busy section of the roadway there would be only 1. Phase 1 of this development will consist of 1-acre minimum lots, each to provide on-site sewage facilities. Later Phases will consist of smaller lots. A wastewater treatment (package) plant will be constructed to serve these lots. The site for the plant is the southeast corner. The Development is also planning for a Modular Home Park in Phase 5 in the southwest portion. Access to the Development will be from FM 2154 across the railroad tracks. The Developer is constructing a full crossing to serve the homesites. The City Transportation Planner has determined that when the Subdivision is built-out the first section of this roadway will function as a Collector and needs to be built as such. The other streets will be residential. The Developer has designed Drake Drive to go through the Subdivision by way of Gadwall Lane to the south.
