HomeMy WebLinkAbout00071522MEMORANDUM September 26, 2001 TO: Planning and Zoning Commission FROM: Spencer Thompson, DevServ, Engineering Email: sthompson@ci.college-station.tx.us SUBJECT: FINAL PLAT for KTH COMMERCIAL ADDITION(FP) Item: Discussion and possible action on a FINAL PLAT for KTH COMMERCIAL ADDITION(FP), consisting of 2 lots on 10+ acres. (1-500206) Applicant: KERR SURVEYING Staff Recommendations: Staff recommends approval as submitted. Item Summary: The subject property is located on Highway 6 between the Shenandoah Subdivision and the Crowley Tract and is abutted by unplatted, undeveloped land. The surrounding properties are zoned R-1 Single Family Residential and A-O Agricultural Open. A portion of the subject property is zoned C-1 General Commercial and the other portion zoned M-1 Planned Industrial. This area was annexed into the City in 1983. The Master Development Plan for this area was approved by the Commission 7/5/01. As shown on the plat, there is an access easement from SH 6 to the rear lot through Lot 2 and a cross access easement from Lot 2 to Lot 1, as Lot 1 will not be granted a separate access to SH 6. According to the Applicant, a church is proposed for construction on Lot 1. Lot 2 includes an existing commercial building and an unfinished residential structure. Comprehensive Plan Considerations: Land Use Plan: The Land Use Plan shows this area to be Single Family Residential Medium Density (3-6 dwelling units/acre). Although the zoning districts of this plan do not allow residential use, they are existing and were enacted before the current comprehensive plan was adopted. Thoroughfare Plan: The property has frontage on Highway 6, a Freeway and Expressway on the Thoroughfare Plan. The approved Master Development Plan showed a future major collector, Decatur, running along the rear of one of the properties. This road will run from Southern Plantation, through the proposed Crowley Development to Greens Prairie Road (proposed State Highway 40). To comply with the Driveway Ordinance, Lot 1 will receive access from the existing curb cut and driveway of lot 2. The cross access easement extends across the front of the properties. Utilities are sufficient for development in this area. Lot 1 will tie-in sewer to the lift station adjacent to Lot 2. Lot 1 is in the 97-01 Sewer Impact Fee Area and impact fees are due to be collected. However, due to the fact that the sewer will not be tying into the 97-01 line, the fees will not be collected at this time. It must be noted that the City is planning to eliminate all lift stations. Therefore, if the sewer is rerouted to the 97-01 line in the future, the City may collect the Impact Fee. The following page is a list of staff review comments detailing items that need to be addressed. Please address the comments and submit the following information by Monday, September 24, 10:00 a.m. to be placed on the next available Planning and Zoning Commission meeting scheduled for October 4, 2001, 7:00 p.m. in the City Hall Council Chambers, 1101 Texas Avenue. Ten (10) copies of the revised final plat; and, One (1) Mylar original of the revised final plat with the appropriate signatures.
