Dear Natalie Ruiz:
I am writing you to follow up on information from the Westin pre-development meeting of August 16,
2000. At the conclusion of this meeting, it was my understanding that there were some issues that you
would have to research. They are:
How was the adjacent city property funded to determine if a shared detention facility is possible?
How the proposed Coastal Dr. extension will effect the existing detention facility for CSMC?
Shape and configuration of proposed Coastal Dr. right of way extension from Rock Prairie Rd. to
Graham Rd. This information is needed for CSMC Board of Trustees to consider land reserve.
Future participation by CSMC for right of way improvements on Coastal Dr. extension
Current update on Capital improvement funding for Coastal Dr. extension.
I am requesting this information to present at the Board of Trustees meeting on November 28, 2000.
We anticipate submission for modification of Conditional Use Permit at the first of the year. The
information requested will effect that submission.

Re: ROW purchase
As you know several of the "capital" projects included in the 1998 bond authorization were for acquisition
of ROW. Although I don't believe that this was one. It would not be difficult to do this rather than another
that isn't yet moving. We would have to change the focus and make sure that Tom and the council agree
with redirecting the funds. Seems logical to me.

The Med is planning an expansion to the area between their current facilities and Southwood Park. The
ROW for the possible extension of the PUD road through to Rock Prairie Road is part of this development.
They do not propose to build or dedicate the road and Jane says that since they are not platting, we can't
require them to dedicate.
Jane says that they will ask for dedication but they can't require it. She wants to know if we have any
funds available to offer to purchase the ROW with.

I have to attend the City Center meeting tomorrow afternoon and will not be able to attend the
predevelopment meeting on the Med.
The last time this came in Scott and I developed a alignment/ROW map showing how the extension would
impact the hospital property and how the connection would tie into Graham. I have given these maps to
Jessica and discussed them with her.
If there is no platting/replatting as part of this development, we can not require ROW dedication or street
construction. This will put us in a position of either having to buy the ROW now or allow them development
- thus killing the street. From previous meetings, I recall that we were anticipating having to buy the ROW
and that Mark Smith had found a funding source.
We need to talk about this b/f tomorrows mtg. It should only take about 10 min. Jes and I will try and round
everyone up sometime this afternoon.

Dear Ted:
Please find attached a copy of the interim site plan on the above referenced project. The planned
improvements will constitute the removal of approximately 5300 sq. ft. of office buildings and
construction of a new 2600 sq. ft. office building. Runoff from these structures drain to the existing
detention facility located in the southeast corner of the property. Since the amount of impervious cover
will decrease due to this work, no drainage improvements are recommended to the afore-mentioned
detention facility.

The following is a brief response to the staff review cominents, dated September 25, 2001, on
the above referenced project:
Planning
1) The existing maintenance and administration buildings will be demolished after
occupancy of the newly constructed maintenance building;
2) No landscaping is planned or will be disturbed due to the construction of the new
maintenance building. Landscaping and irrigation will be implemented dtuing the
construction of the proposed MOB II and associated parking lot;
Electrical
These appear to be all FYI items. I have forwarded the Interim Site Plan to Mr. Bolin and he
can obtain load data from Mr. Williamson (775-1778), the architect on the project.
Miscellaneous
As mentioned earlier, no irrigation will be installed for this construction.
