STOPPED REVIEW: Items that need to be addressed may affect the layout of the
site. The following comments DO NOT constitute a full site plan review.
Additional items needing to be addressed are likely to surface once a full site
plan review is complete.
PLANNING
Project: FRANKY'S - SITE PLAN (01-204)
1. The firelane needs to be clear at all times. Parking spaces cannot encroach into the
firelane.
2. Parking rows need to have end islands to shield the end spaces from circulation
aisles. End islands need to extend to the depth of the parking spaces adjacent to
them, 18-20 feet.
3. No more than 1134sf (approximately 7 parking spaces) of paving can encroach into
the landscape reserve (24 feet parallel to the property line along frontage) at one
time. Between each section of 1134sf should be a landscape island of a minimum
of 180sf, and there is a no encroachment line 6 feet back from and parallel to the
property line. This site does have an area adjacent to Texas Ave. that is currently
nonconforming. We would not require you to bring this into compliance, if this was
done with a previously approved site plan. However, we cannot allow the
nonconformity to increase.
4. Additional dimensions need to be provided throughout the plan. - circulation aisles,
landscape reserve line, standard parking space dimensions, etc.

1. There appears to be no changes to existing infrastructure (water, sanitary sewer,
storm sewers/drainage, and driveways); therefore I have no comments.

ELECTRICAL
1. Developer installs conduit per city specs and design.
2. Developer provides 30' of #4 rigid conduit for riser poles. Developer installs
first 10'. City installs remainder.
3. Developer pours transformer pad(s) per city specs and design.
4. Developer installs pull boxes as per city specs and design.(pull boxes
provided by the city.
5. Developer provides digital AutoCAD 14 version of plat and/or site plan.

7. Developer provides temporary blanket easement for construction
purposes.
8. Developer provides easements for electric infrastructure as installed for
electric lines (including street lights).

MISCELLANEOUS
1. Irrigation system must be protected by either a Pressure Vacuum Breaker or
Reduced Pressure Principle Back Flow Device and installed as per City Ordinance
2394.
2. All BackFlow devises must be installed and tested upon installation as per City
Ordinance 2394.

1. Date of submittal should be on plans.
2. Show ownership and zoning of parcel and all abutting tracts.
3. Add note regarding flood plain/floodway and reference FEMA map panel and date.
4. Correct the landscaping and parking calculations, they both have minor math errors.
Also, the restaurant parking requirement is 1:65 not 1:100, since you do not have a
drive-thru.
5. The shrubs used to screen the parking along the ROW will need to be able to grow
to 3 feet in height within one growing season (year) to be able to adequately screen
the parking. Do dwarf wax myrtles even grow to that height?
6. Setbacks shown do not correlate with zoning ordinance requirements, and are not
shown on all sides of the property.
7. Are the sidewalks adjacent to the building wide enough to allow for the 2-foot
parking space overhang that is required when using 18 foot parking spaces, and still
meet ADA requirements?
8. What level of disturbance will be occurring as the pumps are relocated? Will the
pavement be removed and the tanks moved? Or, will there just be small holes
created to attach to the existing tanks where they are currently located? The level of
disturbance will determine whether a development permit is required. A
Development permit would require additional information regarding grading of new
pavement, drainage and erosion control during construction etc. And since you may
be repaving, a paving specification should be included on the plan (not just
expansion/control joints).
9. Meter locations should be labeled.
10. Where are the fire hydrants? Please label.
11. It does not appear that the firelane as shown can accommodate the firetruck turning
maneuvers required. It appears that you have the room for the movements, but the
firelanes may just need to be adjusted as the truck turns.
