Staff reviewed the above-mentioned site plan as requested. The following page is a list of staff
review comments detailing items that need to be addressed. Please address the comments and
submit the following information by Monday, March 26, 2001, 10:00 a.m. to be placed on the
next available Planning and Zoning Commission meeting scheduled for April 5, 2001, 7:00
p.m. in the City Hall Council Chambers, 1101 Texas Avenue.
Ten (10) copies of the revised site plan.
I've also attached some information for presentation procedures before the Planning and
Zoning Commission. They recently changed the way information is presented at public
hearings. The applicant or his representative will present their case after the staff's
presentation and before the public hearing. This will give the applicant plenty of time to
present their case and address the Commission's questions prior to the public hearing.

This memo addresses some of the comments from the Staff Review Comments No. 1.
PLANNING
1. 24' landscape reserve line - shown on plan.
2. Shrubs to form solid screen for parking lot - shown on plan.
3. There are no easements or public utilities underthe proposed orfuture parking areas.
There is a sanitary sewer service under one of the proposed bays.
4. The wood buildings are planned to be moved prior to construction of the parking as
needed.
5. The proposed lighting is the same as the existing lighting. The lights are 400 watt
metal halide and are approx. 30' in height.
6. Labeled City limit line - shown on plan.
7. Irrigation plan added to packet - provided by Prince Irrigation.
8. No comment.
ENGINEERING
The church plans to provide detention on the property located in the County. There is an
area of existing ponding located on the property upstream of a 36" CMP culvert which
runs under March Lane. This area will be enlarged and the entry to the 36" CMP culvert
modified in orderto provide detention. The design and drainage reportwill be provided
at a later date.

RE: Covenant Family Church parking lot revisions
In the near future, you may notice that there will be a new parking lot installed at the
Covenant Family Church located at 4010 Harvey Road, at the intersection with Marcy
Lane. Ordinarily, Staff would have required review by the Planning and Zoning
Commission as the parking lot would have constituted a significant site change to a
conditional use. However, due to some misunderstandings, the site plan was inadvertently
approved without Commission action.
The site plan for the parking lot was submitted in April of this year as a site plan only, not
as a Conditional Use Permit. The reviewing Staff therefore assumed that the parking lot
was simply a requested improvement to an existing parking lot, which would not require
the Commission's approval.
In July, Staff became aware of the fact that the proposed parking lot would actually
expand the existing development and was not just a replacement of a gravel lot for an
improved lot. Due to the fact that the site plan had conditional approval, and thus any
Commission review would have been retroactive, we did not forward the plan.
We apologize for this oversight and will strive to assure that there will be no recurrence of
such an incident.
