Project: SEVENTH DAY ADVENTIST CHURCH (CUP) - (1-500180)
PLANNING
The site plan is fine, but the landscaping plan is a stop review. Additional streetscape
points should relate to the phasing. Also, plants used in an R&D buffer will not be able
to count towards points. These issues may cause some of the landscaping to be
moved around on the site, or possibly the addition of new landscaping. There will be a
full review of the next landscaping submittal.
1. FYI: It will only be necessary for parking spaces 13-25 to be 9'x 20'.
2. The complete buffer will need to be installed at one time. It is consistent for the City
to require an R&D buffer between a church and residential. This is what staff will be
recommending to the Planning and Zoning Commission. Plantings within this buffer
do not count towards meeting a point requirement.
3. When calculating the number of street trees required for streetscaping, the driveway
and sight triangles to the frontage road are the only items that may be subtracted
from the linear feet of frontage. In this case, the requirement will be 694.84 (total
frontage) - 25 (driveway) - 20 (sight triangle) - 20 (sight triangle) = 629.84 / 25 =
25.19. The site will need 26 trees to meet the requirement. Depending on their
classification, size, and condition, the existing trees at the northeast corner can
count toward meeting the street tree requirement. New canopy trees do have a
separation requirement of 20 feet, but it is not necessary for the trees to be placed
25 apart along the frontage to meet streetscaping. The trees may be moved
around, as long as they are at least 20 feet from each other and located within the
first 50 feet of the property.
4. Please calculate the additional streetscape points by phases. The points should be
added to the required landscape points and may be met through plantings
throughout the phase's area.
5. Under Phase I, canopy trees with 3.5 inch calipers are worth 300 points each.
6. In Phase 2, only 2 post oaks are shown to be unprotected.

Project: Seventh Day Adventist Church-CUP Site Plan (01-180)
PLANNING
1. The property owner described on the site plan is different than the owner on the
application. Please make the appropriate correction.
2. The last miscellaneous note on the site plan refers to a phased development. If the
church is planning on completing one phase and occupying the facility before
moving on to the next, phase lines need to be shown on the site plan.
3. Please call out the distances to the adjacent driveways and/or streets.
4. Please call out the size of the water line running along the property's frontage.
5. One of the arrows designating the 10 ft. PUE on the southern property line is using
the 7.5 ft. side setback line. Please make the correction.
6. Since there is a detail showing a typical 18 ft. parking space, please call out the 20
ft. length of one of the spaces that is head-to-head 73-94).
v 7. The southern-most parking lot is required to be concrete or asphalt.
8. The driveway approach width needs to fall within the 24-36 ft. range required for
commercial and multi-family developments.
9. On the site plan checklist that was turned in with the application, "security gates"
was checked. If the church will be using security gates, please show their location
and a detail of the entry system and swing path.
10. Dumpster pads that are 12x12 ft. require an 8 ft. screening fence. Please increase
the height of the proposed fence.
%11. Fire trucks will need adequate space to turn around. Please extend the fire lanes
around the circle in front of the church, and reduce the diameter of the median to a
maximum of 33 feet. The fire lane will also need to loop around the parking area in
front of the church and school.
12. Please remove the wheelstops from the handicap parking spaces. They can only be
used in 20 ft. parking spaces.
13. The site will need to meet streetscape requirements (1 canopy tree for every 25 feet
of frontage plus extra landscaping points).
14. Please note all (or which) unprotected trees will be removed.
15. There are only 9 oaks and 27 elms shown to be protected on the plan. Please
reconcile this with the numbers in the Landscape Analysis.
16. Parking areas will need to be screened from the ROW.
17. To increase the buffer between the site and abutting residential, please add
additional landscaping along the western and southern property lines.

ENGINEERING
1. Please provide documentation that the proposed 5' private drainage easement has
been acquired. This is necessary to approve your drainage report, and, in part
necessary for an approved Development Permit.

ELECTRICAL
1. Developer installs conduit as per city specs and design. 48" below finished grade 2-
4" gray schedule #40 PVC.
2. Developer pours transformer pad per city specs.
3. Developer provides 30'# 4 rigid conduit for riser pole.
4. Developer provides 20' easement for electric lines.
5. Meter will be on transformer
6. Developer is responsible for the installation of service from transformer to building.
City will make up service connection.
7. Developer must provide City of College Station Electric Department a digital copy of
site plan on AutoCAD 14 version.
8. Developer meets with Electric Department personal to finalize exact location of
electric lines and transformer.

MISCELLANEOUS
1. Irrigation system must be protected by either a Pressure Vacuum Breaker or
Reduced Pressure Principle Back Flow Device and installed as per City Ordinance
2394.
2. All BackFlow devises must be installed and tested upon installation as per City
Ordinance 2394.

Under the Phase II Landscaping Analysis, there seems to be 3 (not 4) protected
elms and 3 (not 4) unprotected post oaks.
Fifty percent of the plantings in an R&D buffer must be evergreens.
Since the south side of the property is not limited by the placement of a building, a
40 ft. buffer (which requires fewer plantings) may be used.
Because of the dense, protected tree stand on the south side of the property, 100
feet of the buffer requirement that covers this area may be removed.
As per our phone conversation, streetscape trees have a minimum caliper
requirement of 1.5 inches, streetscape trees may be grouped, and existing trees
may count toward meeting the streetscape requirement.

PLANNING
1. In the Streetscape Analysis, the existing post oak in Phase 2 is claimed for 200
points. In the Landscape Analysis of Phase 2, it is claimed "@ 200 points = 300
points". An existing 8-inch post oak that is properly barricaded is worth 300
points. Please make the appropriate corrections.
2. In the landscape legend, the symbol for the new post oaks says they will be 2.5
caliper. In the landscape analysis of Phase 3, they are described as 1.5 caliper.
Please reconcile these numbers and ensure the correct point value is claimed.
3. In the Streetscape Analysis, the new post oaks are proposed to be 2.5 caliper.
Canopy trees of this size are worth 150 (not 75) points each. This will need to be
corrected in the Streetscape and Landscape analyses. You may want to make
sure the Zoning Ordinance you are working from is current.
4. In the Detail of 30' R&B Buffer, please change the title to "R&D" buffer and
change the "based on buffer length of 1015 I.f." to "based on buffer length of 687
I.f.".
5. In the "Detail of 40' R&B Buffer", please change "R&B" to "R&D" and change the
linear feet of the buffer to 198 (instead of 1015).
6. Additional streetscape points must be added in to the landscape points for each
phase.
For Phase 1, this means:
1585 landscape points + 796 streetscape points = 2381 total points required.
For Phase 2:
1293 landscape points + 1478 streetscape points = 2771 total points required.
For Phase 3:
2683 landscape points + 1511 streetscape points = 4194 total points required.
7. Only 2040 points are provided in Phase 1. Please make sure Phase 1 meets its
total point requirement.
8. Under the Phase 2 analysis, the 2 protected post oaks are counted twice--once
in the landscaping and once in the streetscaping. They can only be counted
once.
9. Under the Phase 3 analysis, I am having trouble finding the 1 unprotected elm
tree. Please double check to make sure it exists.

Phase I was given a full review. At this time, Phase II is considered a conceptual site
plan for the benefit of the Planning and Zoning Commission.
1. Please include a note on the site plan describing how lights from the church will be
directed away from abutting residential properties.
2. Please clarify that the fence will be erected on the property line.
3. New plantings must stay within the property lines.
4. For Phase I, 1 calculate the numbers as follows:
• Landscape points required = 1585.
• Additional streetscape points required = 924
(198 I.f. - 24 ft. driveway - 20 ft. sight triangle = 154 I.f.)
(154 I.f. / 50 x 300 = 924)
• Total points = 2509
(1585 + 924 = 2509)
• Streetscape trees required = 7
(154 I.f. / 25 = 6.16)
The vegetation that is listed in the Landscape Analysis for Phase I totals 1790, not
2490. Please show a plan that will total at least 2509 points. Other plantings could
be used at the (true) south end of the parking lot.
Please let me know if you review these numbers and feel there is a discrepancy.
