It has been brought to my attention that Cody's wishes to expand their club. Although I have no objections to a dance club so close to my home, I feel that a few things should be brought to the committee's attention before the club should be allowed to expand. Since the opening of Cody's, the loud music from the club disturbs my studying and sleep on the weekends. As a citizen of College Station, I believe I am entitled to a certain amount of peace and quiet. I am fully aware that I live in a college town and clubs will exist. On the other hand, I feel that Cody's needs to control their current noise problem before the problem is allow to expand. My neighbor has called the police numerous times regarding the noise. As of today, nothing has stopped the loud music. I understand that music is a necessity in a night club. However, I do not feel I need to hear it in my bedroom- On the nights Cody's is open, I invite you to my home at approximately 3.00a.m. The staff of Cody's puts all of the nights empty beer bottles in the dumpster near my house. The waking sound of thousands of beer bottles being "thrown" and broken in the dumpster is a noise I cannot begin to describe. In conclusion, before Cody's is allowed to expand, I feel they should control their current noise problems. Thank you for your time. S inch, James _ RDM AUDIO SERVICES August 24, 1995 Penthouse Billiards 2501 Texas Ave. South College Station, Texas Dear Sirs, In reference to your proposed expansion into the space behind your present location, we have some recommendations for measures to help control sound leakage. The building is a "tilt-up" concrete structure with metal roof, glass front-windows and doors, all-metal roof and metal back door. The rear.door opens to a back alley.across from .a trailer park with the nearest trailer approximately 25 feet from the door-., Your biggest sound problem will probably be the trailer folks - nearest to you and so we should concentrate on minimi2ing.audio leakage in that direction. The, present-rear door is very poorly . weatherstripped and will definitely be a, considerable .problem'source it should be either replaced with a ;very tight fitting metal:door system or refitted with new weatherstripping, preferably'the magnetic type that provides 100~Yo 'sealing all around:: Care should be taken to make sure. - the. bottom of the door is sealed as well as. the rest because if air can pass through, so can -sound! The rear wall,would transmit less`if it was "de-coupled" from the source of. sound -inside by building an extra.yvall not connected to the external wall and filling the cavity with ;insulating material. The heavier this wall is the -more' it will stop sound from getting to and'through the rear Wall.so we recommend'at least .5%8" sheetrock instead of the thinner ype _ If you can arrange to place storage rooms, closets . or bathrooms, against this extra inside re wall "that will bean added help in insulating the sound. In the past, this problem has been delt with in a variety of ways. The first and most preferable way is to install a drop or suspended ceiling with heavy insulating bats rolled over it. Leave absolutely no holes or voids uninsulated for sound to get past this barrier. The next step in case the drop ceiling is not enough would be a choice between: A. Adding insulation to the metal roof either inside or outside (usually a spray-on fiber or dense foam). (This would provide an air space with insulation on the top and the bottom creating a "sound trap" between the suspended ceiling and the roof) or B. Installing a heavier ceiling constructed of sheetrock and disconnected from the existing roofing panels as a better sound barrier. (This is a pretty radical fix and very expensive and I would probably just turn the music down if it came to this point) The front door will be a minor source of sound escape but should be kept closed if at all possible. My suggestion would be to keep it as a fire exit with a panic bar (as the rear door probably will) and route the customers in and out through the main club entrance. This will keep it closed during high sound levels but enable it to be used at the end of the evening for clearing out the folks after the music has been shut down. Placement of the speakers can also affect the sound levels outside the club. I recommend not facing the low frequency speakers toward the back wall but placing them as close as possible to the dance floor to get the best effect with the least volume. Likewise, the mid-high boxes should not face the rear wall. They should be suspended over the dance floor facing down at approximately a 45° angle for best effect. The sound transmission to the trailer park will be much less than the previous dance club located in the center because of the following differences: A. The area of wall and roof exposed to sound is only 1/3 as large as the old club providing much less radiating surface. B. The addition of a drop ceiling with heavy insulation was not a part of the old club. C. The double wall along the rear of the building and insulated rear door were both not part of the old club Page Three of Three D. The sound system itself as proposed will not be nearly as large as the "killer" system that was installed before and will sound much better at lower volumes My final tongue-in-cheek suggestion is this: play country music. A relatively high percentage of residents like it and people rarely complain about music they enjoy. When you get to a stage in construction where you would like to test sound levels both inside and out, we would be available to bring a temporary sound system capable of the levels you are contemplating and also the electronic test gear to make the measurements to assure compliance with the sound ordinance.
