SUBJECT: Shenandoah Phase 7A, Final Plat (01 -139)
Item: Discussion and possible action on a Final Plat for Shenandoah Phase 7A,
consisting of 62, single - family lots on 16 acres located south of Phase 6 along
Alexandria Avenue. (01 -139)
Applicant: Edward Froehling
Staff Recommendations: Staff recommends approval as submitted.
Previous P&Z Action: The Commission originally approved this plat on August
2, 2001 with the condition that an access easement be dedicated between this
phase and the undeveloped tract to the west. The applicant has met this
requirement by providing a 10' wide easement through the end of the Norfolk
Court cul -de -sac. The plat is now back before the Commission to add several
public utility easements requested by the City for electrical lines and street lights.
Item Summary: Shenandoah Phase 7A is an extension of Shenandoah Phase 6
along Alexandria Avenue. It consists of 62 lots on 4 cul -de -sacs. The
Commission approved the Preliminary Plat for Shenandoah Phases 7 -10 on
7/19/01. This Final Plat meets all City Subdivision Regulations. This phase,
along with Phase 7B, has recently been constructed and accepted by the City.
Ingress and egress is provided with the extensions of Alexandria Avenue and
Southern Plantation Drive in Phase 7B. Water has been extended to the west in
Phase 7B along Southern Plantation Drive. Sewer will be extended to the west in
Phase 8. This is a Sewer Impact Fee Area, 97 -01 with a fee of $349.55 per
dwelling unit.

3. Development Permit Fee of $100.00 for both Phase Phases combined since they will be
constructed at the same time,
4. Subdivision Inspection Fee of $300.00,
5. Thirteen (13) folded blueline prints of final plats,
6. Two (2) sets of construction plans,
7. Drainage is in compliance with approved Drainage Report for Phases 6 -10,
8. Two Copies of Water and Sewer Reports
9. Two (2) copies of the Engineer's Construction Cost Estimate and
10. Paid Tax Certificate
It is my understanding that this plat will be reviewed by the Planning and Zoning Commission
on Thursday, July 5, 2001.

Staff Recommendations: Staff recommends approval as submitted.
Item Summary: Shenandoah Phase 7B is an extension of Shenandoah Phase 6 and
7A along Alexandria Avenue. It consists of 31 lots on 2 cul -de -sacs. The Commission
approved the Preliminary Plat for Shenandoah Phases 7 -10 on 7/19/01. This Plat
meets all City Subdivision Regulations. This phase will be constructed in conjunction
with Phase 7A. Ingress and egress will be provided with the extensions of Alexandria
Avenue and Southern Plantation Drive. Water will be extended to the west along
Southern Plantation Drive. Sewer will be extended to the west in Phase 8. This is a
Sewer Impact Fee Area, 97 -01. The fee is $349.55 per dwelling unit.
Comprehensive Plan Considerations:
Land Use Plan: The LUE depicts this area as single - family residential.
Thoroughfare Plan: The T -Plan shows Alexandria continuing as a minor collector
through Phase 10 of Shenandoah. The Developer is extending the street in
accordance with the Plan.
Southern Plantation Drive is shown on the T -Plan as a minor collector. It will be
continued as a minor collector past Alexandria.
Parkland Dedication: A 12 -acre tract is required to be dedicated for portions of
Shenandoah Subdivision and Alexandria Subdivision. The Parks Department has
already accepted an 8 -acre tract. The remaining portion of the park will be dedicated
with any future plat applications in Shenandoah and Alexandria.
Open Space Dedication: There is no Open Space being dedicated with this
subdivision. However, this future park will join with a portion of Green Space in the
Crowley Subdivision to the south allowing for access from one to the other.
