be built on Lot 5 Block 1 of the Gateway Subdivision (01-149)

SUBJECT: Rockfish Restaurant - The proposal of a restaurant to be located at on
the lot between Texas Roadhouse and Cheddars restaurants on University
Drive (0I-149)
The PRC held a meeting on Wednesday, July 18, 2001 to review the above-
mentioned project. Mr. Fox gave a brief summary of the proposed restaurant. The
atmosphere for the restaurant is a mountain-fishing theme and the exterior reflects the
interior. Mr. Fox referred to both patios. (The east patio is for the overflow. The front
patio, which faces south, is a waiting area and not for dining seating.) The rear of the
building is all masonry and/or stucco except for the accents, which are made of wood.
Commissioner Mooney asked about the screening of the dumpster area. Mr. Fox
said the screening will be 8 foot high with a solid metal gate. Commissioner Mooney
asked about the sides of the dumpster screening. Mr. Fox said it will be of the stucco
material matching the rear side of the building. Commissioner Mooney asked if Ms.
Morgan had anything to add. Ms. Morgan stated that if there were questions about the
site design issues, she would be happy to discuss those.
Commissioner Mooney asked about the colors on the drawings for Rockfish and
its lettering. Mr. Fox discussed the ledger stone that is the accent that goes throughout
the predominate part of the high features of the restaurant. The Colorado River rock
stone is the accent on the interior and exterior of the fireplace and the post bases. Mr.
Fox went into further discussion that where there is a grade issue they will use river
rock. They will not use raw concrete. If they have a fitting and foundation situation,
they will use the same river rock product to cover that. They will also use ledger cap
any where there is a flat surface. The beams will be used under the patio area.
Commissioner Mooney asked what kind of posts they will use. The posts are of knotted
pines.
Commissioner Happ asked about the placement of the freestanding sign. Mr.
Fox said currently that they are looking at the tree situation. Commissioner Happ
expressed concern about the sign being a site distance problem pulling on to University
Drive. Ms. Morgan stated the sign will have a monument base but it would be up on a
pole. It will be far enough back that it is outside the site triangles.
Commissioner Mooney suggested going through the issues for reviewing.
Commissioner Mooney asked the Board if they any concerns or objections about
architectural characteristics. There were no concerns or objections with any of the
architectural character except the mitigation of negative visual impacts. Commissioner
Happ asked if they are going to tint the windows. Mr. Fox described the windows to be
a green glass on the outside and a clear on the inside. Commissioner Mooney asked
about the shrubbery being placed. Ms. Morgan stated that there has been a landscape
plan submitted and Staff Planner Jimmerson stated it is a staff issue. Commissioner
Williams asked if they would have any equipment on the roof. Mr. Fox stated that the
A/C units are under the parapet and the screen is five to six feet tall.
Commissioner Mooney asked the Board if they had any concerns or objections
about the attached signage. Commissioner Happ, asked for clarification to the name of
the restaurant. Is it The Seafood Grill or The RockFish. Mr. Fox stated that is called the
RockFish Seafood Grill. Commissioner Mooney stated he didn't hear any objections of
the design and placement of the signage from the Board, so he asked for a motion.
Commissioner Mooney stated that Staff recommended that the Board include with their
motion that the materials presented, particularly the color of the stucco, be used
consistently around the rear of the building, including the dumpster enclosure.
Commissioner Happ moved to approve with the recommendations stated previously
and the sign approval. Commissioner Williams seconded and motion passed 3-0.
