There are two sets of site plans that have been approved for this property, one set in
October 1997 and the other in August 2000. In July of 2001, the applicant submitted
another set for approval that in effect reverted to the previously approved set in 1997.
At this time, the City's ordinances do not include a time limit or expiration date for site
plans. However, the ordinance requirements for site plans have recently changed. If the
applicant's recent submittal is processed as a new site plan, all the new ordinance
requirements must be met. Given the above information, staff understands that the
applicant would like to proceed using the site plan approved in 1997. Based on the
summary of changes submitted, which states only a couple of minor changes, staff may
be able to consider the recently submitted plans a revision of the 1997 site plan.

As directed by the owner, Victor Drozd, plans were submitted on the following dates to
the City of College Station:
❑ October 1997
❑ August 2000
o July 2001
October 1997 Submittal
The original plans were submitted in October of 1997. The site plan showed a five
building layout with buildings "D" and "E" on the west side of the property.
August 2000 Submittal
The second set of plans was approved in August of 2000 and included the following
changes to the 1997 plans:
o Combined buildings "D'' and "E" into a single building, building "D", and
revised the parking area.
❑ Added a grate inlet and 18" storm sewer along the drive.
❑ Graded the area around building "D" to allow for proper drainage.
o Added a retaining wall to support the parking area on the north side of the
property near building "D".
❑ Revised the sidewalk to meet current TAS requirements.
The COCS Staff Comments No. 2, dated September 2000, called for some minor
changes to the plans and the plans were then approved for construction.
July 2001 Submittal
The third set of plans was submitted in July of 2001 and included the following changes:
❑ Reverted to buildings "D" and "E" from the 1997 layout. Building "D" was
separated into buildings "D" and "E" and the storm sewer was removed.
o Changed the parking area back to what it had been in the 1997 plans.
❑ Changed utility layouts back to the layout used in the1997 plans.
o Re-graded the parking area in front of buildings "D" and "E".
o Modified the handicapped parking in front of buildings "D" and "E" to
accommodate the grading plan.
❑ Removed the rear access driveway. The driveway will not be built with the
subdivision, but may be added later.
The Final Plat submitted with the 1997 plans shows the correct easements for the July
2001 layout.
