The Developer has received preliminary approval from the Parks Board on a greenway/ detention basin/ public park design to be located along Lick Creek and east of Hartford Drive. Comprehensive Plan Considerations: Land Use Plan: The City LUP shows this property to be singly-family, residential. Thoroughfare Plan: Victoria, a major collector, is to be built in Westfield Phase 3. The Developer is extending Hartford Drive as a minor collector. The proposed Highway 40 project will impact the south side of Edelweiss Gartens. Parkland Dedication: As mentioned above, the Developer plans to dedicate 7+ acres of parkland as approved by the Parks Board. The park will include greenway and detention. The Parkland Development Fee will still apply at $309.00 per single-family lot. Open Space Dedication: The proposed park will include open space and greenway. The City's Greenways Masterplan shows a priority 3 Greenway in the location of the proposed park, just south of Phase 1. Special Area Plans: None Budgetary & Financial Summary: Oversize participation will not be requested for Phase 1 of this Subdivision. Subsequent phases may request OP for drainage and water lines. Box 9960 College Station, Texas 77842 Re: Edelweiss Gartens Subdivision, Phase 1 Dear Natalie: The contractor that is working on Phase 1 of Edelweiss Gartens Subdivision is nearing completion of the infrastructure on that project. Mr. Steve Arden would like to post a Letter of Credit for the remaining items of work so that the plat can be filed and building permits issued. Vern Wright and I worked to develop the accompanying estimate of remaining cost on the project. I have forwarded the estimate to Bob Mosley for his approval. I ask that you contact him to verify that the estimate is acceptable. Mr. Arden will be preparing the Letter of Credit for $49,799 as a guarantee for the remaining work in the subdivision. Item Summary: The Master Preliminary Plat for Edelweiss Gartens was approved by the P&Z 5/17/01. The Final Plat for Phase 1, this same item, was previously approved 9/16/01. This submittal was requested by the Public Utilities Department in order to add electrical easements to the plat. The P&Z Committee must approve all Public Easements. (1-500152) Applicant: Mr. Steve Arden, Edelweiss Gartens Venture Staff Recommendations: Staff recommends approval with staff comment. • Staff Comment. This plat shall not be filed until the Developer provides sufficient access, water and sewer connections to the all lots in the subdivision. Item Summary: Edelweiss Gartens, Phase 1, consists of 63 lots zoned R-1. The Final plat complies with the approved Preliminary Plat and zoning requirements. The Preliminary Plat was approved by the Commission 5/17/01. Rezoning for Edelweiss Gartens was approved in March 2001. A condition of the rezoning was to provide a 40' buffer between the properties zoned residential and the properties zoned commercial. The plat shows a 40' buffer on lots 28-35. Lots 8, 9, 10, and 27 show a 20' buffer where the abutting property can provide the remaining 20'. Construction documents supplied for this plat do not provide connections to existing access, water or sewer. This subdivision is dependent on the construction of Victoria Avenue and water and sewer extensions from Westfield Phase 3 in order to meet requirements. These two projects are being done in a cooperative effort along with the City Public Works Department's Graham Road Project. Seeing that Westfield Phase 3 has filed for a Final plat and construction documents have been approved by this department, it is deemed feasible that access and utilities will be made readily available for this subdivision to proceed. (The Developer had submitted this plat earlier, but was not allowed to proceed until Westfield Phase 3 had filed for a Final Plat and submitted construction drawing.) The other 3, the applicants withdrew them from the meeting and they are being bumped to 9/6. I'm waiting on some information back from Legal with respect to how we go about documenting the approval of Edelweiss & Westfield. Once I have that info., I'll get back with the applicants and they'll turn in the mylars. Deborah Grace 08117/01 10:03AM I am needing to start the process for filing all the final plats from this past Thursday's canceled meeting. They are: Edelweiss Gartens Phase 1 River Place Phase 3 Nantucket Cove block 1, lots 2, 3 & 4 Westfield Addition Phase 3 Castlegate Section 3 Phase 2 NONE of the mylars are in the drawer. If you are involved in any of these plats let me know if you have it or I need to call the engineer. I would like to have them all together before I call Rick Floyd to come sign them. Thanks. I thought it had been handled. In short this plan is fine with us. Natalie Ruiz 01/18/02 03:33PM I met with Steve Arden today & he had some questions about the actual land dedication (approximately 7+ acres). He said that the Parks Board really didn't discuss timing of the dedication. He is ready to proceed with phase I of the subdivision and wanted to talk about when the land dedication should take place. Do you have a problem with the following: Filing of Phase I - We receive the development fee per lot and a bond or letter of credit for the land acquisition fee. Filing of Phase II (or 150 lots platted total) - We receive the development fee per lot, the entire 7+ acre dedication and release the previous bond or letter of credit. They may want to jump over and do Phase III before Phase Il, that's why we discussed a total number of lots instead of tying the dedication to particular phases. This would allow the developer to develop enough lots to pay off the loan for the parkland so that they could dedicate it to the city. It also allows the City to receive the entire dedication early in the process instead of dedicating portions of land with each phase. Let me know what you think. I have added Electrical Easements per the requirements of the College Station Electrical Department and a Homeowner's Association Easement. It is my understanding that according to current policy, to incorporate these revisions this final plat will need to be processed through the Planning and Zoning Commission at its regularly scheduled meeting on November 29, 2001.
