SUBJECT.' St. Marys Catholic Center- Requesting the approval ofthe portable building
used forla wn maintenance equipment ofthe church located at 600 Church
A venue in No, rthgato (01-164)
The NRB held a meeting on Wednesday, August 1, 2001 to review the above-mentioned
project. Staff Planner Reeves stated that St. Mary's has come before the Board this past January.
In that meeting, they proposed 10x16 portable building at the northwest corner of Church
Street and Stasny. It would be landscaped to help with screening. The proposal was tabled by
NRB so the applicant could find out the cost of screening options of brick wall, or masonry
columns with wooden fence, and landscaping. Today, St. Mary's is proposing a recently built
10x14 portable at the southwest corner of Church and Stasny, which will be screened with a
7-ft wooden fence. Both of these items need to be viewed by the Board. Mr. Gorman stated
that Mr. Schroeder is proposing to put the building next to the priest residence with the wood
fence screening. Commissioner Mooney asked if the fence is standard cedar slat fence you see
in most residential areas. Mr. Gorman replied yes. Commissioner Mooney mentioned that in
the Northgate Guidelines the new construction should conform to the overall mass and scale of
the existing streetscape. It would be up to the Board to decide if it does or not. Commissioner
Happ motioned to approve and Commissioner Harris seconded. NRB Member Abbott stated
that the one change from the last proposal is that now it is associated with residences opposed
to the institutional facility. Commissioner Happ stated that the biggest concern was the
screening and they needed to review the fence as adequate screening. Commissioner Happ felt
the fence blends in with the house and the 7ft fence screens the portable building.
Commissioner Mooney called the question of all those in favor of the motion. The motion
passed 4-0.

SUBJECT: St. Mary's Catholic Center - the addition of a portable building to be located at
603 Church A venue in Northgate (00-238)
The NRB Review Subcommittee held a meeting on Wednesday, January 10, 2001 to review the
above-mentioned item. Staff Planner Reeves began the discussion by stating St. Mary's is
proposing to put in a l Ox 16 metal portable building for equipment storage. It will be on the
west side of the existing church. Mr. Schoeder confirmed what Staff Planner Reeves stated
earlier. He mentioned it would be located near their service yard area. Commissioner Mooney
requested Mr. Schroeder to be more specific where the building will go. Mr. Schoeder stated
the portable building would be located along side of the center and the existing crepe myrtle
will be moved and replanted next to the portable building with additional landscaping. NRB
Member Benning asked if the center would consider using a brick wall to screen the building.
Commissioner Mooney stated that the shed is not in compliance with the Northgate Design
Guidelines and it may cause a problem for other property owners. NRB Member Abbott
suggested a different screening type they could possibly use. Mr. Schroeder stated that the
landscaping they are proposing will screen the building. He also mentioned the color of
building will be the same color as the center and the building will be set on concrete blocks.
Commissioner Happ had a concern that metal buildings are disallowed. Staff Planner
Hitchcock stated the ordinance does not prohibit metal buildings, instead it lists other
preferred building materials. NRB Member Abbott suggested putting the matching brick wall
screening on the west side.
Commissioner Mooney brought up the mass and scale on page 20 of Northgate Design
Guidelines and that it states new construction should conform to the overall mass and scale of
the existing streetscape. He said that this does not. NRB Member Abbott stated that the board

let a past applicant come back with more options for screening. Staff Planner Hitchcock
mentioned that the masonry pillars with wooden fence was accepted on another project. Mr.
Schroeder stated that the landscape screen is what they feel is best for the center. NRB Member
Benning recommended getting an estimate as to how much a brick wall screen will cost. NRB
Member Benning made the motion tabling the request to find out the costs of screening options
of the west wall of the portable building with either brick wall, masonry with wooden fence,
and landscaping. Commissioner Happ seconded and the motion passes 4-0. The board
encouraged the applicant to submit several different screening options to be considered at their
next meeting.
