(1-500168) Applicant: WALLACE PHILLIPS FOR GREENS PRAIRIE INVESTORS, LTD. Staff Recommendations: Staff recommends approval of the final plat as submitted. Item Summary: The Section 3, Phase 2 Final Plat includes 23 PDD-H single family (0.54 ac. avg.) lots and complies with the Master Preliminary Plat which was approved by the Planning and Zoning Commission in September 2000. This property was rezoned from A-O to PDD-H in August 2000. The Park Board approved 3.91 and 4.35 acre park sites in June 2000. The developer proposes to develop the park sites in accordance with plans approved by the Park Board. Prior to filing of the final plat the developer must construct the approved facilities or post a bond or letter of credit in the amount of $309 per lot. Flood Plain: 2.11 acres at the back of lots 17, 18, 19, 20, 21, 22, and 23 are in the 100 year flood plain. All of this acreage is shown as a drainage easement. No structures may be placed in this area. Impact Fees: This development is in the Spring Creek Sanitary Sewer Impact Fee Area (97-01) and impact fees of $349.55 per dwelling unit will be due at time of filing of the final plat. Commission Action Options: The Commission has final authority over the final plat. The options regarding the final plat are: ■ Approval with conditions; ■ Approval as submitted; ■ Denial; ■ Defer action only at applicant's request; or, ■ Table only at applicant's request. Copy of Final Plat INFRASTRUCTURE AND FACILITIES Water: Water service will be extended from Section 3, Phase 1. Sewer: Sanitary sewer service will be taken from existing lines that run along the perimeter of this development. Streets: Approximately 1425' of Rockingham Loop (60' ROW, 24' BC- BC) will be constructed to complete the loop with Phase 1. A 402' long cul-de-sac street, Whitwick Place (50' ROW, 24' BC-BC) will be constructed. Street geometric design varies from the City's standard criteria and was approved with the PDD-H rezoning. Drainage: Compliance with the Drainage Ordinance will be verified. A regional detention pond is being constructed just west of SH 6 and will include capacity for this development.
