Item: Discussion, and possible action on a FINAL PLAT for the EMERALD
FOREST PHASE 11-A SUBDIVISION consisting of 6.18 acres located on the
east side of Appomattox Drive east of Phase 8 and north of Bee Creek. (1-
500114)

Staff Recommendations: Staff recommends approval of the final plat with the
condition that the attached Staff Review Comments are addressed.
Item Summary: This item is a final plat of 6.18 acres containing 18 single family
R-1A zoned lots ( 0.28 ac. avg.) and is a continuation of the 300 acre residential
development depicted by the Emerald Forest Master Development Plan which
was approved by the Planning and Zoning Commission on December 2,
1999.This tract is bounded on the north by proposed 6.58 acre Emerald Forest
Phase 11 B Subdivision and proposed 6.35 acre Emerald Forest Phase 11 C
Subdivision. This tract is bounded on the east by a 19.21 acre reserve tract
which contains a 160' wide by 2600 utility corridor (9.88 acres) and which
contains several high pressure petroleum product transmission lines as well as
overhead power lines.
This final plat is in conformity with the preliminary plat which was approved by
the Planning and Zoning Commission on May 17, 2001 and complies with the
Subdivision Regulations and The Land Use Plan. There are no Thoroughfare
Plan issues involving this property. Parkland dedication was addressed in earlier
phases.
Item Background: This area was annexed in 1977 and initial development
began shortly thereafter. The majority of the 300 acres were developed in the
1980's. Phase 10 was developed in 1994. This area was rezoned from A-O to R-
1A on December 16, 1999.
Commission Action Options: The Commission has final authority over the final
plat. The options regarding the final plat are:
■ Approval with conditions;
■ Approval as submitted;
■ Denial;
■ Defer action only at applicant's request; or,
■ Table only at applicant's request.

INFRASTRUCTURE AND FACILITIES
Water: Adequate water capacity is available from an existing 8"
waterline on the east side of Appomattox Drive. Water service will be
extended thru the property.
Sewer: several existing sanitary sewer lines provide adequate sewer
service for this development.
Streets: This Subdivision will include approximately 800' of local street
(28' BC-BC) which ties to Appomattox Drive.
Off-site Easements: An offsite drainage easement will be required from
the southeast corner of the property south to Bee Creek.
Drainage: Design will be required to conform to City requirements.
Flood Plain: There will be no development activity in the flood plain
which runs along the south property line.
Oversize request: None for Phase 11A.
Impact Fees: None
