Thanks for the update. Conceptually, I think what you have laid out in
your email below should work.
Can you have Joe Blaschke and Mike Mc Inturff work together and fax us a
quick redline sketch of this proposed deceleration lane before Monday? Pat
Stanchak with HEB Construction will be at the site on Tuesday. If we have
a this sketch, Pat and our general contractor can take a look at the work
described below and evaluate the proposed HEB scope of work.

OK, here's what we have.
Originally, HEB was to participate in the cost of doing some medians on
Holleman and the City was going to widen Holleman. After reviewing what
Joe Blaschke has developed, we can get another lane on Holleman with some
median improvements and the only
portion of Holleman that needs additional width is for a decelleration lane
in front of the HEB between the two drive openings.
I'd like to propose that HEB do the decelleration lane in conjunction with
your site work with the City doing (and paying for) all of the median work.
If you'd like, I can provide (pay Joe Blaschke to prepare) construction
plans for the decelleration

In our meeting on March 30th, we discussed it is in the best interests for
both the City and HEB to work together to have the Holleman road
improvements completed by the opening of the HEB, which is scheduled for
February 2002. Our plans (HEB building and civil improvements) have been
reviewed by the City and we anticipate obtaining our permits and starting
construction on the grocery store the first week in July.
I understand that Joe Blaschke and Mike Mc Inturff met last week and
reviewed the proposed design. However, as we have discussed previously, HEB
has not received any written information from the City on the overall scope
of the road improvement project, when we can expect to have plans to
construct, or how HEB will get reimbursed for the cost of the work.
I'd appreciate any information you can provide to me.

OK, here's what we have.

I have reviewed your Deceml ier IS letter to Lee Robinson, City of College Station, concerning our Traffic
Impact Analysis Report for t he proposed HRE development at Holleman Drive and Texas Av=uc In
College Station.
First, let me express my app ^eciation to you for your positive comments concerning the quality of the
report and your endorseme it of the study and findin&. As a professional engineer, it is always
gratifying to receive contirma ion of your work from a fellow engineer.
As we discussed by telephw Le last week, there may be some clarification needed with respect to the
raconunendations contained i z your letter- In addition, we have since received comments from the City
conceming the level of partic, pation by the developer'in the Holleman Drive median construction. As a
result of this information, I i espectfully request your review and comments concerning the following
issues:
1- I concur with your commt nts in the second paragraph of page 2 of your letter concerning lntessection
improvements at Texas A venue and Holleman Drive intersection. Unfortunately, TxDOT's planned
improvements at this inh xsection do not include actual capacity increases (Such as a southbound
right turn lane, dual nort abound left turn lanes, etc.). Plans include improvement of the northeast
comer to provide an lr creased radius and better alignment for westbound Holleman Drive.
Although not listed in the City review comments, it would be helpful to clarify that it was not your
intention that FEB be resF onsible for any intersection improvements at this location.
2. Figure 3 from the TIA is enclosed for driveway rcflcrr= information It Is not clear from
Recommendation 2 on Pe ge 2 of your letter whether you propose to restrict left turn movements
to/from Hastings Drivevr .y 2. There is a limited amount of space between Hastings 1 and 2 to allow
a northbound left turn from Hastings i (to travel westbound on Holleman Drive) and a westbound
left turn from Holleman Rave to Hastings 2. it would be helpful if your recommentdation could be
clarified to include charm dization on Holleman Drive west of Driveway A to preclude northbound
left turn movements from Jastings 2. This would allow all movements at Driveway B as well as right
and left turn exit only m rneuvers from the apartment exit driveway. Because Hastin&s 2 is the
primary access point for service vehicles, it would be desirable to allow westbound left turn
maneuvers at Hastings 2. I have enclosed a schematic illustrating the proposed modifications almg
Holleman Drive. With the exception of the triangular island at Driveway A which is proposed to be a

concrete curbed island, ill channelization is proposed to be accomplished with jiggle bar tiles,
pavement markings and/ ar raised reflective pavement markers.
3. Although not listed in tht City roviCW comments, it would be helpful to clarify that it was not your
intention that HEB be rot 3ormlle for any portion of the proposed traffic signal installation at Texas
Avenue and Manual Driv, !/Outback Steakhouse Driveway.
4. Planning Department con =ents include the following: "The level of participation in the proposed
Holleman median consin ction, which WM be required of the developer, will be determined by the
Commission and Council." In other cities, we have developed an estimate of improvement costs by
developers based on then pro rata share of site traffic as a percent of total traffic. In your opinion,
would this be an appropi late basis for such a determination for the Hollemzn Drive modi6cati=s?
HfiB wishes to develop a -cooperative project for implementation of channelization recommendations
with a combinafm of I1 EB-funded improvements and City pavement marking modificatimu, or
some sunilar arrangement
In order to insure that there is ao misunderstanding concerning recommendations to be considered by the
City and to clarify which of these should be the responsibility of HEB, I respectfully request that you
supplement your December I6 letter with an additional letter addressing the points contained herein.
Please feel free to call me for discussion/clarification prior to preparation of additional written
in formatioru In order to mains ain HEB's rezoning case on the scheduled January 18 P&Z agenda, the City
must receive our response and all review conmients by 10:00 am on January 8_

4. Show building setbacks. (Per C-1 zoning)
- Building setbacks have been shown as follows:
- Front - 25' setback
Side - 25 setback (15)

5. Show the FDC (Fire Department Connection) to the sprinkler system.
- The FDC has been shown on the NW side of the building.
6. On page 11.2 the detail for island type "I" does not appear to be complete.
- Type I detail has been updated.
7. There are three parking islands on the El Chico property that are shown as raised curb
on the site plan, as they should be, but there is no mention of them with the other
parking island details. They are also not shown on the island detail overviews. This
needs to be consistent throughout the submittal.
- The missing island details are now shown on sheet 11.4 as types Z, Al, and A2.
8. End island type "K" on page 11.3 does not meet end island area requirements.
- In order to make end island "K" meet area requirements we removed two parking stalls
and increased the area. The two lost parking stalls have been accounted for in the
parking summary located on the site plan.
9. What exactly is decomposed granite walkway.
- The decomposed granite walkway, which is crushed granite, will be red.
10. The directional traffic control signs shown on page 12.3 do not meet ordinance
requirements.
- The directional traffic control signs have been removed from the plans as well as the
detail sheets.
11. yin the landscaping plans, please remove the information regarding Lot 4, the site of the
/future water tower. That information will be included in their submittal. Its inclusion at
this point just confuses the numbers for Lots 1 and 5. The calculations seem to be in
line with what is required, however final approval cannot be granted until staff sees the
numbers for Lots 1 and S.
- Phase III information has been removed.

(1)2lt appears that the location of the turnaround is within 350 feet of Park Place. The
construction easement document states that the turnaround should be a minimum of
350 feet away from Park Place.
- We are aware of the encroachment at the turnaround. We spoke with Dale Schepers
and came to the agreement that the property located behind the building/turnaround would be
used as a temporary construction easement until the future water tower has been constructed.
Therefore, no changes were made to the turnaround area.
~3. he landscaping that is required near the turnaround should be shown on the plans.
_ ou will be permitted to bond out of that landscaping until such time as the
construction easement expires or is removed, but it needs to be reviewed and approved
with this submittal.

The following is a brief summary of our telephone conversation today.
HEB Phase I Print Sho :
We need construction plans for the required sidewalk along Park Place. A section of this sidewalk was
constructed without approved plans. We need to see plans for the entire sidewalk to continue to the
property line at Texas Avenue. The following are a few items to be aware of:
(1) Since the sidewalk is not at grade, hand rails are required.
(2) Some decorative treatment will be required along the exposed concrete section along Park Place. I
discussed this with the contractor and one possibility is applying the same rock treatment that was used
on the building.
(3) The topographic information on the plans is critical for our review. We need to ensure that minimum
slopes can be accomplished along the Park Place sidewalk. (Primarily, connecting to the sidewalk that
was just built and bringing it back down to grade at the property line.)
A permanent C.O. for this project will not be issued until this item is addressed and either built or
guaranteed. If you would like to build this section of the sidewalk at a later date, we'll need to work that
out. I'm agreeable to including this work with the landscaping bonding plan. Let me know your preference
and we can work out the details.
HEB Phase II (Landscape/Irrigation Bonding Plan):
Staff reviewed the plan & had the following minor changes:
(1) There are some plantings missing along Holleman that need to be included on this plans. (See the
fax that I sent you today.)
(2) Sheets L3 - Add a general note that "Backflow assembly tester must be registered with the City of
College Station. Backflow assembly must be tested upon installation. For information call 764-3662."
(3) Sheets L4 - From the material list, remove item "J"; General note #1, drain "hole" on vault shall be
sized to handle relief port at full dump; and, General note #7 should reference ordinance #2394 and not
specification W.209.
Please submit 3 revised sets of the bonding plan for final approval along with the letter from HEB agreeing
to the items we previously discussed (see our previous e-mail re: not requiring a bond for the
landscaping).

This letter is to inform you that H.F. Butt Grocery Company will agree to
complete the approved plans and construction work regarding the sidewalk, ramps,
landing and handrails along Park Row. This work will start once we receive approval
from you to proceed. It will be completed by December 31, 2001 or no later than March
1, 2002 when the new HEB Food & Drug Store is completed.
However, with this agreement between us, HEB would like for you to release the
final "Certitica.tc of Occupancy" for the new Aggieland Print Shop building. All the
required work on the Aggieland Print Shop has been completed and they are operating
wider a temporary "Certificate of Occupancy". Please consider this option and let me
know once you have made a decision. I appreciate your taking the tirnc to consider this
option for us.
