Project: H.E.B. GROCERY STORE PH. 2-SITE PLAN (01-119)
T ecause there are issues that need to be
addressed that may affect the layout of the site. The following does not
constitute a full review, but is intended to inform the applicant of some items that
have been noted. There will be a full review with the next submittal.
PLANNING
1. The 15-ft. Holleman Drive ROW dedication has created a new property line
for this site. The layout of the site should be in respect to the new property
line.
2. There are multiple phase 2s and 3s on the Master Phasing Plan. If
development of the new water tower site will be a part of phase two, the
improvements need to be shown with the HEB site plan.
3. On the Site Plan, clearly show the limits of development for Phase 2. This will
be the only area reviewed for this application. Phase lines should be shown
20 ft. beyond any disturbed earth.
4. This submittal is only for Phase 2. Please describe it with the correct lot
number(s) and acreage on the cover sheet.
5. When determining parking and landscaping requirements, the amount of the
requirement is rounded up when there is a remainder to cover that portion
that is needed (e.g., 800 sq.ft. of building / 1:250 parking ratio = 3.2, or 4
parking spaces required).
6. On the Site Plan, there are hash-marked parking spaces (or portions of
spaces) where the new parking will blend into the El Chico Parking. These
areas need to become raised parking islands.

1. Irrigation system must be protected by either a Pressure Vacuum Breaker or
Reduced Pressure Principle Back Flow Device and installed as per City
Ordinance 2394.
2. All BackFlow devises must be installed and tested upon installation as per
City Ordinance 2394.

Stopped Review: Only basic information was submitted with the intent of staff
review of the larger site logistics issues, therefore a full review could not be
completed.
PLANNING
1. As requested verbally by the applicant, a basic review of the larger
logistics of the site plan has been completed. At this time, it appears that
the issues arising from the Holleman ROW dedication are adequately
addressed. Submittal of landscaping plans and additional detail sheets is
necessary for a full review.

PLANNING
1. Signs will be permitted separately. FYI - The proposed location of the
freestanding sign on Lot 3, may cause problems in the future if the property is
sold and/or leased.
Vā2. Work is being proposed on property that is not under the ownership of the
applicant. Either add a signature from an El Chico official to the site plan
application or provide paperwork showing work authorization and the limits of
said authority. Construction will not be permitted on this property until this
information is submitted.
3 The turnaround area at the back of the building does not match between plan
sheets. Is there going to be additional parking in the back or not? Will a
separate plan be submitted for this area with phase 3?
Show building setbacks. (per C-1 zoning)
t.5. Show the FDC (fire department connection to the sprinkler system).
,,6. On Page 11.2 the detail for island type "I" does not appear to be complete.
y There are three parking islands on the El Chico property that are shown as
raised curb on the site plan, as they should be, but there is no mention of them
with the other parking island details. They are also not shown on the island detail
/ overviews. This needs to be consistent throughout the submittal.
ā8. End Island type "K" on page 11.3 does not meet end island area requirements. 43d. 1/9. What exactly is a decomposed granite walkway?
10. The directional traffic control signs shown on page 12.3 do not meet ordinance
requirements. See Table II in Section 12 of the Zoning Ordinance.
11. On the landscaping plans, please remove the information regarding Lot 4, the
site of the future water tower. That information will be included in their submittal.
Its inclusion at this point just confuses the numbers for Lots 1 and 5. The
calculations seem to be in line with what is required, however final approval
cannot be granted until staff sees the numbers for Lots 1 & 5.
12. It appears that the location of the turnaround is within 350 feet of Park Place.
The construction easement document states that the turnaround should be a
minimum of 350 feet away from Park Place.
13. The landscaping that is required near the turnaround should be shown on the
plans. You will be permitted to bond out of that landscaping until such time as
the construction easement expires or is removed, but it needs to be reviewed
and approved with this submittal.

Reminder Note - The building on Lot 1 will not be C/Oed until the rezoning condition
concerning the improvements in Holleman is met. Development Services staff
understands that the applicant is working with the Public Works Department to reach
an agreement.
